1 | 2nd | About Attendance Management for After-School Childcare Program | There have been two occasions when I forgot to contact you after suddenly taking a day off from the After-School Childcare Program on the scheduled day of attendance. While I acknowledge that I was at fault for forgetting to notify you about the absence, there was no communication from the After-School Childcare Program on both occasions. I feel that the lack of communication despite being absent without notice poses a risk, as it could delay the discovery if a child were to be involved in an accident or incident and did not attend. I believe it is too late to address the situation after something happens, like the incident of a child being left behind on a bus. I have heard that some After-School Childcare Programs in Inagi City use a card-based attendance management system that automatically notifies Parents or Guardians when a child arrives. Given that the number of children in the After-School Childcare Program has increased, I assume that the burden on the teachers has also grown, so I would like to see all After-School Childcare Programs implement a system that effectively manages children's arrivals and departures. |
The management of attendance for the After-School Childcare Program children is primarily based on attendance notifications from the Parent or Guardian. However, in the event that a child does not arrive without prior notification, we will contact the Parent or Guardian to confirm their attendance. We apologize for the oversight in confirming attendance this time, which caused anxiety. Regarding the staffing system for the After-School Childcare Program that you inquired about, as an emergency measure, we increased the capacity from 40 to 58 children starting April 1, 2022, and at that time, we increased the number of full-time staff from 2 to 3. Starting April 1, 2023, we will further increase the capacity to 60 children and the number of full-time staff to 4, and we will work to prevent recurrence in the future. Additionally, we will consider the introduction of an attendance management system using cards, keeping in mind future privatization and other factors. |

2 | 16th | About the 8,000 yen QUO Card Pay benefit for Parenting households | There was a benefit of QUO Card Pay (8,000 yen per child), but in my household, the documents received by registered mail could not be found, and it seems that my child may have played with them and thrown them away as trash. I inquired at City Hall about the possibility of reissuing them, but they said they do not manage what happens after receiving registered mail. If it were an electronic benefit, wouldn't it be possible to know which households have not received it? Also, depositing into the account where the Child Allowance is transferred would have been safer and more reliable, preventing issues like loss or non-receipt of paper documents. |
The 8,000 yen benefit per child is an emergency measure to address the rising cost of living for parenting households, and it needs to be distributed to eligible recipients by March 2023. Since it is difficult to provide cash transfers by the end of March, we have chosen to use digital gift cards. To ensure that the digital gift cards are delivered correctly to the recipients, they will be sent via registered mail, and we ask everyone who receives them to manage them after receipt. Please understand that reissuing after registered receipt will result in double issuance. |

3 | 18th | About the Children's Center in the Omaru District | I want a Children's Center to be built in the Omaru area. There is a significant disparity with other regions, and I am very dissatisfied. Both Hongō Children's Center and Shiroyama Children's Center are too far to take Infants and Young Children, and it is also too far for elementary school students to go alone. The mobile Koyodai Play Space for infants is only available once a month, leaving us with nowhere to go, resulting in a lonely Parenting experience. Additionally, elementary school students without a place to go are sitting on the road, hanging out, and playing games, which is dangerous. In the summer, there is also a risk of heatstroke. |
In Inagi City, we are conducting various projects related to Parenting, such as play areas, mobile play areas, temporary childcare services at Nursery Schools, Parenting support areas, and Family Support Center projects. Additionally, we implement the After-School Children's Program, utilizing vacant classrooms in elementary schools as a place for elementary school students after school, at all elementary schools in the city. Currently, there are five Children's Centers in the city, with one facility that has Children's Center functions established per junior high school district. Regarding the proposal to establish a Children's Center in the Omaru area, there are no plans for a new establishment at this time. However, while considering the expansion of the aforementioned projects, we will continue to strive to enhance Parenting support and provide safe and secure places for children, so we appreciate your understanding. |

4 | 19th | About Child Medical Expenses Assistance | I believe there are many requests, but I ask for the immediate abolition of income restrictions on medical expense assistance for compulsory education and high school students. I understand the city's finances and the priorities of expenditures, but why are those who pay a lot of taxes to Inagi City unable to benefit from medical expense assistance? If this continues, the desire to live in Inagi City will diminish, and fewer people will want to move to Inagi City. This will lead to a decrease in tax revenue and create a negative cycle. |
The medical expense subsidy system for children is institutionalized as part of the welfare measures to support parenting by Tokyo Metropolitan Government, which has established certain income limit amounts. If the medical expenses are subsidized for those who exceed the income limit set by the metropolitan government, the city would have to bear the full amount, so it is necessary to consider this in light of the city's various challenges, priorities, and financial situation. The mayors' association, consisting of 26 cities in the Tama area of Tokyo, is requesting the metropolitan government to abolish the income limit so that all children living in the metropolitan area can receive medical services equally. We recognize the abolition of the income limit for the children's medical expense subsidy system as a policy issue and consider it a particularly priority issue, so we ask for your understanding. |

5 | 19th | About the Subsidy for Shingles Vaccine | I am considering getting the shingles vaccine, but I feel the financial burden is heavy. I learned from the Tokyo Metropolitan Government's website that a subsidy program has been implemented starting this fiscal year. I would like Inagi City to consider utilizing this for assistance as well. |
Regarding the vaccination for shingles, while the government has approved the use of the vaccine, it is not specified under the Vaccination Law, and since it is a voluntary vaccination to prevent the onset based on individual judgment, our city is currently not providing assistance for the vaccination costs. Currently, the Health Science Council of the national government is discussing the pros and cons of making the shingles vaccine a regular vaccination, and starting from fiscal year 2023, Tokyo will also begin a new subsidy project for municipalities. In light of these trends, we will closely monitor the situation regarding cost assistance for voluntary shingles vaccinations in municipalities within Tokyo and will positively consider future responses. |

1 | 2nd | About the Tamagawa River Embankment | I would like a path for people and bicycles to be created along the riverbank on the south side of the upper Tamagawa River, up to the confluence with the Ogurigawa River. | Currently, due to the significant damage caused by the Typhoon in East Japan in 2019, the Ministry of Land, Infrastructure, Transport and Tourism is conducting river improvement works based on the "Tama River Emergency Flood Control Project." In Inagi City, there are plans for the excavation of the riverbed and the reconstruction of weirs, as well as the development of management pathways in conjunction with levee improvements, upstream of the Musashino South Line. The city is requesting the Ministry of Land, Infrastructure, Transport and Tourism to extend this pathway to the confluence with the Ogurigawa River, as it will enhance the convenience of the Tama River Cycling Course. However, we have been informed that, at this time, it is difficult for general traffic other than management vehicles to access the extended management pathway. Moving forward, we will continue to request the extension of the management pathway and access for general traffic. |

2 | 2nd | About the Maintenance of Okubata Valley Park | I feel that the charm of Inagi City lies in its abundance of greenery and livability. I am a resident of the Minamiyama area, and I find the size of the newly created square next to Yaoko (Okubatayato Park) to be attractive. I run around and play with my children. On the other hand, because the ground is made of fine soil, just a little running raises dust to face level, making it difficult to play due to sneezing and eye irritation. Additionally, on windy days, the dust can rise and come into the house, making it impossible to open the windows. Will there be no paving in the future? Ideally, concrete, asphalt, or tiles would be most appreciated, but if that is difficult due to budget constraints, I would at least like to have grass instead. |
As for part of Okubata Yato Park, which was temporarily opened in February of the 5th year of Reiwa, it is currently managed by the Nanzan Eastern Land Readjustment Project Association. As a result of discussions with the association, it has been decided to urgently implement dust control measures by sowing plant seeds (clover) and establishing ground cover. In the future, we will consider the maintenance of Okubata Yato Park, and for other parks as well, the city and the association will continue to work together to ensure that the local community can use them as soon as possible, so we ask for your understanding. |

3 | 2nd | About the Maintenance of Odaryogawa Park | The area of the slide in the park has become eroded like a mountain and is dangerous. I believe it was cordoned off with yellow tape to prevent access in response to such concerns, but a considerable amount of time has passed. The children cannot play freely, and I have also seen kids entering the taped-off area, which is unsafe. Other areas outside the taped-off section are also becoming eroded. Since this is a park where many children from the nearby Nursery School and preschoolers gather, I hope for a prompt response. |
Regarding the restoration around the slide that you pointed out, we apologize for the inconvenience caused due to the time required for coordination with the Odayoshi Land Readjustment Project Association and the restoration methods. We conducted restoration work considering safety between April 17 and April 19. We restored the surface of the mound with grass and protective mats, but since the current grass is not yet rooted, there is a risk that the grass may peel off or the soil may collapse again if it is opened to the public. Therefore, we will continue to maintain temporary fencing around the restoration area until around mid-October to stabilize the grass and soil. Please note that the slide can still be used as before. We will continue to strive for the maintenance and management of a safe and secure park for all users, and we appreciate your understanding. |

4 | 2nd | About the Dog Run | I would like a dog run to be created in Inagi City. There are large parks within the city, but it is prohibited to let dogs off-leash for safety reasons. While this seems reasonable from the perspective of preventing trouble, it is also a problem that there are no places in the city where dogs can play freely, and there are no alternative options. I hope you will consider this for the enjoyment of both people and dogs living together. |
Regarding the establishment of a dog run, we have been considering candidate locations such as Tateyato Green Space and Shiroyama Park since 2014, but we were unable to proceed with the installation due to a lack of understanding from the local residents. We will continue to explore new candidate locations for the installation. Specifically, we will consider the establishment of a dog run in the park that will be developed in the Nanzan Eastern Land Readjustment Project. |

5 | 2nd | About Vehicle Traffic on Aoi Street | When the signal on Aoi Street is green, there are times when cars wanting to exit from Aoi Street to the Higashi-Naganuma intersection pass through vigorously, which feels dangerous. Especially on rainy days, there are many puddles on Aoi Street, and when cars pass through vigorously, they may splash water. Since pedestrians are also holding umbrellas, there are many instances where they could get caught by a car. Due to these dangers, I would like the section from the south side under the Inagi-Naganuma Station overpass on Aoi Street to the Higashi-Naganuma intersection (intersection with Kawasaki Kaido) to be closed to vehicle traffic. |
The section from the elevated area under Inagi-Naganuma Station on Aoi Street to Kawasaki Highway is a one-way road accessible to vehicles. Additionally, there are other roads that allow vehicle access to Kawasaki Highway, but upon inquiring with the Tama Chuo Police Station, we have been informed that it is difficult to change this section with connecting roads to a vehicle prohibition. In the future, we will work with the Tama Chuo Police Station to ensure pedestrian safety through measures such as speed control for passing vehicles and alerting drivers to be cautious, in order to prevent traffic accidents. Furthermore, this road is scheduled to be developed into a 9-meter road through the Land Readjustment Project in the future. We apologize for any inconvenience until then and appreciate your understanding and cooperation. |

6 | 10th | About the playground equipment in the Omaru area parks | There are no swings in the parks of the Omaru area (Omaru Park, Yamazaki Park, and the newly created Omaru Genki Park). I won't say that there should be swings in all the parks, but it would be appreciated if at least one location could have them installed. | Regarding the installation of swings in the Omaru district park, the "Guidelines for Ensuring Safety of Play Equipment in Urban Parks" supervised by the Urban Bureau of the Ministry of Land, Infrastructure, Transport and Tourism states that "from the perspective of ensuring safe use, a sufficient safe distance between users and surrounding people must be maintained." Due to the space required, it is difficult to install swings in small local children's parks. In the future, we will consider the timing of updating play equipment in Omaru Park and Yamazaki Park, as well as park development due to the Land Readjustment Project around Minami-Tama Station, as opportunities to discuss the installation of swings. |

7 | 17th | Response to Illegal Parking | I live in Hirao, and I feel that illegal parking is increasing. 8 | 17th | About Preventing Littering |
I live in Hirao, and regarding prevention, please take measures such as posting posters to prevent littering. |
This time, upon checking the area where we received your feedback, we found cigarette butts discarded around the grating in front of the Inari Daimyojin stairs. On May 11, we collected the cigarette butts and trash, and installed a "No Littering Sign" and "Surface Marking Sheet around the Grating" on the right side at the bottom of the Inari Daimyojin stairs. |

9 | 18th | About the basketball goal at Wakabadai Park | The dust at the basketball goal in Wakabadai Park is terrible. I would like measures to be taken, either to turf the area or to remove the basketball goal. Also, there are few play equipment in Wakabadai Park, so I would like the basketball goal to be removed and children's play equipment to be installed. |
Regarding the basketball goal at Wakabadai Park, we are currently considering asphalt paving as a measure against dust and other issues. Additionally, the installation of new playground equipment will be considered in the future, taking into account the usage of Wakabadai Park and the conditions of nearby parks. |

10 | 19th | Installation of Benches at Kamiyato Shinsui Park | I am looking forward to walking in Kamiyato Shinsui Park. It would be very helpful to have about three benches along the section from Kamiyato Bridge to the stone steps leading up to Kamiyato Street upstream. I hope they have backrests and can seat two people. | Kamiyato Shinsui Park is a park that preserves and restores the rural landscape of Kamiyato, rich in nature and history, by maintaining the original scenery of the Kamiyato River and its surroundings (such as rice fields, bamboo groves, and estate forests), providing an environment for nature observation and water play. Regarding the suggested area, it is located in the headwaters of the Kamiyato River, and we believe it is important to maintain its atmosphere. We consider that artificial benches with backrests do not fit well with the beautiful scenery of the Kamiyato River. However, to enjoy it as a walking path, rest facilities are also necessary, so we will consider the installation and arrangement of seating (stools) that take the landscape into account. |

1 | 2nd | About Tablet Lending | I have a middle school child. I believe that students are allowed to take home the tablets provided to them, but in our household, despite limiting the time our child spends on their smartphone and games, the tablet has led to late-night video calls with friends, which interferes with their studies. Not all children can engage in self-directed home study with goals from an early age. I would like measures to be taken to either prevent them from bringing the tablet home or at least limit the total amount of data usage, so that it cannot be used for purposes other than its intended use. |
The "GIGA School Concept" project, which provides tablet devices to children and students, aims to enhance learning further, and the purpose of bringing them home is to utilize them for study activities such as preparation, review, homework, and online learning. Regarding usage at home, we are asking each household to create "SNS Family Rules" and provide guidance and cooperation. Therefore, our city plans to continue allowing devices to be taken home and does not intend to impose communication restrictions. However, taking your feedback into account, we have communicated to the schools the need for further collaboration between families and schools to provide appropriate guidance on their use. |

2 | 16th | About the Greening of the Grounds of Wakabadai Elementary School and Inagi City Dai 6 Junior High School | I would like the grounds of Wakabadai Elementary School and Inagi City Dai 6 Junior High School to be converted to artificial turf. The main reason is the severe dust, but I also believe that converting to turf will help reduce the risk of injuries for the children. |
We apologize for the inconvenience caused by the dust from Wakabadai Elementary School and Inagi City Dai 6 Junior High School. Regarding the proposal to convert the playground to artificial turf, while we can expect benefits such as dust control and reduced injuries from falls, we also recognize the challenges, such as the inability to use unicycles and stilts, the risk of burns from friction when falling, and the surface temperature being higher than that of the playground during the summer. Additionally, the school facilities in Inagi City are utilized for various purposes beyond school educational activities, and we are not currently considering converting the playground to artificial turf. We will instruct the schools to appropriately spray water as needed, so we ask for your understanding and cooperation. |

3 | 18th | About i Plaza |
I think there are places in i Plaza that have remained vacant for many years, so I would like to see either the attraction of restaurants or the creation of a play area for children. |
Regarding the Inagi City i Plaza, the "Inagi Cultural Center Service Co., Ltd." that owns the facility is planning and managing events such as concerts and lifelong learning programs using rental facilities like halls and conference rooms as part of a PFI project. Therefore, until the PFI project concludes, the decision on tenant business operators will also be made by the "Inagi Cultural Center Service Co., Ltd." that owns the facility. Currently, I have heard that they are recruiting tenant business operators under the condition that they cannot conduct performances or sales that have harmful effects on youth, but there seems to be no applications at this time. Additionally, I have been informed by the Inagi Cultural Center Service that they are negotiating with various potential tenants regarding the effective use of the proposed space. |

1 | 2nd | Tennis Court Usage Fees | The usage fees for tennis courts in Inagi City are higher compared to neighboring cities in the Tama area, but what reasons are there for this pricing? Also, is it possible to consider lowering the fee range? |
In our city, in order to achieve "sustainable administrative operations" and "appropriate user burden," we have established the "fee calculation standards" after a request for public comments from citizens in the year 2019. Regarding the usage fees for the tennis courts that users are required to bear, we have calculated the expenses necessary to maintain the tennis courts, including personnel costs, material costs, and depreciation costs, at full cost. Based on the nature of the service, we set the public cost burden ratio and make comprehensive decisions, including measures to mitigate drastic changes. The differences in usage fees among cities are not calculated based on a unified standard, but rather are determined based on the financial conditions and various circumstances of each municipality. We appreciate your understanding that differences may arise. |

About the Plaza of the Comprehensive Gymnasium (Courtyard) |
It is unfortunate that we cannot play in the spacious courtyard of the Comprehensive Gymnasium. When I was playing kickball with my kindergarten child, I was warned that ball games were prohibited, and when I was playing badminton, I was also warned that badminton was prohibited. When I asked, I was told it was a place for cherry blossom viewing and for younger children to run around. Where are the children supposed to play? It is very disappointing that citizens cannot use it freely. I would like a place to be created for playing ball games, wall hitting, badminton, frisbee, and more. |
The courtyard of the Comprehensive Gymnasium located in Inagi Central Park is primarily used as a resting place for gymnasium users. Therefore, we currently ask that activities involving hard balls or rackets (bats) be refrained from. We believe that the suggestion regarding preschool children playing with balls with their parents does not fall under this category. In this regard, we will work with the "Inagi Green Wellness Foundation," the designated manager of the central park, to consider more flexible operations so that visitors can use the courtyard safely and comfortably. Additionally, activities such as ball games and badminton can be enjoyed at the grassy area on the east side of the comprehensive grounds, and we would like to inform you of this as well. |

3 | 2nd | Regarding the list provided to the Self-Defense Forces from the city | I learned that each municipality provides personal information regarding the recruitment of Self-Defense Force personnel, but I do not wish to provide my personal information. When I inquired about the exclusion procedure at the Inagi City office, I was told that such a response is not available, but is it not possible to be excluded? | Regarding the provision of materials related to the recruitment of Self-Defense Forces personnel, it is stipulated as a task of the mayor under Article 97 of the Self-Defense Forces Act and Article 120 of the Enforcement Order of the Self-Defense Forces Act, and therefore, a list is provided. Furthermore, for those identified as victims of domestic violence and similar acts, they are exceptionally excluded from the list due to institutional reasons for their protection. |

4 | 2nd | Request for Guidance on Compliance with Fire Safety Regulations for Local Stores | There are cases in local stores where items are placed in front of fire doors, indicating that the fire safety manager is not complying with fire regulations. In the event of a fire, this could pose a risk to human life, so we request prompt corrective measures and recommendations. | On April 16, we conducted an on-site inspection based on Article 4 of the Fire Service Act regarding compliance measures for fire regulations at the relevant store, following your contact with the Inagi City Fire Department. We are taking immediate corrective action regarding the reported violations of fire regulations. Additionally, we provide guidance on the importance of fire shutters, fire doors, and evacuation routes, based on past fire incidents, and we make them aware that storage of items and obstructions can lead to danger to human life during disasters. 5 | 2nd | About the sound of election car loudspeakers | Since I am working from home, I find the sound of the election campaign loud. As the number of remote workers is increasing, I would like you to consider a uniform suspension. | Regarding election campaigns, it is permitted by the Public Election Law to convey information about each candidate's character and political views. Among these, the use of loudspeakers via election cars is allowed from 8 AM to 8 PM during the election campaign period. As you have expressed your opinions, we fully understand that there are various circumstances, such as those related to your household. However, election campaigns are recognized by national law as one means to widely inform the public about candidates' political views. 7 | 17th | About Election Campaigns | April 23 was the voting day for the Inagi City Council member election, but on the morning of that day, I received a call from a woman who seemed to be a staff member of a candidate. The content of the call was something like, "This is ●● from ● Party. Thank you for your support this time. Since today is a good day, please make sure to vote." Does this violate the Public Offices Election Act regarding the prohibition of election campaigning on the voting day? Additionally, I have been receiving calls and postcards from the above-mentioned winners and political parties over the past few weeks, and I find it bothersome. Does this also violate the Public Offices Election Act or similar regulations? |
Election campaigning on the day of voting is mostly prohibited, with some exceptions. Although the content of the phone calls is not a request for votes, calls identifying specific candidates may be considered election campaigning, and we have been advising candidates who contact us accordingly. Furthermore, election campaigning outside of the election period, such as before the public announcement, is prohibited; however, individual political activities are generally allowed as long as they do not fall under election campaigning (requests for votes in specific elections). |
