Please tell me about the national pension insurance premium exemption system.

Application exemption

If you are unable to pay insurance premiums due to economic circumstances, unemployment, natural disasters, etc., please use the National Pension Insurance Premium Exemption System, which will exempt you from paying insurance premiums if you apply and are approved.

Target audience

(1) Those whose income in the previous year of the applicant, spouse, and head of household is below a certain level. (2) Those who are receiving special disability benefits. (3) Those who can confirm that they have suffered unemployment, natural disasters, etc.

Exemption category (categorized into 4 levels depending on applicant household income, etc.)

(1) Fully exempted (one half is included in the pension amount)
(2) Three-fourths exemption (one-fourth of the insurance premium is paid and five-eighths is included in the pension amount)
(3) Half amount exemption (half of insurance premium paid, three quarters included in pension amount)
(4) 1/4th exemption (3/4th insurance premium paid, 7/8th included in pension amount)

Approval period

(1) From July to June of the following year (The examination results will be notified by the Japan Pension Service at a later date)
(2) The pension amount will be reduced according to the exemption category.
(3) Insurance premiums can be paid retroactively up to 10 years ago (however, if you pay late for the third year or earlier, a certain amount will be added to the premiums at that time).

Continuation application

Applications are required every year, but if you wish to receive a full exemption from the following year onwards, if your full exemption is approved, you will be able to continue receiving the examination from the following year onwards. However, those who have been approved for reasons such as unemployment or natural disasters will need to apply again the following year.

Go to "You can apply for national pension procedures electronically (you can apply for them at any time using your smartphone or PC)"

What you need for the application procedure

(1) Identification document (My Number card, driver's license, etc.) and Basic Pension Number Notification or Pension Booklet (2) If you have lost your job, one of the following documents (copies are acceptable):
"Employment Insurance Insured Person Termination of Employment Notice", "Employment Insurance Eligibility Notice or Employment Insurance Eligibility Certificate", "Employment Insurance Insured Person Qualification Loss Confirmation Notice", "Employment Insurance Insured Person Qualification Acquisition Notification Confirmation Inquiry Response"

Statutory exemptions

If you are receiving public assistance (living assistance) or first-class or second-class disability pension, your insurance premiums will be fully waived if you notify us.

Target audience

Those receiving public assistance (living assistance) or 1st or 2nd class disability pension

While receiving public assistance (living assistance) or disability pension
