No.89 FY2019 initial budget

The initial budget for the final year of the Heisei era was approved at the last regular meeting of the city council, so I would like to give you an overview of it.
In formulating this year's budget, we will maintain sound finances, work on the main administrative projects of the Fourth Long-Term Comprehensive Plan, promote the achievement of the goals of Inagi City's comprehensive strategy for town, people, and job revitalization, and ensure the safety of citizens. Our basic policy was to give top priority to disaster prevention and mitigation measures.
Based on these factors, the size of the general account budget for fiscal year 2019 was 35,694 million yen, the second largest amount in history, an increase of 1,194 million yen, or 3.5% compared to the previous fiscal year.
In terms of revenue, the core city tax is expected to increase by 0.7% to 15,336.5 million yen due to an increase in the number of municipal tax payers and the number of newly built and expanded houses, and the automobile acquisition tax subsidy due to tax reform is expected to decrease by 51.7%. Although there will be some inflows and outflows, such as a 251.8% increase in special grants to local governments to compensate for the local burden associated with the provision of free early childhood education, the total general revenue has increased by 1.5% to 18,573.9 million yen.
This year's main works include renovation of air conditioning equipment in the main city hall, construction of air conditioning equipment in elementary and junior high schools and cultural centers, construction work on the food delivery service facility (Higashi-Naganuma) under the elevated Nambu Line, and renovation of the lifestyle support service base (Kouyodai). Construction work, Ta-line 7, 4, and 5 (from Sanchu-mae to Keio line) maintenance work, Ta-line 3, 4, and 36 tunnel (Kamihirao to Odaryo) maintenance work, Sugabori maintenance and repair work, school lunch communal kitchen No. One kitchen rebuilding and relocation work, etc. The projects listed here alone are large projects with a total cost of nearly 2.7 billion yen.
Next, I will provide an overview of the characteristics of this year's budget for each policy issue.
Related to the 130th anniversary of the implementation of the Inagi village system
This year marks the 130th anniversary of the birth of Inagi Village, and we will be holding commemorative events.
Safe and secure town development related
Establishment of new subsidies for security cameras installed by neighborhood associations, demonstration experiment of small-scale community transportation in areas with poor transportation in Shimohirao, introduction of the Net119 emergency call system that allows people with hearing and language disabilities to make emergency calls from mobile terminals, and inagi disaster prevention. Maps will be updated and distributed to all households, and high-standard emergency vehicles will be updated.
Childcare support related
Establishment of new licensed nursery schools, increase in capacity through the licensing of certified nursery schools and establishment of new certified nursery schools starting in 2019, increase in childcare capacity by converting existing kindergartens to certified nursery schools, preparation for the opening of licensed nursery schools by utilizing metropolitan government-owned land. We aim to eliminate waiting lists for children by implementing this program, and work to make early childhood education and childcare free of charge.
Elderly support related
In addition to preparing to formulate the 8th long-term care insurance business plan, we will conduct training to alleviate the shortage of caregiving personnel, hold a dementia cafe, and establish a new group home for elderly people with dementia.
Education/sports related
We installed special needs classrooms in all municipal junior high schools, expanded the number of school social workers, formulated the third children's reading activity promotion plan, and proceeded with the reconstruction and relocation of the school lunch communal kitchen No. 1 kitchen, and prepared for the Tokyo 2020 Olympic and Paralympic Games. We will try to build momentum for the tournament.
Livable town development related
We will support the Chamber of Commerce and Industry in formulating commercial revitalization plans, hold start-up support projects in the city, and consider reorganizing addresses in the Sakahama area in conjunction with the Odara land readjustment project.
We have a generous budget this year as well. We will continue to listen to the opinions of citizens as we move forward with the development of Inagi, so we appreciate your understanding and cooperation.
