1 | 8th | About the COVID-19 vaccination voucher | When I inquired about wanting the vaccination ticket to be sent for making a reservation for the COVID-19 vaccination for the third time, I received a response from what I believe is a contractor, stating that it is possible to make a reservation without the vaccination ticket. I was told that a reservation cannot be made without the vaccination ticket number, but the response did not change. Additionally, I was told to come and submit a paper Application Form if I wish to have it sent. | We apologize for the incorrect information provided by the call center. As you pointed out, a vaccination ticket number is required for making reservations for the city's COVID-19 vaccination. Additionally, it is currently possible to apply for the issuance of the vaccination ticket via the web. I have instructed the call center staff to make further efforts to provide adequate explanations. We will continue to strive to provide appropriate guidance to the citizens. |

2 | 8th | Distribution of 8,000 yen worth of QUO Card Pay for children under 18 years old | I am very grateful for the distribution, but unfortunately, there are very few QUO Card Pay affiliated stores, and the number of places where it can be used in Inagi City is extremely limited. When I looked up QUO Card Pay affiliated stores, they were mostly located in other prefectures like Osaka and Kyoto, far away from Inagi City. Perhaps distributing PayPay or D Point Cards worth 8,000 yen would have been better. | Regarding the 8,000 yen benefit per child, this is an emergency measure to address the rising cost of living for parenting households, with a deadline to distribute to eligible recipients by March 2023. We have been considering various benefit programs. QUO Card Pay does not require app registration, allowing consideration for those who wish to avoid registering personal information. It can be used in various genres such as drugstores, home improvement stores, clothing stores, and restaurants in the city and nearby areas, and the number of available stores has been expanding. We appreciate your understanding. |

3 | 16th | Creating a hospital that is easy to visit | I was hospitalized in a psychiatric hospital and met various people there. It has been educational, and I look forward to going to the hospital every month. Even if it's a short time, I want someone to listen to me. There are two psychiatric hospitals in Inadazutsumi. I hope a nearby hospital that is easy to access will be built in Inagi City. | In our city, we operate the Inagi City Hospital, which provides acute medical care as a core hospital in the region, and there are no plans for the city to open a new hospital. Additionally, when opening clinics and practices, physicians consider various factors such as location, competing clinics, and demographic trends comprehensively, and they will only open if they anticipate patient influx based on their management decisions. Therefore, there are no plans for the city to attract private practitioners. Furthermore, in collaboration with the Inagi City Medical Association, the city implements various projects to promote the health of citizens, including vaccinations, various health check-ups, cancer screenings, and the Holiday Emergency Clinic. When we receive inquiries about opening practices, the city and the medical association work together to provide localized information and support for opening practices, and we will continue to actively engage in these efforts. Added on November 22, 2023 In Inagi City, outpatient psychiatric care is provided at Inagidai Hospital (approximately 5 minutes by free shuttle bus from Wakabadai Station on the Keio Sagamihara Line). (Appointment required) |

4 | 16th | About Postpartum Care Facilities | Please create a postpartum care facility. I hope for someone who can provide care for babies and mothers through home visits. | Inagi City has already implemented a stay-type postpartum care program at the Inagi City Hospital. We provide support to alleviate postpartum anxiety and help mothers recover by offering consultations on breastfeeding and parenting concerns, including during nighttime, and ensuring mothers can get adequate sleep. Additionally, we conduct home visits by Public Health Nurses and other professionals to address parenting concerns and propose suitable parenting methods tailored to each family, ensuring they can raise their children with peace of mind. |

5 | 29th | About the shortage of children's facilities in the Nanzan area | My child in the new third grade was unable to enter after-school care. According to the website, only two of their classmates were able to enroll. It has been nearly ten years since the development of the Minamiyama area began, and the population continues to grow. The city should be aware of the ages of each household, yet the expansion of after-school care at Minamiyama Elementary School is still to come. There are no parks with playground equipment or Children's Centers established at all. The apartments in the Minamiyama area have become a playground for elementary school students after school. Since coming to the Minamiyama area, I have given birth to my second child, but there has been no increase in Childcare Centers, and I was unable to enroll in a nearby one. Why can't we do it like Koyodai and Wakabadai did over a decade ago? Despite the city being aware of household trends (ages, need for Childcare Centers), why are no measures being taken? |
The city is responding to the need for after-school spaces for children through the After-School Childcare Program and the After-School Children's Program. Regarding the After-School Childcare Program at Minamiyama Elementary School, the capacity is 80 children, but by utilizing vacant classrooms in the elementary school, we have currently expanded the capacity to 122 children. Furthermore, from April 1, 2024, we plan to expand the After-School Childcare Program at Minamiyama Elementary School to accommodate 160 children. Additionally, the After-School Children's Program implemented within the elementary school does not have a set capacity and is available to all applicants. Starting from April 1, 2023, we will provide snacks and extend the hours until 6 PM for those who wish to participate. Next, regarding the expansion of capacity at Nursery Schools, based on the Inagi City Child and Parenting Support Project Plan and the Childcare Center Development Policy, we have been advancing the development of childcare facilities, including the establishment of three licensed childcare centers, one certified children's center, three authorized childcare centers, and one family childcare service between fiscal year 2015 and fiscal year 2021, as well as the licensing of two authorized childcare centers and the privatization of four public childcare centers. Through these efforts and the flexibility of existing childcare facility capacities, we have expanded the capacity by 950 children, achieving zero waiting children as of April 1, 2021, and April 1, 2022, so we will continue to respond through the existing nursery schools. We appreciate your understanding. Next, regarding the parks in the Minamiyama Eastern District, the development by the Business Operators, the Land Readjustment Association, has been delayed, and we have received requests from local residents for early park development. The city has borrowed land from the landowners and opened "Minna no Hiroba" as a temporary park. Additionally, on February 6, 2023, we temporarily opened part of the planned site for Okubata Yato Park as a park where ball games can be played, and we will continue to secure parks on behalf of the association and install playground equipment as well. |

6 | 31st | About Children's Medical Expenses | I want the income restrictions for the medical expense assistance program for high school students and younger to be abolished, so that anyone can receive medical care with peace of mind. I am now hesitant to go to the hospital. While it is important to improve the environment for childcare and other services, I want this to be prioritized above all else, as it is related to daily life. |
The medical expense subsidy system for children is institutionalized as part of the welfare measures to support parenting by Tokyo Metropolitan Government, which has established certain income limit amounts. If the medical expenses are subsidized for those who exceed the income limit set by the metropolitan government, the city would have to bear the full amount, so it is necessary to consider this in light of the city's various challenges, priority responses, and financial situation. The mayors' association, composed of 26 cities in the Tama area of Tokyo, is requesting the metropolitan government to abolish income limits so that all children living in the metropolitan area can receive medical services equally. We recognize the abolition of income limits for the medical expense subsidy system for high school students as a policy issue, and we ask for your understanding. |

Regarding Aging Condominiums |
The aging of condominium owners is progressing, and there are concerns about whether it will be possible to hold general meetings in the future as the rights related to the condominium become complicated due to inheritance and resale. Therefore, in order to facilitate decision-making in condominium management for the future, we have considered a method where the association buys the ownership rights from older adult owners, allowing them to continue living there by setting the rent. Please provide advice on the transfer of rights and various procedures. |
In condominium buildings, the aging of the structure and the aging of owners are becoming national issues. In response to this situation, Tokyo has established the "Comprehensive Consultation Desk for Condominiums (Phone: 03-6427-4900)" at the Tokyo Disaster Prevention and Community Development Center. This consultation desk is designed to provide comprehensive responses to various inquiries related to the management of condominiums by experts in condominium management, so please make use of it. |

2 | 13th | About the Installation of EV Charging Stations | The national government and Tokyo Metropolitan Government are actively promoting clean energy, and I believe local governments are also putting in effort. In Yokohama City, the installation of charging stations is being led by the local government. I hope that Inagi City will also consider installing charging stations in various parks and city facilities. | In September 2022, the city established the "Inagi City Carbon Neutral Promotion Headquarters" led by the Mayor of Inagi City to actively promote decarbonization measures in collaboration with the public and welfare sectors. In February 2023, we declared our aim to achieve carbon neutrality by 2050. Regarding the proposal to install publicly available EV chargers in parks and public facilities within the city, we will research this based on the results of demonstration experiments conducted in Yokohama City as part of our future decarbonization measures. Additionally, the city is implementing subsidies for the introduction of residential equipment for carbon neutrality, including support for V2H (Vehicle-to-Home System) that allows EVs to charge and discharge at home, so please check the Inagi City Website for more information. |

3 | 16th | About the Installation of Crosswalks | I would like a crosswalk to be installed near Nakazawa Orthopedic Clinic. The road is narrow, and cars speed, so please consider this. | The installation and management of crosswalks are carried out by the Tokyo Metropolitan Police, which is the traffic management authority. The city will request the installation of crosswalks from the Tama Central Police Station for the locations you have requested. |

4 | 17th | Stores where you can purchase city-designated garbage bags and information about bulky waste | I have difficulty walking, and I feel inconvenienced because I cannot purchase the designated garbage bags for Inagi City at online supermarkets adjacent to Inagi City. Also, it is difficult to dispose of bulky waste. |
Regarding the handling of designated collection bags at online supermarkets, it is difficult to take immediate action as it is necessary to consider inventory management and distribution routes for designated collection bags. In the future, we will study the situation of other municipalities as a reference. For bulky waste, we provide a free bulky waste pickup service for households consisting solely of Older Adults aged 65 and over who find it difficult to dispose of items at the designated disposal locations. You can make a reservation by calling the Living Environment Division. Additionally, the city has established a comprehensive consultation agency, the Community General Support Center, to support Older Adults aged 65 and over in continuing to live in their familiar communities in their own way, through various aspects such as nursing care, welfare, health, and medical services. If you feel that "going out has become a hassle" or "you have concerns about daily living," you can receive comprehensive support through collaboration among professionals such as Public Health Nurses, Chief Care Managers, and Social Workers. Please feel free to contact your local Community General Support Center. |

5 | 30th | About the Installation of Traffic Lights | The intersection near Hirao 2-3-1 has a lot of pedestrian and vehicle traffic, but there are no traffic lights. There are also kindergartens and parks nearby, and there are many small children, so I would like traffic lights to be installed. | The installation, operation, and management of traffic signals are carried out by the Tokyo Metropolitan Police, which is the traffic manager. The city will request the installation of traffic signals at the intersections you desire from the Tama Central Police Station. |

6 | 31st | Installation of Guardrails on School Routes | There are no guardrails on the school route from Amelia Inagi Shopping Center to Yano Kuchi Kindergarten, and it is frightening. Trucks, regular cars, and bicycles speed through, and pedestrians pass by in fear. I would like guardrails and similar safety measures to be installed. It seems that a child has previously lost their life, so I hope for urgent improvements. | Regarding the installation of guardrails in the areas you requested, we are unable to install them due to the narrow width of the shoulder and roadway, as well as the numerous vehicle entrances and exits from parking lots along the road. Therefore, the city, in collaboration with the Tama Central Police Station, has established a Zone 30 regulation that includes the requested section, and we have installed colored pavement, post cones, and warning signs at the sites of fatal accidents. Additionally, in the next fiscal year, we will continue to work on traffic safety measures, including repairing the thinning shoulder in the requested section. |

1 | 15th | Regarding Mask Wearing at Graduation Ceremony | I received a notice stating that "Parents or Guardians are requested to wear masks at all times" regarding participation in the elementary school graduation ceremony. The Ministry of Health, Labor and Welfare has announced that from March 13, the wearing of masks will be left to individual judgment, respecting personal choices. Personally, I am skeptical about the effectiveness of masks, and I believe that the disadvantages for children's development are greater, so I would like to remove my mask immediately. However, with such a request, I feel that I cannot make my own decision to wear or remove it, and it infringes on my human rights. I want you to know that there are parents who consider the choice not to wear a mask very important. Could you please advocate for the school not to make such requests or impose mask-wearing? |
Regarding the wearing of masks during the graduation ceremony, based on the notification from the Ministry of Education, Culture, Sports, Science and Technology in consideration of the decisions made by the COVID-19 countermeasures headquarters, students and School Faculty and Staff will generally attend without wearing masks, taking into account the educational significance of the graduation ceremony. However, guests and Parents or Guardians are requested to wear masks for infection control purposes. We appreciate your understanding and cooperation. Please note that we cannot force Parents or Guardians to wear masks, so if you wish to remove your mask, please consult with the school. |

1 | 8th | Explanation of My Number Points | The other day, my elderly mother went to City Hall to link her Health Insurance Card to her My Number Card. She didn't intend to register a public money receiving account, but after receiving an explanation at the counter, she thought she had to register an account as well. Additionally, it seems she was under the impression that points could only be earned with a specific point card. I believe the explanation given at a public institution, which could be interpreted as requiring the purchase of a card from a specific store, is problematic. |
Regarding My Number Points, we explain the registration of the Health Insurance Card and the public money receiving account, stating that applying is not mandatory but voluntary. Additionally, since many people may not be familiar with the "cashless payment" itself where points can be applied, we sometimes provide examples of specific names to make the concept easier to understand, but we do not engage in "designating stores to purchase cards." We will continue to strive for clear explanations. |

2 | 23rd | About the melody played at 5 PM on the disaster prevention administrative radio | The melody that plays at 5 PM has changed to the Inagi City song. I understand the purpose is to help people remember the city song, but I would really like to return to the familiar "Yuyake Koyake" that we have known for many years. Alternatively, I would like to see a distinction made where "Yuyake Koyake" is used on weekdays. | The disaster prevention administrative radio is installed as a means of communication to citizens in emergencies. Therefore, to maintain a normal state at all times, we conduct operational checks by broadcasting a melody instead of a siren at a fixed time every day. Regarding this broadcast, we have been airing "Yuyake Koyake" at dusk for a long time, as it is easy to associate with returning home. However, starting from March 1, we have changed the melody to the "Inagi City Song," which was established on November 1, 2022, based on a work selected from numerous submissions, to help more citizens recognize it. As a city, we hope that many citizens will develop an affection for the "Inagi City Song," and we plan to showcase it through various opportunities in the future. We kindly ask for your understanding and support for the "Inagi City Song." |

3 | 23rd | Broadcasts that will be aired at 2 PM on the disaster prevention administrative radio | At 2 PM, a broadcast regarding the monitoring of children will be aired on the disaster prevention administrative radio. I have been working from home often, but the broadcasts with human voices make me feel anxious and interrupt my work. I would like the broadcasts to be changed to music or similar. | Regarding the monitoring broadcasts utilizing the disaster prevention administrative radio, in light of the ongoing crimes targeting children nationwide, we ask for the cooperation of the community for the safety and security of our children. These broadcasts are conducted at 2 PM, generally aligning with the dismissal times of elementary school students (especially those in lower grades). The implementation of these monitoring broadcasts stems from discussions at the Inagi City Safety and Security Community Development Promotion Council held in June 2022, where representatives from the Tama Central Police Station expressed that such measures have a certain effect on crime deterrence. Additionally, members of the council suggested that we consider implementing this for the safety and security of children. We have also received requests from the general public to carry out these broadcasts. This broadcast is conducted with the hope that children will not become involved in incidents or accidents, and we sincerely ask for your understanding and cooperation in continuing these broadcasts. |
