Voting by mail and proxy registration system
Persons with disabilities and those who fall under Table 1 can vote from home or other locations through mail (postal or letter delivery). Furthermore, those who fall under Table 2 can have a pre-registered proxy write on their behalf regarding the vote.
Note: To use the mail voting system, it is necessary to apply for the issuance of a "Mail Voting Certificate."

How to Apply for a Postal Voting Certificate
Please submit the following documents to the Election Administration Commission.
- Application Form for Issuance of Postal Voting Certificate
- Physical Disability Certificate, War Injury and Sickness Certificate, or any of the requirements listed in Table 1 that can confirm eligibility for the Long-Term Care Insurance Health Insurance Card.
In addition, those who wish to use the proxy registration system should submit a Notification confirming that they meet one of the requirements listed in Table 2 of either the Physical Disability Certificate or the War Injury and Illness Certificate, along with the above documents. Please also submit the Notification for the proxy registrant, etc.
Note: Various notification documents are available at the Election Administration Commission office, so if you wish to receive them by mail, please contact the inquiry number below.

Voting Procedures
Sending of ballot paper request forms
Before the election announcement date (public notice date), those who have a mail-in voting certificate will be sent a "ballot request form."
Note: If you do not receive the ballot request form, please contact the inquiry below.
Request for Ballot
Please fill out the "Request for Ballot" and attach the "Mail-in Voting Certificate", and request the ballot by four days before the election day.
Sending of the ballot papers
Upon request, we will send a complete set of ballots after verifying against the voter registration list.
Voting at Home
The voter must fill out the ballot at home (if registered for the proxy writing system, the designated proxy must fill it out) and place the completed ballot into the absentee ballot envelope, then return it by mail (postal service or letter delivery) so that it arrives at the Election Administration Commission by election day.
Note: Neither the voter nor the proxy can deliver it in person. It must be returned by mail (postal service or letter delivery).

Delivery to the polling place
The completed ballots contained in the absentee ballot envelopes received by the Election Administration Commission will be sent to the designated polling places in the city by the end of voting hours on election day.
