Consolidation of the Treatment Improvement Addition for Fiscal Year 2024
Due to the revision of nursing care fees for the fiscal year 2024, starting from June 2024, the "Nursing Staff Treatment Improvement Addition," "Specific Treatment Improvement Addition for Nursing Staff," and "Support Addition for Base Up for Nursing Staff" (hereinafter referred to as the "current additions") will be consolidated into the "Nursing Staff Treatment Improvement Addition" (hereinafter referred to as the "new addition").
- The "current addition" and the "new addition" are collectively referred to as the "Improvement Addition for Care Workers, etc.".

Businesses that need to submit to Inagi City
Community-based service providers designated by Inagi City (including designated community-based day care service providers)
(For providers located outside the city, if submitting a notification for the treatment improvement addition to the local government, you may submit the same form with the addressee changed to the Mayor of Inagi City.)
- For facilities that are currently calculating the existing addition in fiscal year 2023, if they plan to continue calculating it in fiscal year 2024, it is necessary to submit a new plan for fiscal year 2024. Additionally, if a new addition is to be calculated starting in June 2024, it is necessary to submit a notification regarding the new addition.
- For community-based service providers located outside the city, if the use by insured persons of Inagi City has already ended, submission of the plan is not required. Please promptly submit the notification of the business closure.

Corporations with 11 or more facilities that have been calculating the current additional payment since before fiscal year 2023 are eligible. - Appendix Form 4 (Notification of Changes)
If there are changes to the plan submitted when obtaining the Care Worker Treatment Improvement Subsidy, a notification is required. - Appendix Form 5 (Notification of Special Circumstances)
If you intend to continue the business and plan to lower the wage level of care staff (excluding wage improvements due to additions) before implementing wage improvements, a notification is required. - Appendix Form 6 (For Small Businesses - Plan Document)
Corporations with 10 or fewer establishments that have been calculating the current addition since before fiscal year 2023 are eligible. - Appendix Form 7 (For Facilities with Uncalculated Additional Benefits - Plan Document - Performance Report)
This applies only to facilities that will newly calculate the care staff treatment improvement addition from fiscal year 6 and will calculate the new additions 3 and 4 after June 2024.
If you are calculating new additions 1 and 2, or if you change the addition category during fiscal year 6, please use Appendix Form 2.

About the Additional Payment Notification
When newly calculating an addition, when the calculation category changes, or when the calculation is terminated, it is necessary to submit the addition notification along with the following documents.

Appendix 1-3 (April and May 2024) and Appendix 1-3-2 (from June 2024 onwards) are stored.
Submission Deadline for Plans and Additional Reports
Continuing from fiscal year 2023, the current addition will be recorded in April and May 2024, and if a new addition is to be calculated from June 2024
Both the plan document and the addition notification related to the new addition must be submitted by April 15, 2024 (Monday)
Note: To ensure thorough verification of the contents along with the plan document, please submit the addition notification by the same date of April 15.
Note: If changes occur after submission by the above deadline, we will accept them until June 15, 2024 (Saturday).
For those who do not obtain the addition in April and May 2024 and wish to obtain a new addition after June 2024, the submission deadline will be announced later on the Inagi City Website.

Submission of Additional Payment Notification
From April 2024, submission via the electronic application notification system for "Notification Regarding Additional Charges" will be the principle method. Please submit the data of the "List of Conditions Related to the Calculation of Nursing Care Benefits" attached.

Documents to Prove the Notification Details
When submitting the plan, the documents that serve as the basis for the contents and the following documents do not need to be submitted to the city, but must be properly stored, and must be submitted promptly if requested by the city.
- Work regulations stipulated in Article 89 of the Labor Standards Act
However, if regulations regarding wages, retirement allowances, temporary wages, career path requirements, appointment requirements related to career paths, wage systems, and regulations concerning the salary increase mechanism are created separately from the work regulations, those regulations are also included. - Documents that confirm enrollment in labor insurance

Points to Note
When submitting documents, please read the latest information on Long-Term Care Insurance, Q&A, explanatory materials for additional calculations, and examples carefully before submission.
If you are submitting notifications for multiple Business Operators and they include operators not under the jurisdiction of Inagi City, you will also need to notify the insurer that oversees those operators.
About Performance Reports
Businesses that have calculated the additional amount are required to submit a performance report. Businesses that have been discontinued during the fiscal year are also required to submit a performance report.
Submission Deadline for Performance Reports
By the end of the month following the final payment (deposit) from the National Health Insurance Association for each fiscal year
(For example: If services are provided in March, the payment will be made in May, so the deadline will be the end of July.)
Note: For the fiscal year 2023 report, it must arrive by Wednesday, July 31, 2024.

About the Care Worker Treatment Improvement Addition, Specific Care Worker Treatment Improvement Addition, and Support Addition for Care Worker Base Up (Applicable until May 2024)
What is the Care Worker Treatment Improvement Allowance?
- This is an additional payment established with the aim of improving the wages of care workers, along with the development of an environment to ensure stable treatment for care staff. Business operators who receive this additional payment are required to implement wage improvements equivalent to the amount calculated for the additional payment, along with securing training opportunities for care workers and improving employment management.
- The Care Worker Treatment Improvement Addition 4 and 5 was abolished as of March 31, 2022.

What is the Specific Treatment Improvement Allowance for Care Workers?
In the revision of nursing care fees for the first year of Reiwa, in order to secure and retain nursing care staff, in addition to the treatment improvement addition, a specific treatment improvement addition for nursing care staff has been established. While focusing on experienced and skilled nursing care staff, flexible operations have been recognized to allow for a certain degree of treatment improvement for other professions, without undermining the purpose of further improving the treatment of nursing care staff.
To obtain the specific treatment improvement addition for care workers, in addition to acquiring the treatment improvement addition for care workers, it is required to implement multiple initiatives regarding workplace environment requirements and to visualize initiatives based on treatment improvement through publication on the website, among other things.

What is the Support Allowance for Base Up for Care Workers, etc.
In the fiscal year 2022, a revision of compensation was made, and from October 2022, a support addition for base-up for care workers has been established.
To calculate the support addition for base-up for care workers, it is necessary to submit a base-up support addition plan in advance.
To calculate the support addition for base-up for care workers, obtaining the treatment improvement addition is a requirement.
