1 | 14th | Registration for the Senior Employment Center for Hearing Impaired Individuals | This is an Older Adult who has received a Physical Disability Certificate (Hearing Impairment Level 4). Previously, I wanted to work, so I applied by phone to attend an orientation session for the Senior Employment Center, but I was unable to participate due to the reason that it was a group activity. I believe my previous experience can be utilized in tasks such as planting, and since I am no different from a person without disabilities except for my hearing, I think there are jobs I can do if measures are taken. With the aging population, it is expected that the number of people with hearing impairments will continue to increase, but it seems that if people with hearing impairments start to avoid contact with others, the likelihood of developing dementia increases. In order to live a healthy daily life, I hope that pathways to register with the Senior Employment Center will be opened for people with hearing impairments. |
Upon confirming with the Senior Employment Center of Inagi City, we received the following response. "Previously, in response to your inquiry about park cleaning as a job with minimal interpersonal interaction and dangerous tasks, we explained that park cleaning is a group employment activity and involves the use of machinery such as brush cutters. Therefore, considering the safety of cleaning members and park users, we found it difficult to introduce park cleaning jobs. It seems you interpreted this as 'being declined due to causing inconvenience to others,' and we apologize for not providing sufficient explanation. Furthermore, regarding the orientation session, it is possible to participate with adjustments such as amplifiers or headphones. Additionally, if you go through the usual orientation and interviews with the board members and receive approval from the board, you can also join the Senior Employment Center. On the other hand, regarding jobs after registration, there are positions with minimal interpersonal interaction and auditory impact, but currently, the number is quite limited, and the job content is also restricted, so we cannot guarantee that we can introduce you to the job you desire. Moreover, even if we are unable to introduce a job, an annual membership fee and insurance premium will still be required. We would appreciate it if you could consider participating in the orientation session after understanding the above points." The city will continue to support employment for Older Adults through the Senior Employment Center, so we kindly ask for your consideration regarding participation in the orientation session and other matters. |

2 | 14th | About Cochlear Implant Assistance | I am currently receiving assistance for my hearing aid, but my hearing is gradually declining, and I am also considering cochlear implant surgery. I would like you to consider assistance in this case as well. | There is a subsidy for cochlear implant surgery under the Independent Living Medical (Rehabilitation Medical) system. This system is aimed at individuals who hold a Physical Disability Certificate for hearing impairment, and who are expected to have their symptoms alleviated or eliminated through surgery, thereby restoring their daily living capabilities. To utilize this system, it is necessary to apply in advance at City Hall and receive a medical assessment from Tokyo Metropolitan Government. There are several conditions for the application, so if you wish to apply, please contact the Disability Welfare Division. | Disability Welfare Division Disability Welfare Section |

1 | 11th | About Smokers Near the Tamagawa River | This morning, there were construction workers smoking near the entrance of Tamagawaharabashi (Yanokuchi Station side). Please take appropriate action, such as giving a warning. Additionally, please implement smoking measures for Tamagawa users. Smoking while walking or riding a bicycle can ruin the pleasant environment of the Tamagawa. Please take measures such as appointing smoking etiquette instructors and setting fines. |
Upon checking the site conditions, it was confirmed that repair work on the Tamagawa Bridge is being carried out by Tokyo Metropolitan Government. We received a response from the "Chofu Construction Division of the Northern Tama South Construction Office of Tokyo" stating, "We will instruct not only the main contractor's employees but also the subcontracted workers, including guides, to reinforce the rules on site and strive to prevent recurrence." In the fiscal year 2018, the city established the "Inagi City Ordinance on Restrictions on Smoking in Public Places" to limit smoking while walking and smoking in areas where people are present throughout the city. Additionally, areas within a 30-meter radius of the six stations in the city where many people gather, such as roads and parks, are designated as no-smoking zones. We will continue to promote a safe and comfortable environment through patrols by instructors who provide guidance on smoking. |

About i Plaza Hall |
When using the i Plaza Hall, the time required to set up the essential sound reflection panels for a classical concert is included in the usage time. Setting up and removing the sound reflection panels takes about an hour, during which time the stage and audience must vacate, making it unavailable for use. Considering the time for audience entry and exit, effectively only about two hours can be used, which is a significant drawback that may force us to cut down on the concert's content. In neighboring cities, there is consideration to allow full usage time with the sound reflection panels already set up. Additionally, lighting, sound, and recording are all the responsibility of the organizer, and if necessary, arrangements with stage contractors must be made at their own expense. However, it is unthinkable to have a classical concert without contractors, so I always arrange it myself. That said, the usage fee is not cheaper than in neighboring cities. Moreover, cancellations are not allowed at all, and once payment is made, there is no refund of the usage fee, which is unique among the more than ten neighboring halls I have used. I would like to see a review of various operations based on neighboring cities' practices. |
Regarding the installation of equipment and facilities, it is conducted within the usage hours, similar to other facilities in the city. Additionally, the arrangement of specialized technicians for lighting and sound is currently difficult to accommodate under the existing usage fees and contracts. In the future, we will investigate similar rental purposes and the facility's equipment situation, and we will research considerations that can be addressed by designated managers based on contracts. Regarding cancellations, we provide rescheduling or refunds when the facility cannot be rented due to external factors such as facility circumstances or disasters. However, in cases where the cancellation is due to the organizer's circumstances, we do not provide refunds in order to suppress unnecessary cancellations and ensure broad opportunities for use. As for the hall business as a hosted project, it is not primarily funded by usage fees, but managing and operating the facility, including the hall, incurs significant costs. The city requests users to pay a fair usage fee as a beneficiary burden from the perspective of sustainable municipal management, so we appreciate your understanding. |
