Public property permit application procedure
When occupying, constructing, renovating, or removing structures, adjusting water flow, etc. on the site of public property such as waterways or non-statutory roads (to which the Road Act does not apply), etc. (e.g. building a bridge over a waterway, etc.) Please submit the "Application for Permission to Occupy Public Property" to the city.
Please check the filling instructions when creating the application form.
Points to note when creating an application form
When applying for permission to occupy public property related to connection to water pipes or sewer pipes, the application form must have the confirmation seal of the facility manager to which the connection will be made in advance.
If you are applying for permission to occupy public property for both water and sewage pipes, you will need to submit separate applications for each, so please complete separate applications.
Change procedure
If you wish to change the matters for which you have received permission, please submit the "Application for Change of Permit for Occupation of Public Property, etc."
When renewing the period of permission, please submit the "Application for Renewal of Permit Period for Occupation of Public Property, etc."
Succession of position
Persons who have succeeded to the status of a person who has received permission for occupancy, etc. due to inheritance or merger must submit a ``Status Succession Notification'' to the city within 30 days from the date of succession.
Approval of transfer of rights, loans, and collateral
In principle, a person who has obtained permission for occupancy, etc. cannot transfer, sublease, or collateralize the rights based on the permission for occupancy, etc. to a third party, but in cases where the rights based on the permission are transferred through real estate sales, etc. Please submit the "Application for Approval of Transfer of Rights, etc." form to the city.
