No.85 Dispatch of staff to areas affected by heavy rain in July 2018 (Western Japan heavy rain disaster)

There are only a few days left this year. I hope it was a good year for everyone, but when I look back across the country, unfortunately, this year was also one in which natural disasters were rampant.
Earthquake in northern Osaka Prefecture on June 18, 2018, heavy rain disasters throughout western Japan in early July 2018, flooding mainly in Osaka caused by Typhoon No. 21 on September 5, 2018, and flooding on the 6th of the following day. The Hokkaido Iburi Eastern Earthquake caused an unprecedented power blackout, and Typhoon No. 24 on September 30, 2018 caused a series of fallen trees in Inagi City.
Whenever a disaster occurs, the city convenes a disaster information liaison meeting to gather information and provide as much support as possible. Relief supplies such as blue sheets were sent to Hirakata City after the earthquake in northern Osaka Prefecture, and sandbags and plastic water bottles were sent to Soja City in Okayama Prefecture during the heavy rains of July 2018 (West Japan Heavy Rain Disaster). I sent it as.
In response to large-scale natural disasters, the nation has taken measures every time we have experienced the Great Hanshin-Awaji Earthquake, the Chuetsu Earthquake, the Great East Japan Earthquake, etc. A wide-area support system has been established to a certain extent, which compiles the disaster situation on a prefecture basis and requests support from other prefectures via the national government, but in the chaotic situation immediately after the disaster, these systems may not function immediately. The reality is that it doesn't.
The importance of direct support through connections between municipalities has been recognized for some time, and Inagi City has concluded mutual support agreements with Ozora Town in Hokkaido, Nozawa Onsen Village in Nagano Prefecture, and Soma City in Fukushima Prefecture, and has also signed mutual support agreements with the city of Ozora in Hokkaido, Nozawa Onsen Village in Nagano Prefecture, and Soma City in Fukushima Prefecture. Utilizing the mutual support system of the Young Mayors Association (OB Association), we have been practicing mutual support in times of trouble in a spirit of mutual support.
Under these circumstances, in June of this year, Mayor Tateya of Soma City was appointed as the chairman of the National Association of Mayors, and he recommended strengthening disaster prevention measures under the new system, and a special committee on disaster prevention measures was established on August 30, 2018. Ta. I was nominated as a committee member by Mayor Tateya, and at the first committee meeting, I was elected vice chair under the chairmanship of Kumamoto City Mayor Onishi.
This special committee will develop a "support system in the acute phase immediately after a disaster occurs," and provide support through cooperation within and between each branch of the National Association of Mayors, even immediately after a disaster when support from the national or prefectural governments is not yet in place. We have decided to do so.
Recently, we received a request from the National Association of Mayors to dispatch staff to support areas affected by the West Japan heavy rain disaster in July 2018, and when the city responded that it was possible to dispatch one person, Ehime Prefecture matched the conditions. It has been decided that we will be dispatched to Seiyo City. The period is 4 months from December 1st of this year to the end of March next year, and the work includes administrative work such as application for disaster waste treatment project subsidy, demolition and removal of disaster-stricken houses, and on-site work related to demolition garbage. Masu. I told the personnel who agreed to be dispatched to carry out their duties without injury, and sent them off the other day.
We will continue to work diligently on disaster prevention and mitigation measures, as they are the core of our efforts to create a safe and secure town.
