Frequently Asked Questions about the Basic Resident Registration Card
We will answer frequently asked questions about the Basic Resident Registration Card (Juki Card).
Q. I moved within or outside the city
Those who have a residence card without a facial photo
Regardless of whether you are moving within or outside the city, the card will become unusable if there is a change.
If you wish to issue an electronic certificate, you will need to obtain a My Number Card, so please consult with the municipality of your new address.
Those who have a residence card with a photo
If you have moved within the city, please bring your residence card to the Citizen Affairs Division or the Branch Office, as you will need to write your new address on the back of the card. If the individual cannot come to the office, only a person belonging to the same household who brings the residence card will be able to request a change of the card's information (input of the PIN is required).
If you have moved outside the city, you can continue to use the card by completing the continuation procedure at the municipality of your new residence. If you wish to continue using the card, please be sure to bring your residence card to the municipality of your new residence.

Notice If you have received an electronic certificate from the public personal authentication service and you move within or outside the city, resulting in a change of address on your Certificate of Residence, the electronic certificate will become invalid.
Q. My name has changed (due to marriage, divorce, etc.)
Please bring your residence card to the Citizen Affairs Division or Branch Office, as we will write your new name on the back of the residence card. If the individual cannot come to the office, we will only accept changes to the card if a member of the same household brings the residence card (input of the PIN is required).
Q. I want to change my PIN
When the person themselves or their legal representative comes
Please bring your residence card to the Citizen Affairs Division or Branch Office. After verifying the old PIN, you will be able to set a new PIN.
In case a voluntary agent comes
The PIN cannot be changed on the same day. Please bring the applicant's handwritten proxy appointment form. After receiving the application, we will mail the applicant a "Inquiry and Response Form." The number change process will be carried out based on that response.
Notes The change of the PIN will be done by city staff.
Notice If you do not know your PIN, you will need to reset it (see below). Also,
please be sure to affix a privacy seal to the “PIN Entry Section” of the “Inquiry and Response Form.” If the seal is removed, your application will not be accepted.
Q. I forgot my PIN
Please apply for the reset of your PIN at the Citizen Affairs Division or Branch Office.
Notice: To prevent the fraudulent acquisition of the Basic Resident Registration Card, identity verification has been strengthened since January 1, 2011. Accordingly, the procedures for resetting the PIN have also changed. For more details, please contact the department listed below.
Q. I have lost my residence card or my residence card has been stolen
Please contact the Citizen Affairs Division or Branch Office using one of the following methods. The relevant residence card will be temporarily suspended.
- The individual or legal representative must directly submit a notification to the Citizen Affairs Division
- The individual or legal representative will notify by phone
- Notification by a voluntary agent (see below)
Please bring the Notification for the appointment of a representative regarding the temporary suspension of the Basic Resident Registration Card (which must be handwritten by the cardholder and clearly indicate the relationship between the cardholder and the appointed representative) to the Citizen Affairs Division or Branch Office.
Notice The Juki Card is an important identification document, so if it is lost, please make a Notification to the City Hall and also report it to the police station. If there is a contact by phone or a Notification from a voluntary agent, the city may send an inquiry letter to the owner of the Juki Card to confirm the facts.
Q. The lost residence card has been found
Please submit a notification for the temporary suspension release of the Juki Card at the Citizen Affairs Division or Branch Office.
Notice: To prevent the fraudulent acquisition of the Basic Resident Registration Card, identity verification has been strengthened since January 1, 2011. Consequently, the procedures for lifting a temporary suspension have also changed. For more details, please contact the department listed below.
Q. I would like to receive a reissue of my residence card.
Currently, the issuance of the Juki Card has ended as of December 28, 2015, due to the start of the Individual Number System, and no further cards are being issued.
In the future, the card that will replace the Juki Card will be the My Number Card, so if you wish to obtain one, please refer to "About the My Number Card (Individual Number Card)" and acquire it.
