What is the Basic Resident Register Network System?
The Basic Resident Register Network (Juki Net) is a joint system of local governments that aims to network the Basic Resident Register, which is the foundation of various administrative services conducted by municipalities. It enables nationwide common identity verification through personal identification information (the four basic pieces of information: name, date of birth, gender, and address, as well as aliases limited to foreign residents whose aliases are recorded on the Certificate of Residence) and the Certificate of Residence code, along with any changes to this information. This system serves as the foundation for e-government and e-municipalities.
First Operation
On August 5, 2002, as part of the first phase of operation, the process of identity verification for certain administrative tasks defined by laws and regulations at the national and prefectural levels was simplified. As a result, efficient administration has become possible, such as the omission of submitting a Certificate of Residence in administrative procedures, thereby reducing the burden on citizens.
As a specific example,
- No need to attach a copy of the Certificate of Residence when applying for a passport
- No municipal certificate required for pension benefits
- No current status report required for mutual aid pension benefits

Issuance of the Basic Resident Registration Card
The Basic Resident Registration Card is an IC card equipped with advanced security features, issued to citizens who wish to obtain it. By using the Basic Resident Registration Card, you can receive a wide-area issuance of the Certificate of Residence and special provisions for moving in and out. Additionally, it can be used as a medium for storing electronic certificates and private keys in public personal authentication services.
A photo ID Basic Resident Registration Card can be used as an official identification document to verify your identity.
Wide Area Issuance of Certificate of Residence Copy
You can obtain a copy of the Certificate of Residence for yourself or members of the same household at the offices of municipalities across the country.
Special Provisions for Moving In and Out Notifications
If you are moving out of the city, those who have received a resident card can send a document with the necessary information regarding the move, eliminating the need to go to City Hall to receive the certificate of moving out.
Note: The following points were amended due to the enforcement of the revision of the Basic Resident Registration Act on July 9, 2012.
Special Provisions for Moving-In Notification
If a person who has received a resident card moves out, in principle, a certificate of moving out will no longer be issued. Instead of the certificate of moving out, simply bringing the resident card will allow you to complete the procedures for moving in.
Continued Use of the Basic Resident Registration Card
Even if you move your address to another city or town, you can continue to use your resident card by applying for continued use.
Amendment to the Basic Resident Register Act
The following points were amended due to the revision of the Basic Resident Registration Act on July 9, 2012.
Special Provisions for Moving-In Notification
If a person who has received a residence card moves out, in principle, the special provisions for the moving-in notification will apply, and the issuance of a moving-out certificate will no longer be required.
Continued Use of the Basic Resident Registration Card
Even if you move your address to another city or town, you can continue to use your resident card by applying for continued use.
Applicable Date for Foreign Residents
From July 8, 2013, regulations regarding the Basic Resident Registration Network and Basic Resident Registration Cards for foreign residents have been applied, and the following points have been changed.
Description of Certificate of Residence Code
The Certificate of Residence code will be notified through the "Certificate of Residence Code Notification." No procedures are required due to this notification, but please keep this notification document in a safe place.
Issuance of the Basic Resident Registration Card
If a nickname is registered on the Certificate of Residence, the nickname will also be listed on the Basic Resident Registration Card.
In addition, services similar to those for Japanese residents will be implemented.
