Continuation of the Basic Resident Registration Card
As of the amendment to the Basic Resident Registration Act on July 9, 2012, even if you move your address to another city, ward, or town, you can continue to use the Basic Resident Registration Card by applying for continued use.
People Who Can Apply for Continued Use
- The person who has received the Basic Resident Registration Card or someone belonging to the same household
- The legal representative of the person receiving the grant (Documents proving the qualifications of the legal representative, such as a family register or a birth certificate issued by a foreign government agency, are required)
- Voluntary Agent (Notification of Appointment of Agent is required)

Application Method
Please apply for continued use at the counter within 90 days of moving in or after submitting your moving-in notification. At that time, verification of the PIN number for the resident card will be required. If someone from the same household is applying, please make sure to ask the person for the PIN number.
- Notice The personal identification number will be verified, allowing continued use in the municipality of the new residence. Additionally, for the residence card with a "photo," the new address will be recorded on the back.
- Notice If you are applying for continued processing through a voluntary agent, a "Inquiry and Response Form" will be mailed to the individual who has received the Basic Resident Registration Card, to confirm their intention to continue using the service. For more details, please contact the city, ward, or town office of your new residence.
Points to Note
- If you fall under the following conditions, continuous use processing cannot be performed.
- If 14 days have passed since you started living at your new address
- If 30 days have passed since the planned departure date notified in the transfer notification
- If 90 days have passed since the date of the notification of transfer
- If you have forgotten your PIN and cannot verify, you will need to reset your PIN, after which you will proceed with the continued use process (there are conditions for resetting the PIN. For more details, please contact the department below).
- During holidays and other times when the Basic Resident Register Network System (Juki Net) is not operational, continuous usage processing cannot be performed.
- The electronic certificate on the card cannot be continuously used. If you need an electronic certificate, please obtain a My Number Card.
