The High-Cost Long-Term Care Combined Medical Expense System is a system that provides benefits when the total amount of co-payments paid under the medical insurance system and the user burden amount under the Long-Term Care Insurance system for a household exceeds the household's self-burden limit. It is calculated annually from August to July of the following year.
