No.83 Retirement of Board of Education Chairman Ono and Superintendent Kojima and Transition to the New Board of Education System

Inagi City Board of Education Chairman Yoshie Ono retired on September 30, 2018, and Superintendent Fumihiro Kojima retired on October 14, 2018, at the end of their respective terms.
Mr. Ono supported educational administration for 13 years from October 1, 2005, and Mr. Kojima for 8 years from October 15, 2010, as a member of the Board of Education and Superintendent of Education. We would like to thank both of you for your hard work.
At the third regular meeting of the city council in September of this year, I proposed Akira Kato to replace Mr. Kojima as the superintendent of education, and Makiko Sugimoto to replace Mr. Ono as the board of education, and we received consent to select them. (See page 4).
Mr. Kato was born in 1952, joined Inagi City Hall in 1970, worked for 38 years until March 2015, and was the director of the education department at the time of his retirement. After retiring, while running the family business, he also voluntarily looked after the children at Nanzan Elementary School, which he helped open.
Mr. Sugimoto was born in 1960 and has been teaching as a junior high school teacher since 1986. In Inagi City, he served as the principal of Inagi Daishi Junior High School for two years from April 2012, and from April 2014 he was in charge of educational guidance in Inagi City. I worked as a department manager for three years.
Both of them have a wealth of practical experience on the Board of Education, and will work passionately on educational administration, so I look forward to your continued support, just as my predecessors did.
By the way, after the retirement of Superintendent Kojima, Mr. Kato was appointed as the new Superintendent on October 15, 2018, and at the same time, a transition was made to a new Board of Education system based on a partial revision of the Act on the Organization and Management of Local Educational Administration. To do. This law amendment itself came into effect on April 1, 2015, but a transitional measure was adopted in which the superintendent of education currently in office as of the date of enforcement remained in office as the superintendent under the old system until the expiration of his/her term of office. is.
In the new system, the chairperson, who is the representative of the board of education, and the superintendent, who is the director and supervisor of the secretariat, have been unified. The old Superintendent of Education was chosen from among the five members of the Board of Education, but the new Superintendent is not a member of the Board of Education, but is directly appointed by the Mayor with the consent of the City Council, and like the Vice Mayor, is a member of the City Council. It became a special position.
From now on, the Superintendent of Education will serve as the representative and run the Board of Education along with the other four members of the Board of Education. Although the position of the superintendent will change, the fact that the school will be managed by a council of five people will not change.
Part of the transition to the new system due to legal revisions has already been implemented in advance. The General Education Council, a forum for discussion and coordination between the mayor and the Board of Education, was established on April 14, 2015, and the Education Outline, which sets fundamental policies for education goals and measures, was established on May 11 of the same year. At the general education conference held, it was decided as the ``Inagi Education Outline to foster people and culture through interaction''. With the appointment of a new superintendent, we have made a complete transition to the new system.
This system reform will ensure the political neutrality, continuity, and stability of education, while clarifying the responsibility system in local educational administration, establishing a prompt crisis management system, and establishing a system for the heads of local governments and boards of education. This is a fundamental reform of the system, including strengthening cooperation with the government.
From now on, we will work more closely with the new Superintendent of Education and the new Board of Education to promote Inagi's education in accordance with the Education Guidelines.
