In addition to the national "Childcare Facility Utilization Benefits," each municipality offers its own unique subsidies, which vary by locality. In Inagi City, subsidies are provided for "taxable households with children aged 0 to 2 using Licensed Childcare Centers or employer-led childcare services," "non-taxable households' second and subsequent children aged 0 to 2 using Licensed Childcare Centers," and "second and subsequent children aged 3 to 5 using Licensed Childcare Centers." 2 25th About Parenting Supplies I would like a bulletin board for parenting-related items labeled 'Giving Away / Please Take' at the Children's Center and Nursery School, like an exchange box. Currently, at the Koyodai Play Space and Children's Center, we are utilizing the Eshikaru Box as a system to circulate clothing and other items donated by everyone, and we are informing the public through our website and other means. We have received requests to set up a bulletin board for parenting supplies, and the city would like to make proposals at the 'Infants and Young Children Facility Liaison Meeting' and 'Child Care Support Project Regional Liaison Meeting' where private business operators managing nursery schools gather.
Additionally, next to the elevator on the first floor of City Hall, there is an information exchange corner for those who have items that are no longer needed at home and for those who need such items, labeled 'I will give away' and 'Please give me.' We encourage you to consider using this service as well.

3 25th Designated Products for Municipal Junior High Schools Regarding uniforms, even though they are public schools, there are many items that are forced to be purchased, and I feel the prices are high. Instead of custom-made items, wouldn't it be better to have inexpensive ready-made products that can be washed in a washing machine during the rapid growth period? Also, I hope efforts will be made to lower prices by negotiating prices for the same uniform across all schools in the city or by having multiple vendors compete. The standard uniforms and school supplies for Inagi City Public Junior High Schools are determined by each school, and the selection and review process is carried out according to the circumstances of each school.
The Board of Education instructs public schools to consider the financial burden on parents or guardians when selecting teaching materials and school supplies, based on the "Regulations on the Management and Operation of Inagi City Public Schools." Additionally, when reviewing the standard uniforms for junior high schools, they are instructed to consult with students, parents or guardians, and the School Management Council, and to incorporate their opinions into the process.
Regarding the measurement times for standard uniforms at each school, there were some busy times in the 2022 academic year, and some schools extended their hours while others could not complete the measurements even with extended hours. It was reported that later, vendors visited each household or handled the situation at nearby agencies. The Board of Education has instructed that appropriate measures be taken based on coordination between schools and vendors regarding the measurement of standard uniforms.
Furthermore, the Board of Education implements a school assistance system, such as "School Supplies and Commuting Supplies Expenses" and "New Enrollment School Supplies Expenses," as a measure to support the lives of parenting households. Those in need are encouraged to apply for financial assistance.

2 18th Request for Consideration of Central Median Removal I would like the central divider near Wakabadai 1-chome to be removed. The central reservation is established to prevent serious accidents caused by encroachment into oncoming lanes by separating the flow of traffic in both directions, and to ensure smooth driving by restricting right turns.
Regarding the relevant route, considering the high risk of traffic accidents due to right turns and U-turns from residential areas by opening the central reservation at intersections rather than allowing vehicles to turn around, we have not provided openings in the central reservation in consultation with the Tokyo Metropolitan Police, the traffic management authority, when developing the road.

Also, regarding the procedures for the bulky waste collection service, I have to call both the contractor and City Hall twice, so is it possible to handle everything at once at City Hall? For the disposal method of oversized garbage in the city, please contact us in advance via the internet or phone regarding the items to be disposed of, affix the "Oversized Garbage Processing Ticket" by the morning of the reserved collection date, and place it in front of your house if you live in a single-family home, or at the designated garbage collection point if you live in a multi-family residence.
In this context, we provide assistance in transporting oversized garbage for households consisting solely of older adults aged 65 and over or households consisting solely of individuals with physical disabilities of level 4 or higher.
If you wish to use this service, it is necessary to confirm whether the individual is eligible or not. When contacted by the individual, their family, home helper, or legal guardian, we will always obtain consent to verify personal information.
Due to the purpose of protecting personal information, we will handle this matter with caution, and we appreciate your understanding.
Additionally, although this case differs from the current situation where the individual was able to make a phone call, if the individual is unable to call due to physical circumstances, you may bring a power of attorney received from the individual to the counter, and a representative can apply for the transportation service on their behalf.
Two procedures are required to use the oversized garbage transportation service.
  1. Regarding the reservation of bulky waste, any citizen can make a reservation with the bulky waste reception and collection Business Operators, and the respective Business Operators manage and coordinate all aspects of the collection items and reservation status for collection dates.
  2. To determine the eligibility for the moving-out service, it is necessary to confirm the members of the household on the Certificate of Residence and the grade of the Physical Disability Certificate. From the perspective of personal information handling, this will be addressed only by the City Hall and not by the contractors.
These two procedures are independent, so we ask everyone who wishes to use the moving-out service to complete a separate procedure.

Regarding your inquiry about the installation of "Hello Cycle," we have concluded a basic agreement between the operating business operator, OpenStreet Co., Ltd., and the city, and we are working together in cooperation. The locations for the shared cycle stations are determined by considering profitability, based on public land provided by the city and private land secured through negotiations by the operating business operator.
We will continue to discuss with OpenStreet Co., Ltd. to work towards the installation of shared cycle stations in necessary locations within the city, starting with the Koyodai area.

2 14th I hope that Inagi City will also pass a resolution calling for an immediate ceasefire in the Gaza Strip. Why does the government not condemn the indiscriminate massacre of Israeli citizens by Hamas as an act of terrorism and call for a ceasefire? Resolutions calling for a ceasefire are being passed one after another in various regions, including Yokohama City. Is it not possible for Inagi City to receive a resolution as well? The City Council is an independent body from the Mayor's office, and this "Opinion Statement and Suggestions" was a request to the City Council, so we will convey the response from the City Council as follows.
The requested "Resolution" is a means for the City Council, as a decision-making body, to express and display its will regarding certain issues, regardless of the existence of legal grounds, and therefore, even if it is passed, no documents will be sent to related organizations.
On the other hand, an "Opinion Statement" is a document that summarizes the will of the Council as an opinion, and it is stipulated in Article 99 of the Local Autonomy Act that "the council of a regular local public entity may submit an opinion statement to the National Diet or relevant administrative agencies regarding matters concerning the public interest of that regular local public entity." If passed, documents will be sent to the relevant administrative agencies in the name of the Chairperson.
When submitting an Opinion Statement or requesting a Resolution to the City Council, we ask that you submit it to the City Council's window as a Submission (or Petition). After the Submission (or Petition) is made, the process will involve forming a consensus among the council members, after which the City Council will reach a conclusion.
Please note that submissions are accepted at each Regular Session, with the next one being the 1st Regular Session of the 6th year of Reiwa, and the submission deadline is until 5 PM on February 19.
The method for creating a Submission (Petition) is posted on the City Council's website, but if you have any questions, please contact the Inagi City Council Secretariat directly.

The City Council is an independent body from the Mayor's office, and this "Opinion/Suggestion" was a request to the City Council, so we will convey the response from the City Council as follows.
During the election campaign period, there are regulations under the Public Election Law regarding the times and places for speeches, while the freedom of political activity is guaranteed by the Constitution. Outside of the election campaign period, there are no legal restrictions in particular, but we will convey the opinions received to the relevant council members.

4 18th About the Partnership Declaration System I would like Inagi City to create a partnership declaration system issued by the municipality. In the notification of the Tokyo Metropolitan Partnership Declaration System, the partnership certificate issued by the city is not a required document. Therefore, if you have not yet completed the notification for the metropolitan system, please submit a copy of your family register or a certificate of single status for the notification.
Regarding the implementation of the partnership declaration system by the city, it can be utilized broadly, including Inagi City, through the metropolitan system. Therefore, we are not considering the establishment of a unique declaration system for Inagi City. The city will strive to promote awareness of the system, such as introducing projects for those who have received a receipt certificate through the metropolitan system on the Inagi City Website.
