Since December 2017 at the latest, many consultations have been received at Consumer Affairs Centers and other places regarding delays in payments to consumers based on contracts referred to as the "Owner System" by Kefi Business Promotion Association.

The Consumer Affairs Agency has provided information that there may be acts (delays in the performance of obligations) that could unjustly harm the interests of consumers in transactions with Kefi Business Promotion Association, based on the provisions of Article 38, Paragraph 1 of the Consumer Safety Act (Act No. 50 of 2009). Therefore, in order to prevent the occurrence or expansion of consumer damage, we inform all consumers.
