Regarding notification of treatment improvement additions for nursing care staff, etc.

Regarding the unification of treatment improvement additions for FY2020

Due to the FY2020 Nursing Care Remuneration Revision, "Nursing Care Staff Treatment Improvement Addition," "Specific Treatment Improvement Addition," and "Nursing Care Staff Base Increase, etc. Support Addition" (hereinafter referred to as "Current Addition") will be added from June 2021. , has been unified into the "Addition for Improvement of Treatment of Nursing Care Workers, etc." (hereinafter referred to as the "New Addition").
・The "current addition" and the "new addition" are collectively referred to as the "care worker treatment improvement addition, etc."
・For details, please see the following explanatory materials from the Ministry of Health, Labor and Welfare and the Ministry of Health, Labor and Welfare website.

 "Basic concept regarding treatment improvement additions for nursing care staff, etc., and presentation of administrative procedures and format examples"

 Calculation requirements for the new addition (quick reference table), etc. are listed according to the calculation status of the current addition.

 This is a support tool (Ministry of Health, Labour and Welfare) for businesses that currently calculate surcharges to consider the surcharge category for the new surcharges to be calculated after June 2024.

Business establishments that need to submit to Inagi City

Community-based service business operators designated by Inagi City (including deemed designated community-based day care business operators)
(If a business located outside the city submits a notification of treatment improvement supplement to the local government where it is located, it is acceptable to submit the same form but with the address changed to Mayor of Inagi City.)
・Even for establishments that are calculating the current premium in fiscal year 2023, if they plan to calculate it in fiscal year 2024, they must submit a new plan for fiscal year 2024. In addition, if they plan to calculate the new premium from June 2024, they must submit a premium notification for the new premium.
・If you are a community-based service business located outside the city and have already terminated your use of the Inagi City insured person service, you do not need to submit a plan. Please submit a notice of closure of the business as soon as possible.

Documents to be submitted

(1) Attached Form 2 (Treatment Improvement Plan)
The target is corporations that have 11 or more business locations and have been calculating the current surcharge since fiscal year 2023 or before.
(2) Attached Form 4 (Notification of Changes)
If there are any changes to the plan submitted when obtaining the care worker treatment improvement supplement, etc., a notification is required.
(3) Attached Form 5 (Notification of Special Circumstances)
If you lower the wage levels of care staff (excluding wage improvements due to surcharges) and then implement wage improvements in order to continue your business, you are required to file a notification.
(4) Attached Form 6 (Plan for Small Businesses)
The target is corporations with 10 or fewer business locations that have been calculating the current surcharge since fiscal year 2023 or before.
(5) Attached Form 7 (For businesses not yet calculated the additional amount, plans and performance reports)
This only applies to businesses that will be calculating the new care worker treatment improvement surcharge from fiscal year 2024 and that will be calculating new surcharges 3 and 4 from June 2024 onwards.
When calculating the new surcharges 1 and 2, or when changing the surcharge category during fiscal year 2024, please use Attached Form 2.

About the format (for 2020)

About additional notification

If you are calculating a new addition, changing the calculation category, or terminating the calculation, you will need to attach the following documents and submit an addition notification.

Attachment 1-3 (April/May 2020) and Attachment 1-3-2 (from June 2020) are stored.

Regarding the deadline for submitting plans and additional notifications

If the current addition is to be recorded in April and May 2020 following 2025, and the new addition is calculated from June 2020, both the plan and the addition notification for the new addition must be submitted in 2021. April 15th (Monday)
*In order to ensure that the contents are confirmed together with the plan, please submit the additional notification by April 15th, the same day as the plan.
*If changes occur after submission by the above deadline, we will accept applications until Saturday, June 15, 2020.
If you did not obtain additional benefits in April and May 2020, and will newly obtain additional benefits after June 2020, the deadline for submission will be announced later on the city website.

Submission of notification of addition From April 2020, the principle will be to submit a “notification regarding addition” using the electronic application notification system. Please attach and submit the data from the "List of Systems, etc. Related to Calculation of Nursing Care Benefit Expenses."

Documents certifying the contents of notification

When submitting the plan, it is not necessary to submit the materials that form the basis of the description and the following documents to the city, but they must be stored properly and promptly submitted when requested by the city.

(1) Rules of employment stipulated in Article 89 of the Labor Standards Act.However, regulations regarding wages, retirement allowances, temporary wages, etc., regulations regarding appointment requirements and wage systems related to career path requirements, and regulations regarding salary increase mechanisms are included in the rules of employment. If they have been created separately, also include those regulations.

(2) Documents that confirm that you are enrolled in labor insurance, such as notification of establishment of labor insurance relationship, labor insurance estimate/final insurance premium declaration, etc.

Before submitting the documents, please carefully read the latest information on long-term care insurance, Q&A, explanation materials for additional calculations, and examples.
In the case of submitting notifications for multiple business establishments collectively, if business establishments other than those under the jurisdiction of Inagi City are included, the notification must also be submitted to the insurer that has jurisdiction over those establishments.

About performance report

Business establishments that have calculated the addition are required to submit a performance report. It is also necessary to submit a performance report even if the establishment was abolished in the middle of the fiscal year.

Deadline for submission of performance report

Until the last day of the second month following the final additional payment (deposit) from the National Health Insurance Federation for each fiscal year.
(Example: If the service is provided in March, the payment is due in May, so the deadline is the end of July.)
Note: For reports for 2020, it must arrive by Wednesday, July 31, 2020.

What is care worker treatment improvement addition?

  • This addition was established with the aim of improving the wages of caregivers as well as improving the environment for stably improving the treatment of caregivers. Employers who have obtained the addition need to secure training opportunities for nursing care workers, improve employment management, and implement wage improvements equivalent to the amount calculated for the addition.
  • Nursing staff treatment improvement addition 4.5 was abolished on March 31, 2022.

What is special treatment improvement addition for nursing care staff?

In the revision of long-term care compensation in 2019, in order to secure and retain long-term care workers, in addition to the treatment improvement addition, special treatment improvement addition for care workers was created, and while emphasizing care workers with experience and skills , the flexible operation was recognized to improve the treatment of other occupations to a certain extent, as long as it does not impair the purpose of further improving the treatment of care workers.

In order to acquire special treatment improvement additions for caregivers, etc., in addition to acquiring caregiver treatment improvement additions, we are making multiple efforts regarding requirements such as the work environment, and efforts based on treatment improvements are posted on our website. What is the support addition for base-up, etc. for nursing care staff?

In 2022, the remuneration revision was carried out, and from October 2020, a base increase support addition for nursing care workers was established.
In order to calculate the support addition for care workers, etc., it is necessary to submit a support addition plan for care workers, etc. in advance.
In order to calculate the support addition for nursing care staff, etc., it is necessary to acquire the treatment improvement addition.
