No.72 Sorting out addresses

We use the word "address" casually every day, but strictly speaking, it has various meanings.
These include ``lot number'' to indicate the location of land, ``address'' to register the place where a person lives, and ``location'' to register the location of the head office of a corporation. The methods for this are determined based on laws such as the Real Estate Registration Act, the Basic Resident Register Act, and the Commercial Registration Act, and the basis for this is the lot number of the land.
Today, the term "lot number" refers to the number given by the registry office to each plot of land, but it originally came from the land survey book created by the Taiko Kenchi, and was used in the Meiji era when modern ownership of land was established. This is the number assigned when the ticket is issued.
Initially, they were lined up in an orderly manner according to certain rules, but gradually due to circumstances such as divisions and combinations due to inheritance sales, divisions due to the construction of roads and railways, new numbering due to new incorporation due to changes in municipal areas, etc. The regularity has been lost, and now the numbers are not lined up in order, they are all overlapping, and many houses are built on the same number, making it very difficult to understand.
Under these circumstances, requests for improvements have been received from citizens and business operators, and the city has so far used a method called ``City Area Town Name Sorting'' to improve the Tama New Town area and part of the Hirao area of ​​the existing urban area. , and have been sorted out sequentially.
New town names were given to the Koyodai district in 1988, part of the Hirao district in 1990, Nagamine district in 1994, and Wakabadai district in 1998, and the street numbers were reassigned.
The land number arrangement based on these towns has had some success in making addresses easier to understand, and for existing urban areas, there was a policy to sequentially organize all districts in the city, starting with the Hirao district.
However, this method of ``chokai town name and lot number rearranging'' is a method of correcting the notation itself in the land register, so it is possible to create new blocks such as new towns or change the land area itself as in land readjustment projects. Although it is easy to organize cases involving changes in movement, it is technically difficult to uniformly apply them to existing urban areas, and subsequent implementation has been suspended.
In order to overcome this situation, in April 2016, we assigned a staff member to the City Planning Division in charge of housing information display, and we have just begun research on organizing addresses throughout the city.
Up until now, the city has been preoccupied with "sorting out town names and numbers," but the city is considering comparing implementation status in neighboring cities, including the introduction of "dwelling labeling" based on the law on housing labeling, which has not yet been implemented in the city. Furthermore, we are considering introducing methods that suit the characteristics of each district.
In August of this year, we established the Inagi City Address Sorting Citizens' Council, which is made up of representatives of neighborhood associations from each district in the city, police and fire departments, commercial and industrial businesses, postal delivery companies, and publicly recruited citizens. We ask that you formulate basic policies regarding launch and review.
The arrangement of addresses has a direct and significant impact not only on citizens' lives, but also on local activities and corporate activities, so we will continue to carefully consider the matter, incorporating the opinions of citizens and related organizations.
Please note that the actual arrangement of addresses will require a significant amount of expense and time, so we will proceed in stages as soon as the residents of the area understand and are ready.
In addition, regarding individual implementation, we will set up an ``Address Sorting Council'' and a ``District Citizen Review Committee'' for each applicable district, and will discuss matters individually, including whether or not to implement them.
