No.104 Emergency Response Measures for COVID-19
In Tokyo, the number of new COVID-19 positive cases has remained high daily, and the end of the second wave is still not in sight. However, the national government, Tokyo Metropolitan Government, and local municipalities have been working together to implement measures. We would like to inform you about the main initiatives in Inagi City that involve budgetary measures.
Fiscal Year 2020 General Account Supplementary Budget (No. 1) Related (Total Amount Approximately 9.416 Billion Yen)
Due to the urgent need to implement measures in line with the national supplementary budget, a special decision was made on April 30, 2020.
- Special Fixed Benefit Payment of 100,000 yen per person (no income restrictions)
- Increase in counselors for the "Support Project for Self-Reliance of People in Need"
- Expansion of Eligibility for Housing Security Benefit
- "Special Temporary Benefits for Parenting Households" provides a payment of 10,000 yen per eligible child to recipients of the Child Allowance (standard benefits of the national system) for the month of April this year.
- A new system called 'Special Fund Loan Assistance for COVID-19 Measures' has been established, providing subsidies for credit guarantee fees and interest payments.
- Support for "Go for it! Inagi Restaurant Support Project" Subsidy for Commerce and Industry Association implementing delivery services for restaurants in the city
Fiscal Year 2020 General Account Supplementary Budget (No. 2) Related (Total Amount Approximately 1.041 Billion Yen)
Presented at the June 2020 Regular Session of the City Council and approved.
- "Temporary Special Benefits for Single-Parent Households" provides a payment of 20,000 yen per household to single-parent households and households with disabled children that received the Child Allowance (Tokyo system) for May of this year (city-funded project).
- "Pregnant Women Taxi Subsidy Program" Provides 10,000 yen worth of child vouchers that can be used for taxi fares
- Subsidy to the Commerce and Industry Association issuing the 'Inagi Nashinosuke Gift Certificate', increasing the premium portion from 10% to 20%, and increasing the number of issued copies from 10,000 to 15,000.
- "Go for it! Inagi Business Operators Support Fund" An additional 30,000 yen will be added to the infection prevention cooperation fund for business operators responding to Tokyo's request for suspension of operations.
- Two thermal imaging cameras have been installed at all municipal elementary and junior high schools.
- "GIGA School Concept" Providing one tablet for each student in municipal Elementary and Junior High Schools
- Increase in hospital business accounting burden and subsidies to compensate for revenue loss due to COVID-19 measures
Fiscal Year 2020 General Account Supplementary Budget (No. 3) Related (Total Amount Approximately 63 Million Yen)
It was additionally presented and approved at the June 2020 Regular Session of the City Council.
- "Temporary Special Benefits for Low-Income Single-Parent Households" provides benefits to households receiving Child Allowance (national system) and households at the Child Allowance payment level. The basic benefit is 50,000 yen per household plus an additional 30,000 yen for each child after the second. Additional benefits of 50,000 yen per household are provided to households with reduced income.
Fiscal Year 2020 General Account Supplementary Budget (No. 4) Related (Total of approximately 117 million yen)
It was presented at the July 2020 Extraordinary City Council meeting and approved.
- The "Special Fixed Payment for Newborns" is a city-specific benefit for newborns who are not eligible for the special fixed payment, targeting those born between April 28, 2020, and April 1, 2021.
- "Go for it! Inagi Shopping Street Support Fund" 1 million yen to the Shopping Association Federation, and an amount calculated by multiplying 20,000 yen by the number of member stores in each shopping street and shopping association.
- "Go for it! Inagi Business Operators Support Fund" An additional 70,000 yen will be added to the Tokyo infection prevention cooperation fund (a total of 100,000 yen will be provided along with the second supplementary budget)
- "Go for it! Inagi Business Continuity Support Fund" A payment of 50,000 yen will be provided to business operators whose sales have decreased but are not eligible for the national sustainability grant or the Tokyo infection prevention cooperation fund.
- "Business Operators Consultation Support Service" Application support for employment adjustment subsidies and leave support funds for local business operators by social insurance labor consultants will be conducted until March next year.
- All handwashing faucets in public elementary and junior high school restrooms have been replaced with automatic faucets
- Public Elementary and Junior High Schools will have the cost of ingredients for the simple school lunch provided in June this year covered by public funds (free of charge)
- The city will cover the postage fees for mail addressed to City Hall, the Inagi Newsletter will publish the format for recipient-paid mail, and we recommend mailing for various procedures from citizens.
These are the main emergency measures that have been implemented so far. The special fixed benefit payment will be notified to everyone, and support measures that can identify eligible individuals will be individually notified to those eligible. We cannot predict the future expansion or contraction of infections, nor the possibility of a reissuance of a state of emergency; however, we will firmly implement the emergency measures that have been decided so far and will consider further measures in response to changes in the situation.
At this point, economic activities have finally resumed, and the monthly economic report for July 2020 seems to evaluate that the economy is slightly improving. To ensure that this trend does not lose momentum, it is desirable to balance economic and social activities while taking sufficient infection prevention measures.
We confirm that responding to infectious diseases will be a long-term effort, and we ask you to continue to practice basic measures such as maintaining physical distance, wearing masks, washing hands, and gargling.
