No.100 FY2020 initial budget

The first regular city council meeting in 2020 had a major schedule change due to measures to prevent the spread of the novel coronavirus, but the first budget for the Reiwa era was successfully passed, so we would like to provide an overview.
This year's budget formulation was based on three points: maintaining sound finances, ensuring citizen safety and disaster prevention and mitigation measures, securing new financial resources, and prioritizing measures.
The amount of the general account budget was 37,324 million yen, the largest ever, an increase of 1,630 million yen, or 4.6% compared to the previous fiscal year.
In terms of revenue, the core city tax is expected to increase by 1.2% to 15,526,040,000 yen due to an increase in the number of municipal tax payers and an increase in the number of newly built and expanded houses, and a temporary provision of the national treasury's burden for the first year for free early childhood education. Due to the total reduction in local funds, special local grants will decrease by 54.5%, and due to the revision of the consumption tax rate, local consumption tax grants will increase by 34.9%, but the standard fiscal revenue amount will increase accordingly, resulting in a 25.3% decrease in local allocation taxes. Although there have been some changes due to system revisions, we were able to secure 18,875.67 million yen in total general revenue, an increase of 1.6%.
The main works include renovation of the air conditioning equipment in the main building of City Hall, construction of the second and third parking lots at City Hall, construction of a cycle cafe (tentative name), improvement of City Road 171, improvement of Route 3, 4, and 12 Yomiuri Land Line, and school lunch service. Including the rebuilding and relocation of one kitchen, the total construction-related expenses will be over 3.6 billion yen. Of this amount, approximately 1.75 billion yen is related to the construction work of the first kitchen, but due to delays in the delivery of construction materials, the completion of the building itself was also delayed, and this budget was carried over from fiscal 2019. , the initial budget for FY2020 has become the largest.
Next, we will introduce distinctive budgets for each policy issue.
50th anniversary of city organization enforcement
Next year will mark 50 years since Inagi was elevated from a town to a city. This year, in preparation for commemorative projects, we will create a city song and a commemorative logo through a public contest.
Olympic/Paralympic related
Expenses are included for the torch relay, bicycle road race tournament management support, community live site events including public viewing, and post-tournament photo exhibitions [On March 24, 2020, Prime Minister Abe and IOC There are reports that a postponement of about one year was agreed upon in a telephone conversation with President Bach, but as of the day the budget was approved (March 27, 2020), the date has not been determined. . The budget for this part will be revised as soon as it is decided.]
Additionally, as a legacy of cycling, a cycling cafe will be built in Inagi Central Park to provide a place for citizens and cyclists to gather.
Childcare support related
The fourth nursery school will be rebuilt and privatized to increase capacity, establish new licensed nursery schools, increase the number of licensed nursery schools, prepare for the opening of licensed nursery schools by utilizing metropolitan land, and aim to eliminate waiting lists for children, as well as play plaza projects. We will also strengthen support for households with children who do not attend nursery schools.
Elderly support related
We will revise Inagi City's medical plan to improve end-of-life care and secure beds for the convalescent period, and provide support for daily life through garbage removal support stickers.
Support for people with disabilities
The 6th term disability welfare plan and the 2nd term welfare plan for children with disabilities will be formulated and future measures will be developed.
Low income support related
We outsource services such as self-reliance consultation support for people in poverty to specialized private organizations, add lifestyle-related disease prevention and aggravation prevention to health management support for people under protection, and provide free education and education for children in poverty-stricken and single-parent households. We will start a life support business.
Education related
In order to promote work style reforms for teachers, we will introduce an elementary and junior high school attendance management system, and proceed with construction work on the No. 1 school lunch kitchen, aiming to be operational in April 2021.
Safe and secure town development related
In order to strengthen disaster prevention capabilities, we will revise the regional disaster prevention plan in light of recent storm and flood damage, deploy water rescue boats to eight fire department divisions, and establish a new subsidiary station for disaster prevention administrative radio in the eastern part of Nanzan. Additionally, new security cameras will be installed at children's centers, community centers, and libraries to strengthen crime prevention.
Creation of liveliness and attractive town development
An urban planning master plan will be formulated from 2020 to 2020, and the 4th Basic Agriculture Plan and 2nd Basic Tourism Plan will be formulated within the year. We will support the opening of new restaurants and other establishments around stations, prepare for the launch of Inagi Satoyama Rangers (tentative name), and establish a sister friendship city exchange association.

In this way, we have a budget to tackle various citizen requests and issues this year, and we will strive to execute it smoothly, so we ask for your understanding and cooperation.
