No.134 Completion of Kamihirao land readjustment project

For land readjustment in the Kamihirao area, a preparatory committee was formed in November 2005, and after obtaining agreement from landowners, then Tokyo Governor Shintaro Ishihara established the Inagi Kamihirao Land Readjustment Association in July 2010. After receiving approval, the business started.
 
After 12 years, the union received permission to dissolve the union from Tokyo Governor Yuriko Koike in March last year, and although it took some time to sort out the remaining issues, a party to celebrate the union's dissolution was held in December last year. , we are happy to have completed the project.
 
The city's first housing complex was built in the Hirao district in the 1960s, when the population of the Tokyo area rapidly increased during the period of high economic growth, and the supply of large amounts of housing was an urgent issue. The area was one of the pioneers of urbanization in the city, with land readjustment implemented by the union in the Chome area.
 
Following these developments, the Tokyo Metropolitan Government was scheduled to carry out a development project directly in the Kamihirao area under the ``Sakahama Hirao Land Readjustment Project,'' which was approved as a city plan in 1997, but due to changes in the socio-economic situation, The project was reviewed and we were faced with the prospect of canceling it.
 
However, the landowners in the Sakahama/Hirao area did not give in to this, and set up the "Sakahama Hirao Town Development Council" and invested approximately 8.9 billion yen in project costs to cover a vast area of ​​approximately 25 hectares. I decided to do some sorting work. Of course, it was assumed that Inagi City would provide maximum support, but they decided to proceed with town development themselves.
 
During this period, unprecedented economic conditions and natural disasters such as the Lehman Shock and the Great East Japan Earthquake struck, making it difficult to carry out the project, but thanks to the efforts of union officers and landowners, After a month of land replacement disposal, we were able to reach the day of completion and dissolution of the association. We would like to express our deepest gratitude to all those involved.
 
This project began with approval for the establishment of the association in July 2010, but the groundbreaking ceremony was held in 2011, when I became mayor, and I attended the ceremony with Chairman Baba. The 12 years it took to complete the project coincided with my third 12-year term as mayor, so I am even more deeply moved.
 
Before the development, an underground rainwater storage facility of approximately 7,000 cubic meters was built on the site, which was a wetland in Yato, as a disaster prevention measure, and the Mitanda Spring Water Park was created above it. With the opening of City Planning Roads 3, 4, and 17 and the Kamihirao Tunnel, the road to Daini Junior High School, which was once called Jigokuzaka, has become a safe sidewalk. Furthermore, with the opening of the Kami-Hirao Fire Department, which was made possible to secure land and construct as a result of implementing this project, the serious issue of the arrival time of ambulances in the Hirao area was quickly resolved.
 
In the neighboring Odara area of ​​Sakahama, a land readjustment project was started by the association a little later, and progress has been made to create a safe and livable urban infrastructure while taking into consideration the preservation of the natural environment and farmland. This property is also scheduled to be replaced in March of this year, and the new Sakahama 3-chome, 4-chome, and 5-chome will be created.
 
Urban development in the Kamihirao and Sakahama-Odara districts has come to a close, and we look forward to further development in both areas.
