Requests regarding support for medically dependent children and children with severe physical and mental disabilities

I hope to have a medical care child coordinator stationed in the Disability Welfare Division and establish a council. Regarding the medical care coordinator for children, due to staff transfers, there is currently no one in the Disability Welfare Division, but we are working to recommend training for business operators within the city and to place coordinators.
As for the establishment of the medical care child council, we will conduct multifaceted research on the format of the discussions, selection of members, trends in other cities, and more.

I would like to see an expansion of the subsidy for paper diapers for daily living supplies. I would like to see an expansion of group homes. Regarding group homes, we will actively provide information to Business Operators about the establishment of homes that are necessary based on the target users, in order to promote their establishment.
Additionally, we will provide information to group homes regarding training sessions, as necessary training is being conducted by Tokyo and other entities.

I would like the number of days for service provision to be expanded to all eligible individuals. Regarding the number of days for service provision, it is not set to allow attendance on all opening days of the facility, and the decision on the number of days granted is based on the standard number of days indicated by the government, except in cases of emergencies or special circumstances where necessary.
Furthermore, concerning the opening on Saturdays and Sundays, it is assumed that those who need to use the service on Saturdays and Sundays will do so within the range of the granted days.

Complete Free Medical Expenses for Children

I want the complete free provision of medical expenses for children. The medical expense assistance system for children is institutionalized by Tokyo Metropolitan Government, which sets certain income limits and out-of-pocket expenses at the time of consultation. To provide assistance beyond the system established by the metropolitan government, the city will bear the full cost. Ideally, I believe that all children living in the metropolitan area should be able to receive medical services equally, and the metropolitan government should amend the system. However, in our city, the abolition of income restrictions in the medical expense assistance system is a wish of many citizens who are currently parenting, and we are in a situation where we cannot wait for the metropolitan government to amend the system. Therefore, the city will bear the financial resources and will provide medical expense assistance for all children aged 0 to 18 starting from April 2024.
Regarding out-of-pocket expenses at the time of consultation, there will be no out-of-pocket expenses for hospitalization, and for outpatient visits, we ask for a maximum out-of-pocket expense of 200 yen per visit. This is established to ensure an appropriate medical system without placing a burden on medical institutions due to excessive consultations.

Request for Restoration of Stone Paved Sidewalks

It was a stone-paved sidewalk for a long time, but it has been changed to asphalt paving. Since I was accustomed to the charm of Koyodai, I feel a bit disappointed and would like it to be restored to its original state. The sidewalks in the Koyodai area were primarily developed with small stone blocks and tiles by the Housing and Urban Development Corporation (now UR Urban Development), but in recent years, we have received requests for improvements from older adults and users with strollers, as they have difficulty passing through due to accessibility issues.
In light of this, the city has considered appropriate maintenance and management from a comprehensive perspective, prioritizing the safety of pedestrians, durability, and cost-effectiveness, and as a result, we are restoring the sidewalks with asphalt paving.

About Road Repairs

The asphalt on the roads around my home is deteriorating and cracking, so I would like it to be repaired or replaced. Also, the white lines on the sidewalks have faded, so I would like them to be fixed. The city is systematically implementing road pavement repairs and other related work throughout the city, prioritizing based on patrols by staff and information from local residents. We are also confirming the current status of the roads you inquired about and will continue to consider pavement repairs based on the deterioration status of the pavement and other factors.
In the meantime, we will conduct regular inspections and carry out partial repairs as necessary.

About the Inagi Station Front Improvement Project

I would like to know the purpose of the Inagi Station front improvement project. The improvement work for the square in front of the south exit of Inagi Station will be carried out with consideration for the urban infrastructure development of the Land Readjustment Project in the southeastern area of Nanzan and the surrounding Community Development initiatives such as the "TOKYO GIANTS TOWN" concept. The aim is to enhance the safety and convenience of station users and citizens by increasing the number of boarding and waiting areas for buses and taxis in response to the increase in bus services. About Smoking Areas

I would like a smoking area to be created in front of Inagi Station. The city has established the "Inagi City Ordinance on Restrictions on Smoking in Public Places" as of April 1, 2018, to prevent passive smoking and to stop littering of cigarette butts. Smoking while walking and smoking in public places where there are people nearby are restricted throughout the city. In particular, areas within 300 meters of the six major stations in the city, where many people gather, have been designated as no-smoking zones, including roads and parks.
Regarding the no-smoking zones, it has been determined that establishing smoking areas is difficult from the perspective of preventing passive smoking.

Regarding the Optimization of Usage Fees for i Plaza

Due to the high usage fees and the small difference between the fees for residents and non-residents, there is no pricing system that allows citizens to use the services easily. I would like the fees for citizens to be more accessible and for the non-resident fees to be doubled. Regarding the city's public facilities, we ask for your understanding in bearing the usage fees based on the city's calculation standards to ensure sustainable operations and appropriate user burdens.
For the usage fees of Inagi City i Plaza Hall, we have conducted a survey of several nearby halls to ensure occupancy rates and have set fees that allow for usage. For rooms other than the hall, the usage fee for non-residents is set at double the rate.
The suggestions we received regarding "setting fees that are more accessible for citizens" and "setting the non-resident fees to about double the current rate" will be taken into consideration as opinions from citizens during the review of usage fees.
Additionally, there is the Inagi City Central Community Center Hall, which can accommodate a similar number of people as the Inagi City i Plaza Hall. As for the usage fees, registered groups at the community center are generally free, and even non-registered groups can use the facilities for a fee, so please feel free to utilize it if it fits your needs.

Regarding the delay in library request responses

The book requested in December was still marked as 'pending' by late January, and when I inquired, it was arranged the next day. I hope any backlog in the office can be improved. Regarding your inquiry, I will first explain the basic process for providing users with books that are not held by the Inagi City Library when a request is made.
After receiving a request from the user,
1- (1). We will check if the requested book is available at the Tokyo Metropolitan Library or nearby city libraries, and if it is available for loan, we will proceed with the borrowing process. Generally, the book will arrive at the city within about 2 to 3 weeks after receiving the request, and we will then contact the user and lend the book.
1- (2). If the book is not available at the Tokyo Metropolitan Library or nearby city libraries, or if it is available but will take a considerable amount of time to be lent, we will consider purchasing it based on the city's selection criteria. If the purchase is approved, we will check the stock with the cooperating agency and place an order. If the stock is confirmed, the book will be delivered to the library on the designated day from the logistics center. (This will take about 2 to 4 weeks after receiving the request.)
2. After the book arrives, we will attach IC tags and barcodes, apply protective film, and register it in the library system. It will then be delivered to the requested library, and we will contact the user and lend the book.
Please note that for requests for books not held by the city library, the process will follow the flow from 1- (1) and (2) to 2. However, if we request a loan from a nearby city, depending on the lending status of the requested library, or if the city decides to purchase the book, it may take a considerable amount of time depending on the stock status of the agency.

About Tax Obligations

While the issue of slush funds for members of the National Diet is a problem, it is unreasonable for ordinary citizens to pay taxes in such circumstances, so please stop sending the Property Tax and automobile tax payment notices. Property Tax is a municipal tax levied on the owners of fixed assets in accordance with Article 343 of the Local Tax Act (Law No. 226 of 1950; hereinafter referred to as the "Act"). In the assessment of this tax, it is stipulated by Articles 13 and 364 of the Act that a tax notification and a tax detail statement must be provided to the taxpayer.
If you own fixed assets located in Inagi City as of January 1, 2024, you will be subject to Property Tax for the fiscal year 2024 in Inagi City. Based on Articles 13 and 364 of the Act, we will send the tax notification and tax detail statement to the owners on May 1, 2024.

i Club Wednesday Exercise Club, Admission Restrictions

It seems that the rules have changed since March, and you must enter the gym by 15:20 to participate in the exercise club starting at 15:30. If this is correct, please document it and publish it on the Inagi City Website. Regarding this matter, I would like to report that after confirming with the staff managing the Comprehensive Gymnasium and the staff operating the i Club, it is not the case that one must enter the gymnasium by 15:20 to participate. The following circumstances were noted.
There is a 10-minute interval between the usage slots of the Comprehensive Gymnasium, which is the time for users to enter and exit. Meanwhile, the staff managing the Comprehensive Gymnasium are preparing and cleaning up the equipment used in the preceding and following slots. However, this time, children entering and exiting approached the area where the equipment was being prepared and cleaned, creating a dangerous situation.
Therefore, in search of a method to ensure safety, adjustments were made between the Comprehensive Gymnasium and the i Club, resulting in the decision that there would be no entry or exit during the 10-minute interval from 15:30 to 15:40. It has also been confirmed that even if one is late for the start time of the class, entry and participation in the class will be possible from 15:40.
In the future, we will continue to consider optimal methods that take into account convenience and safety in collaboration with the Comprehensive Gymnasium and the i Club.

Regarding the Change of Sports Facility Management Organization

Due to the city's circumstances, the manager of the sports facilities has changed, which greatly affects users, such as being unable to use the facilities in early April and the cumbersome refund process during rainy days in March. I hope more consideration is given to the users. We sincerely apologize for any inconvenience and trouble caused by the change of the designated manager for the municipal sports facilities in the city park, effective April 1, 2024.
Due to tournament reservations made until March 31, 2024, it was necessary for the previous designated manager to vacate after closing, which requires significant moving of furniture and equipment, as well as preparation of the reception desk. Therefore, we will have a temporary closure for five days from April 1 to April 5. We appreciate your understanding as the new designated manager will need this time to provide stable services to the citizens.
