Those who are planning to set up a factory, or those who have already set up a factory but wish to change their working methods or machinery, must comply with the Environmental Ordinance to Ensure the Health and Safety of Tokyo Citizens (hereinafter referred to as the ``Environmental Preservation Ordinance''). ), it is necessary to apply for factory approval (change).
When setting up a factory, please check in advance whether it complies with other laws and regulations, such as restrictions on industry and workplace area for each zone as stipulated in the Building Standards Act.

How to create a permit application form
- If you are writing your own manuscript, please write with a ballpoint pen or fountain pen.
- Please prepare two copies of the application form: the original and a copy. You may use copy paper for copies. A copy will be returned to you along with the issuance of the factory permit.
- Please refer to the examples for filling out and creating the application form.

Please contact the city representative in advance and have a factory representative or person in charge come to the city office.
