1 7th About Street Trees It is dangerous when exiting the Central Library as the right side is not visible. The downhill slope can also increase the speed of vehicles, and there are bicycles on the sidewalk. I would like the street trees to be pruned.

The city generally conducts maintenance of street trees and plantings, such as trimming of shrubs and weeding of planting strips, about once or twice a year.

Regarding the areas you pointed out, on October 12, we conducted trimming of shrubs and weeding by contractors to ensure visibility when vehicles exit from the library.

In the future, we will continue to carry out regular trimming and weeding work, and based on appropriate road patrols by staff and information from citizens, we will strive for proper maintenance management.

2 18th Elimination of life-threatening risks to Inagi City residents from dangerous traffic violations and ensuring safety There have been frequent incidents of vehicles entering without stopping even when the traffic lights turn red at the two push-button signals near the Create FamilyMart on Ichou Namiki Street. These signals are also close to an elementary school, so I would like to request urgent measures to ensure safety. Regarding the crosswalks with push-button traffic signals that you requested, the city has installed caution signs for drivers, such as "Watch for pedestrians" and "Slow down as this is a school route," as part of our traffic safety measures. However, since the requested locations have a high volume of vehicle traffic, the city has requested the Tama Central Police Station to increase patrols and enforce traffic violations to further ensure traffic safety. 3 18th Elimination of Smoking Around the Station Due to the presence of handrails and benches in front of Minami-Tama Station and Inagi-Naganuma Station, we frequently see people still smoking. I believe this has already been implemented, but I request the enforcement of fines.

The city regulates street smoking, which may lead to "passive smoking," "danger and nuisance to those around," and "littering of cigarette butts," based on the "Inagi City Ordinance on Restrictions on Smoking in Public Places." During this time, we have seized every opportunity to promote awareness of the ordinance. As a result, the number of guidance cases in the designated no-smoking areas has been decreasing year by year; however, due to the careless attitude of smokers, smoking and littering in these areas have not disappeared.

From this, including the points you pointed out this time, we will continue to conduct patrols by smoking prevention instructors on the streets and raise awareness through educational materials to ensure the effectiveness of the ordinance.

4 18th About Bus Operations I would like to see an increase in the number of buses from Inagi-Naganuma Station to Inagi Station.

The current situation surrounding bus operators is that, amid a nationwide decrease in the number of drivers, in line with work style reforms, the "Standards for Improving Working Hours of Motor Vehicle Operators," commonly known as the Improvement Standards Notification, will be enforced on April 1, 2024. To comply with the reduction of drivers' working hours and the securing of break times as stipulated by the revised standards, we have been informed by bus operators that there is a risk that maintaining the current operation of city bus routes may become impossible, even when considering the current number of drivers and future projections.

Additionally, regarding the iBus, for which the city has requested Odakyu Bus to operate, there is also a shortage of drivers. Furthermore, since the iBus is intended to supplement the route bus service, it seems difficult to increase the number of operations for the requested routes at this time.

The city will hold discussions on matters necessary for the realization of transportation services that reflect the local situation, including opinions received from representatives of each Neighborhood Association and citizen groups, bus Business Operators, and the police, as part of the "Inagi City Regional Public Transportation Council" and others. We will discuss appropriate bus operations within the city, taking into account the current situation surrounding the existing bus Business Operators.

5 28th About the Bicycle Parking Lots East and West of Inagi-Naganuma Station Regarding the use of the bicycle parking lots at Inagi-Naganuma Station East and West, could you consider expanding the range of motorcycle usage from the current 125cc to below 200cc?

The domestic motorcycle market continues to show a trend of declining sales, and manufacturers are reverse-importing models produced overseas that do not comply with the displacement regulations of the Japanese licensing system. While there are also standard motorcycles with a body size equivalent to 125CC or less but with a displacement of 125CC or more, like the models inquired about, not all motorcycles sold in Japan are of such body size.

From this, in order to allow parking for vehicles with a displacement of 200CC or less at the requested Inagi-Naganuma Station East and West bicycle parking lots, it is necessary to categorize based on the size of the vehicle. However, due to difficulties in management operations, we are not currently considering expanding the existing category for vehicles with a displacement of up to 125CC. In the future, we will monitor the trends of ordinary motorcycles mentioned earlier and conduct research.

1 28th About the Study Room There are no study rooms for children at all, and neighboring cities have set up study rooms within their libraries. Could Inagi City implement similar initiatives?

Regarding your suggestion to convert one of the rooms in the Cultural Center into a study room, each room available for rental at the Cultural Center is used as an activity space for social education organizations, and is available to registered organizations through a lottery system. Therefore, it is difficult to keep one room open as a study room.

In addition, there are spaces available for self-study in your neighborhood, including 42 seats in the lobby on the first floor of the Central Cultural Center, 2 seats (8 seats in summer) in the lobby on the first floor of the Second Cultural Center, and 13 seats in the learning corner on the second floor of the Fourth Cultural Center.

In addition, among the six libraries in the city, there are study seats available for self-study: Central Library has 95 seats, First Library (3rd floor of Central Cultural Center) has 10 seats, Second Library (1st floor of Second Cultural Center) has 8 seats, Third Library (1st floor of Third Cultural Center) has 8 seats, Fourth Library (1st floor of Fourth Cultural Center) has 4 seats, and i Plaza Library has 11 seats. Additionally, one of the study rooms in the SHIROYAMA EXPERIENCE STUDY INSTITUE attached to the Central Library is open for individual study, providing 16 seats, so please make use of them together.

28th About the Open Schoolyard for Individuals on Holidays I understand that the schoolyard is only open to groups on holidays, but since there are no places in the community for children to play sports like soccer, could general access also be permitted?

Regarding the use of school playgrounds on holidays by the Board of Education, currently, based on the "Inagi City Public Schools Facility Usage Ordinance," "Inagi City Public Schools Facility Usage Ordinance Enforcement Regulations," and "Regulations on the Opening of Inagi City Public Schools Sports Facilities," the facilities are open to local organizations that have registered with the Board of Education in advance. Individual access is not permitted as it creates ambiguity regarding responsibility in the event of accidents or damage to the facilities.
