This is very disappointing and unsatisfactory. I would like the subsidy to be refunded to families who have already received the vaccine. | The HPV vaccine, starting from April 2013, has been made a regular vaccination with the 2-valent and 4-valent vaccines available for public funding. However, due to reports of pain and movement disorders that could not be definitively ruled out as being related to the vaccine, the national government notified municipalities to refrain from actively recommending the vaccine. In Inagi City, this active recommendation was withheld from fiscal year 2013 to fiscal year 2021. Subsequently, in November 2021, the national expert committee confirmed that there were no particular concerns regarding the safety of the 2-valent and 4-valent vaccines, leading to a recommendation for individual vaccinations. In our city, active recommendations were resumed from April 1, 2022. Along with the discussions for the resumption of active recommendations for the 2-valent and 4-valent HPV vaccines, the national expert committee has been continuing discussions on the use of the 9-valent HPV vaccine, which received manufacturing and sales approval in July 2020, for regular vaccinations. In November 2022, it was approved to include the 9-valent HPV vaccine in regular vaccinations starting from fiscal year 2023, allowing it to be used for public funding just like the 2-valent and 4-valent HPV vaccines from April 1, 2023. Based on this national decision, our city sent out a notice regarding the "Human Papillomavirus Vaccine (9-valent HPV Vaccine) Vaccination Information" to the eligible individuals in late March 2023, informing them that the 9-valent vaccine will be available for public funding from April 1, 2023. Regarding the subsidy for the 9-valent HPV vaccine, which was requested through proposals to the City Administration, since this vaccine was not included in the regular vaccinations (public funding) under the Vaccination Law until March 31, 2023, there are no plans for the city to provide refunds or subsidies for the vaccination costs if it was received as a voluntary vaccination. |

Since there will be an overnight experience at Inagi City Elementary School at the end of July, I hoped to get vaccinated in July, but I was informed that children over 12 are not eligible for vaccination and that I should wait until the distribution of vaccination tickets in the fall. The mailed notice only mentioned that the venue for those over 12 would be changed. What will happen if many children get infected with COVID-19 during the school overnight experience? | COVID-19 vaccination is being implemented based on national guidelines, and there are significant differences in the system for children aged up to 11 years and those aged 12 and older. First, the pediatric vaccine administration began on March 8, 2023, with the start of additional vaccinations for the pediatric Omicron variant. Vaccination vouchers were sent from the city to eligible children. Since the target age for vaccination is from 5 to 11 years old, if you wish to receive the pediatric vaccine, it was necessary to do so by the day before your 12th birthday. Next, for those aged 12 and older, the type of vaccine changes from pediatric to adult. Vaccination for those aged 12 and older was temporarily concluded on May 7, 2023, and the next round will be after September 2023, as indicated by the national government on March 7, 2023. Therefore, we have informed the public through the Inagi Newsletter April issue, the city website, and email distribution (sent on March 14, 2023) about the end of the vaccination period that started in the fall of 2022 and that those wishing to be vaccinated should do so by May 7. I would like public facilities to allow us to dispose of diapers there. | Currently, the city requests that used paper diapers be disposed of at home by placing them in the "diaper-specific bags" that are distributed for free at each public facility, and to be disposed of on burnable garbage days. At various public facilities in the city, which are used by an unspecified number of people, there are challenges such as hygiene management of the disposal locations for used paper diapers and measures for infectious waste, so we ask users to take them home for disposal. In the future, we will study the proper disposal of used paper diapers at public facilities in the city, taking into account the needs of facility users and examples from other municipalities. |

I would like vacant lots to be turned into a municipal dog run. | Regarding the establishment of a dog run, we have been considering locations such as Tateyato Green Space and Shiroyama Park since 2014, but we were unable to proceed due to a lack of understanding from the local residents. We will continue to explore new candidate sites for its establishment. However, considering the need for renewable energy for the electricity used for charging and the duration of stay in the parks, while rapid charging facilities are desirable, there are challenges such as high installation costs. About the city's measures for school refusal and special support education | There is a lack of information for parents struggling with school refusal, so I would like it to be disclosed on the website and in city reports. Although we have been provided with one tablet per student under the GIGA School Initiative, will there be individual support for online classes for children who refuse to attend school? Additionally, the period for entering the Smile Room has been set to one year as a general rule according to the city's policy. I have a developmental disorder and had been in the room for three years, but unfortunately, I had to leave, and I heard that it would take several years to re-enter. Individual support in regular classes is likely to be difficult due to the burden and busyness of the homeroom teachers, and Inagi City does not have special support classes (emotional), and the school counselor is only available once a week, so I feel quite isolated with few places to turn to. I believe that further enhancement of the city's special support education is an urgent issue to ensure that children with developmental disorders do not fall behind in their education. |
There are no plans to provide information regarding school refusal or private free schools on the website or in city publications, but I have been informed that necessary information is being provided at the Inagi City Counseling Office according to individual circumstances. For online classes, those who wish to participate can do so through their enrolled school, so please consult the school directly. It is presumed that children with developmental disabilities have left the Smile Room and are currently studying only in regular classes, but if you have any concerns, please consult the school or the Inagi City Counseling Office. When establishing new special support classes, specialized councils such as the "Inagi City Special Support Education Review Committee" are convened for discussions and consultations. After preparing the learning environment and instructional system, including facility improvements and teacher placements, while considering regional balance, special support classes are currently established in 4 elementary schools and 2 junior high schools. The city does not have a designated school system for special support classes. As of May 1, 2023, regarding the students enrolled in special support classes, it is possible to accept eligible students at existing schools under the standard class composition of 8 students per class as stipulated by the "Law on Standards for Class Composition and Faculty and Staff Numbers in Public Compulsory Education Schools." Is there no plan to change the school district? Like other junior high schools, I hope measures will be taken to increase the number of club activities that can be chosen. |
The setting of school districts in Inagi City takes into account the conditions of the city and the number of children and students, as well as changes in the educational environment. Approximately every five years, the "Inagi City Public Schools Appropriate School Districts Review Committee" is established to consider these matters. Currently, discussions are underway regarding the future of school districts over a two-year period, covering fiscal years 2023 and 2024. I have heard that the extracurricular activities at each Inagi City junior high school are established based on the situation of the school faculty and staff, the number of students, and the actual conditions of the school. Therefore, the number of extracurricular activities that can be established varies depending on the size of the school. Upon confirming with the staff, it is usually unlocked around 8:45 AM, but on that day, the person in charge was unexpectedly unable to come to work, and as a result of adjustments and alternative arrangements, the unlocking was delayed. At the same time, we check the condition of the water seal in the toilets, which helps prevent odors. Additionally, separate from daily cleaning, we conduct high-pressure cleaning of the plumbing twice a year, making efforts for environmental conservation in terms of plumbing and facilities. Regarding the women's restroom on the first floor, where we received feedback, multiple staff members confirmed later that there was no odor significant enough to indicate any abnormalities in the plumbing. We will continue to strive to maintain a good environment through our cleaning efforts. |
