factory approval

Those who are about to set up a factory, or those who have already set up a factory but want to change work methods or machines, are required to comply with environmental ordinances to ensure the health and safety of Tokyo residents (hereinafter referred to as "environmental security ordinances"). ), an application for approval (change) of the factory is required.
In addition, when setting up a factory, please check in advance whether it conforms to other laws and regulations, such as restrictions on the type of industry and work area for each use area stipulated in the Building Standards Act.

Documents required for authorization application

  1. "Factory Installation (Change) Approval Application" Form No. 7 No. 1, No. 2
  2. Form No. 7 Attachment 1 Part 1, Part 2, Part 3
  3. Form No. 7 Appendices 2 to 7 (created according to the type of facility and work method)
  4. Attached Catalog
  5. Guide map (within 100 meters area sketch)
  6. Site/Building Layout (Neighborhood Relations Diagram)
  7. Each floor plan (facility layout)
  8. Elevation (North/East/South/West)
  9. work process
  10. Structural drawing of installed machine (catalog, etc.)
  11. Rental contract (only for office rentals)
  12. Industrial waste disposal contract

In addition, there are necessary attached documents depending on the type of factory.

How to prepare an application for authorization

  • When writing by yourself, please write with a ballpoint pen or fountain pen.
  • Please make two copies of the application form, one original and one copy. Copies may be made on copy paper. A copy will be returned with the issuance of the factory authorization.
  • Please refer to the description example for how to fill out and prepare the application form.

Note: Regarding various notification documents, if there is an error in the content of the description due to the abolition of stamping, please correct it with double lines.

When coming to the agency to apply for authorization

Contact the person in charge of the city in advance , and have the factory representative or person in charge come to the office.
Note: A copy of the application form will be returned at a later date. After the examination is completed, the applicant will be asked to visit the agency again and the documents will be returned.
