No.92 Proposal for the formulation of the 5th Inagi City long-term comprehensive plan

On June 28, 2019, the "Citizens' Conference to Depict Inagi in 2030" submitted a proposal titled "What the town looks like to us." This Citizens' Council was established by 23 citizens in August 2018, and since its first meeting, it has held a total of 13 discussions until June of this year, and has compiled a proposal into a document. In order to formulate the "Fifth Long-term Comprehensive Plan for Inagi City (tentative name)" for the period from 2021 to 2021, the city has established a citizens' council consisting of high school students and above. The participants freely discussed what kind of city they would like Inagi to be in (2030), what kind of city they would like to live in, and their vision for the future.
At the Citizens' Council, we conducted the ``Everyone's Inagi 2030 Survey'' targeting elementary and junior high school students from October to November 2018 in order to use it as material for discussion and incorporate their opinions into the recommendations. In addition, we published the draft proposal on the city's website, solicited public opinions from the public in May of this year, and received responses to the proposals received from the general public.
The gist of this proposal is to aim for ``(1) a city where the power of its citizens is active, (2) a city where the community is active, and (3) a city that is as urban as it is moderately rural.'' It shows the direction of Inagi in 2030, which is backed by the pride of citizens who want to improve their local community.
At the final meeting on June 28, 2019, we thanked the members of the Citizens' Assembly for their active discussions and compilation of recommendations, and issued them with a certificate of participation.
Long-term comprehensive plans were originally required to formulate a basic concept and be approved by the city council under the Local Autonomy Act. Along with the subsequent promotion of decentralization reform, the government's obligations, frameworks, and involvement were reviewed, and with the revision of the Local Autonomy Act in 2011, the basis provisions were abolished.
However, this revision does not mean that there is no need to create a basic plan, but rather that each local government should formulate a basic plan that is independently devised according to the actual circumstances of the region. Therefore, the ``Inagi City Long-term Comprehensive Planning Ordinance'' was tabled at the June 2018 assembly and established procedures for formulating plans in Inagi City.
As for the future schedule, based on this proposal, the city hall's internal study committee will formulate a draft of the basic concept, which will then be consulted with the ``Inagi City Long-Term Comprehensive Planning Council'' stipulated in the ordinance. After that, the council will investigate and deliberate, and then we will formulate a draft of the basic concept, which I will ultimately submit to the city council for approval.
The long-term comprehensive plan consists of three layers: the "basic concept" based on the above procedures, and the "basic plan" and "implementation plan" that will be created by the government in the future to realize this plan.
In this way, it takes time and effort to formulate the entire long-term comprehensive plan, but by going through democratic procedures such as the participation of many citizens and the involvement of the council in the process of formulation, it is possible to It is something that will become.
