Road Occupation

Updated: April 2nd, 2021

The original purpose of roads is for free passage of people, but in addition to passage, there are facilities such as water and sewage pipes, gas pipes, utility poles, and electric wires that serve as lifelines.
Road occupancy refers to the continuous use of a road by installing certain objects or facilities on the ground, underground, or above the road other than for the purpose of passage.
Occupying a road will impede traffic, so permission from the road manager is required.
When we occupy road which city manages based on the road law, it is necessary to receive permission of the mayor who is road manager of city road. For example, scaffolding and temporary enclosures for construction are also covered. Property that significantly interferes with traffic, which is the original purpose of the road, and private use for commercial purposes by a specific person are not permitted.
In addition, we collect private use charges based on the "collection regulations such as Inagi-shi road private use charges" on private use.
