No.70 Housing for the elderly with services

In March of this year, Kosher Heim Hirao, a new senior housing facility with services, was opened in the Hirao district, and occupancy began in May 2017.
This type of housing is generally called Sakoju, and refers to properties that meet the standards stipulated in the ``Act on Securing Stable Housing for the Elderly'' and have been registered with the prefectural governor. Specifically, this refers to rental housing for the elderly that has a barrier-free structure and services such as daily life consultation and safety confirmation within the facility, and this is the third such facility to be registered in the city.
This property was constructed by the Tokyo Metropolitan Housing Supply Corporation to make effective use of the site of the former sewage treatment facility in the Hirao Danchi housing complex. A private management company leased the entire building and collaborated with a nursing care provider and medical corporation that will occupy the first floor. Through collaboration, it will be operated as a high school residence.
Six years ago, this project was still in the conceptual stage, but I made it one of my campaign promises in order to attract a building that is necessary for the city's future. During the construction planning stage, many local residents were interested in the project, and 24 consultations with the local community were held for five years starting in April 2012, with various opinions for and against. The members of the Tokyo Metropolitan Housing Supply Corporation, the Hirao District Neighborhood Associations, and city officials continued discussions, and in the end, we were able to incorporate functions that the community would be glad to have.
Currently, Japan's population is rapidly aging. As baby boomers reach the age of 75 or older by 2025, there is an urgent need to build a community-based comprehensive care system so that they can continue to live their own lives in familiar areas even when they require long-term care. Inagi City is also working on this as one of its most important issues. We believe that the newly completed Kosher Heim Hirao should become a base for comprehensive community care in the mature Hirao region.
By the way, it is common for traditional high school residences to have a nursing care office attached, and it is rare to find a property that has a clinic. In this situation, close coordination between nursing care and medical care is not necessarily achieved. However, it is said that the management company, nursing care business, medical business, and community exchange facility have been cooperating with each other to prepare for the opening of this property since before the property moved in, and many attached facilities and businesses are providing services in an integrated manner. A system that can do this is rare even in Tokyo.
In the future, we hope that Kosher Heim Hirao will grow as a hub for interaction not only for residents but also for local residents, and that it will develop to play a role in comprehensive community care.
