1 27th About the Tokyo Babysitter Utilization Support Project

I have reviewed the response to the proposal from February of the 6th year of Reiwa, and I strongly hope that Inagi City will become a target municipality for the Tokyo Baby-Sitter Utilization Support Project. However, I have two questions regarding the reasons why Inagi City has not adopted the project.

The first point is that "more than half of the certified business operators in Tokyo find it very difficult to dispatch babysitters to Inagi City due to a shortage of babysitters, and cannot meet the needs of Inagi citizens." However, among the certified business operators is Kids Line, the largest babysitter matching platform in the country, and there are babysitters residing in the city, so I believe that dispatching to the city is not difficult at all. The second point is that in the response, it states, "there are few examples from other cities," but currently, 11 cities are designated as municipalities for the support project. Indeed, it is less than half of the city departments, but it should be possible to implement it.

  1. We confirmed with Kids Line Co., Ltd., which you proposed, that "the availability of babysitters is left to each babysitter, and since the company does not grasp the utilization needs, we do not know whether we can meet the needs of users." Therefore, we could not confirm whether dispatching to the Inagi City area can be reliably done. Furthermore, regarding the babysitter utilization support project (temporary childcare utilization support), we checked with all 28 registered business operators of the Tokyo babysitter utilization support project whether dispatching to the Inagi City area is possible, and many operators responded that "the situation is very difficult."
  2. The Babysitter Utilization Support Project (Babysitter Business Operators Collaboration Type) is a project implemented to respond to the diverse needs of Parents or Guardians and to address the issue of children waiting for childcare. We recognize that the implementation of this project will be considered based on the current situation of waiting children in our city. Additionally, regarding the temporary childcare project, the Babysitter Utilization Support Project (Temporary Childcare Utilization Support) is as described in point 1. Given these circumstances, it is desirable for the city to have a system in place that ensures citizens can reliably receive support when implementing childcare services. We are also proceeding cautiously while paying close attention to the trends of new childcare support policies at the national level. Therefore, we will continue to study the introduction of the Tokyo Babysitter Utilization Support Project (Temporary Childcare Utilization Support).

1 6th About Motorcycle Parking Lots

It seems that related administrative agencies are considering making the first category of mopeds a 125cc output-restricted version due to the strengthening of automobile exhaust regulations scheduled for November 2025. In this case, it is expected that the body dimensions of the first category of mopeds will also increase, but are there plans for improvements to parking facilities?

If the current dimensions of the two-wheeled motor vehicle are almost the same, I would like to request that parking for two-wheeled motor vehicles be allowed at this time.

As part of the strengthened exhaust gas regulations for direct injection gasoline vehicles and motorcycles, the "Notification on the Detailed Standards for the Safety of Road Transport Vehicles" was revised and implemented in December 2020, and will be applicable to first-class motorized bicycles with an engine displacement of 50cc or less starting from November 2025.

The city has heard that it is difficult for manufacturers to produce first-class motorized bicycles with an engine displacement of 50cc or less that comply with the new exhaust gas regulations at a similar price. Therefore, from November of the 7th year of Reiwa, the sale of existing first-class motorized bicycles will be discontinued, and the sale of a new category of second-class motorized bicycles with an engine displacement of 125cc or less will be regulated.

In addition, I have heard that the National Police Agency is planning to amend the law to allow the new category of vehicles, which have output regulations for second-class motorized bicycles, to be driven with the current moped license, along with a review of related systems in the Road Traffic Act enforcement regulations.

Based on the above, the city will consider changing the operation of the bicycle parking lot in front of Wakabadai Station, which is currently operated as a regular parking area for first-class motorized bicycles with an engine displacement of 50cc or less, to include vehicles that meet the new standards, including those with an engine displacement of 125cc or less.

2 11th About the Land Readjustment Project The area around Inagi-Naganuma Station is quiet, especially with the closure and demolition of places like Gourmet City at the north exit. What kind of building will be constructed here afterwards?

Regarding the area around Inagi-Naganuma Station, we are promoting safe and secure community development by improving public facilities such as roads and parks through the Land Readjustment Project and returning well-shaped land for better usability. Currently, there are noticeable vacant lots (business sites) in front of the station due to building relocations and voluntary store withdrawals resulting from the land readjustment project. In the future, once the development of roads and residential land is completed, we will return the residential land and other properties to the respective landowners.

The use of the returned land is entrusted to the landowners, so we cannot answer what kind of buildings will be constructed. However, the city positions the area connecting Inagi-Naganuma Station and Inagi Station as a central district in the urban planning master plan. Therefore, we are guiding landowners to enhance various functions such as creating vibrancy around the station, improving convenience, and providing living service facilities and restaurants, through designating appropriate land use zones around the station.

In addition, on the south side of the station, we are holding a Community Development discussion meeting with landowners of the blocks adjacent to the station and members of the shopping district to study and exchange opinions on joint utilization for high-level use, aiming to create a vibrant atmosphere around the station through the construction of mixed-use buildings for commercial and residential purposes.

The area around Inagi-Naganuma Station is focusing on the development of the station surroundings. While there may be temporary closures of commercial facilities due to the progress of the projects, we will continue to work towards creating a vibrant environment around the station and ensuring a safe and secure community development.

3 19th About the sewer and water pipe connections near Sakahama 1447 Regarding the sewer and water pipes near Sakahama 1447, I have been requesting this for many years. When I inquired in 2021, I was told that construction was planned to be carried out using Tokyo Metropolitan Government subsidies by 2024, but I have now been informed that the construction cannot proceed. The reasons have not been clearly explained. I would like to know the current situation.

Regarding the new sewer pipe construction on Municipal Road No. 1042, it was scheduled to commence in fiscal year 2011, but due to the inability to obtain consent from the landowners, we have been unable to start the construction until now, and we sincerely apologize for the delay.

Currently, the landowners of the private land have changed, and we have been informed by the Tokyo Waterworks Bureau that water supply construction is scheduled for this fiscal year. Therefore, we are considering resuming discussions regarding the sewerage construction aimed at development.

In addition, due to the ongoing consideration of the Land Readjustment Project being carried out by the association in the adjacent area, including City Road No. 1042, we would like to request your cooperation in determining the road alignment of City Road No. 1042 and your understanding of the Land Readjustment Project in the future.

4 19th Measures Against Heat at Bus Stops This summer is very hot, and measures against the heat are more necessary than usual. When using the bus stop in Hirao 4-chome, I felt that it was difficult to escape the heat compared to other bus stops that have roofs, so I would like to request that a roof be added.

Regarding the installation of bus stop roofs, it is carried out by the route bus business operators when there is no obstruction to the passage of pedestrians and wheelchair users.

Regarding the sidewalk where the bus stop you inquired about is located, the city has confirmed that it meets the required sidewalk width for installing a roof. Therefore, the city will convey this request for installation to the bus operator, Odakyu Bus.

1 2nd About the School Districts The response to households changing school districts is extremely poor. Parents are enrolling their children in Kindergarten and Nursery School with the future in mind, yet they have to attend a different Elementary and Junior High School. While it may be unavoidable for school management, I hope that the review committee in five years will allow for more flexible options.

Regarding the changes to the school district, a "Committee for Reviewing Appropriate School Districts of Inagi City Public Schools" has been established, consisting of representatives from various organizations including Elementary and Junior High School principals, PTA officers, Neighborhood Associations, and citizens. The committee has focused on adhering to the designated school system while considering the proper size of schools, ensuring safety in commuting, and the relationship with the community, to examine the necessity of reviewing the entire city's school districts.

We will take your opinions into consideration during the next meeting of the "Inagi City Public Schools Appropriate School District Review Committee." When changing school districts, it may impose a burden on the residents of the affected areas, but we will continue to review the best ways to establish school districts from various perspectives.

1 5th About the Silence Siren for the End of War Memorial Day I was surprised that there was no siren for a moment of silence at noon on the anniversary of the end of the war in Inagi City. It has been a special day locally, with sirens sounding every year, where we hear about war experiences from our grandparents and reflect on those memories, so I was curious. I confirmed that neighboring cities are using disaster prevention radios to call for a moment of silence, but is there any reason why Inagi City does not sound the siren? On the anniversary of the end of the war, calling for a moment of silence through the disaster prevention administrative radio siren is one way to pledge for peace. However, the original purpose of the disaster prevention administrative radio is to convey necessary information to protect citizens' lives and property during disasters. Citizens recognize that the content disseminated by the disaster prevention administrative radio is of high urgency, and there have been various opinions and complaints regarding the broadcasts, which inevitably restricts its operation. Therefore, in Inagi City, the call for a moment of silence on the anniversary of the end of the war is not made through the disaster prevention administrative radio siren, but rather by designated management facilities, including City Hall, according to the situation. Additionally, Inagi City conducts peace initiatives such as the Peace Haiku Contest, Peace Concerts, and Peace Panel Exhibitions, and will continue to strive for the sharing of awareness of peace and its inheritance to the next generation. We appreciate your understanding in this matter. Furthermore, a survey of the 26 cities in the Tama area revealed that only 6 cities sound disaster prevention radio sirens on August 15.
