No.64 Establishment of a fire department branch office

The fire department branch office, which was completed in the Kamihirao district, has been in temporary operation since February 1, 2017, and will finally begin full-scale operation on April 1, 2017.
The city has long had difficult issues regarding its fire department facilities. One is that the Hirao/Sakahama area in the southwestern part of the city is far from the fire station, and it takes time for emergency vehicles to arrive. The other problem was that, although the number of firefighting personnel had been gradually increased as the city expanded and the population increased and the number of buildings increased, space for offices, nap rooms, etc. was nearing its limit.
The development of fire department substations and branch offices was included in Inagi City's Third Long-Term Comprehensive Plan (FY2001 to FY2011), but it was postponed due to the lack of land and financial resources in sight. I did.
I have been working on this issue since taking office as mayor in 2011, but I was unable to reach a solution during my first term.
During this time, we considered partially expanding the fire station, but due to the revisions and stricter building standards laws, it was discovered that the current building was not suitable, and we decided that expansion would be difficult.
Under these circumstances, in August 2013, we received a proposal from the Inagi City Fire Department to begin construction of a fire department as early as possible and to consider the Kamihirao area as the appropriate candidate site.
In my campaign pledge for my second term, I have made the construction of a branch office one of the most important issues, and I have also made changes to land owned by the Inagi City Land Development Corporation and the Tokyo Metropolitan Government within the Kamihirao Land Readjustment Project Area. After repeated negotiations to secure the site using the methods described above, and with the cooperation of the Kamihirao Land Readjustment Association, we were able to secure a site of 1,380 square meters.
By the way, statistics show that it takes an average of 6 minutes for emergency vehicles to arrive at the scene from the time the 119 call is received in the city, but in the Hirao area it took more than 10 minutes. Now that we have been able to secure land in Kamihirao, we will be able to cover almost all areas in the city by drawing two circles with the fire department headquarters and branch as the center and the radius equal to the distance it would take an emergency vehicle to arrive in 6 minutes. became.
The branch office facility is a three-story steel-framed reinforced concrete building with a building area of ​​approximately 430 square meters and a total floor area of ​​approximately 1,107 square meters. In-house power generation equipment that can operate continuously for 72 hours with a 950-liter tank, a private refueling facility with 10,000 liters of gasoline and 5,000 liters of diesel oil, and 10 kilowatts of solar power so that it can operate independently even if external power is lost in the event of a large-scale disaster. We are installing power generation panels.
In addition, although the city did not have a permanent fire training facility until now, we have also built a three-story reinforced concrete training building with a building area of ​​approximately 25 square meters and a total floor area of ​​approximately 75 square meters. We are also looking forward to the use of our members.
Furthermore, we have also set up a disaster prevention classroom space of approximately 69 square meters for the public to use.
We are planning an inauguration ceremony and facility tour at the branch office, so we look forward to seeing many of you there (see page 1 of the March 15th issue of Public Relations Inagi).
With the completion of the branch office, we will strive to further prepare for large-scale disasters.
