Please properly manage trees and hedges along roads.

When trees, hedges, weeds, etc. on private property extend into the road, they obstruct pedestrian and vehicular traffic and street lights.
Article 233 of the Civil Code was revised on April 1, 2023 (see below). However, trees that extend onto the road from private property remain the property of the landowner, so in principle, the city will not cut down or trim branches, etc., unless the owner is unknown or the owner is in an urgent situation. Please continue to manage trees appropriately.
Please be aware in particular that if an accident occurs due to branches that violate the building limit and extend onto the road, the owner may be held liable.

Before the amendment
(Cutting of bamboo and trees and cutting off their roots)
Article 233 If branches of bamboo or trees on neighboring land cross over the boundary line, the owner of those trees may be required to cut off those branches.
After revision
Article 233 If a branch of a bamboo or tree crosses the boundary line, the owner of land may have the owner of the bamboo or tree remove the branch.
2 In the case referred to in the preceding paragraph, if the bamboo tree is co-owned by several people, each co-owner may cut off the branches.
3 In the case referred to in paragraph 1, the owner of the land may cut off the branches in the following cases:
(1) When the owner of the bamboo tree does not remove the branches within a reasonable period of time despite having requested the owner of the bamboo tree to remove the branches.
(ii) When the owner of the bamboo or tree cannot be known or its whereabouts cannot be known.
(iii) When there are urgent circumstances.
