Restrictions on groundwater pumping

In order to prevent ground subsidence, when installing groundwater pumping facilities (wells), the Tokyo Metropolitan Environmental Ordinance (abbreviation: Tokyo Environmental Preservation Ordinance) requires structural standards and upper limits on the amount of water pumped. is regulated.
In addition, the amount of pumped water, including groundwater pumping facilities that have already been installed, must be reported once a year.

Note: For single-family homes used only for household purposes, only pumped water facilities with a pump output of over 300 watts are eligible.

Notification period

Please submit the installation notification at least 30 days before the start of construction.
Note: When coming to report, please contact the Living Environment Division Environmental Conservation Section in advance.
Note: In principle, a copy of the notification form will be returned at a later date. If it is difficult to come to the office to return the item, it will be returned by mail, so if you wish to have it sent by mail, please attach a self-addressed envelope with the necessary stamps when submitting the notification.
Note: Regarding various notification documents, if there is an error in the written contents due to the abolishment of seals, please correct them using double lines, etc.

  • Structural diagram of a well
  • Water supply system diagram
  • Catalog of water pumps, water measuring devices and water level meters
  • Geological column map (submitted after drilling)
  • Pumping test report (submitted after drilling)

Change/abolition of groundwater pumping facilities (wells)

When changing or abolishing a pumping facility, please notify if there is a change in the owner's name, address, etc.

  • Changes to pumping facilities: Please submit the Groundwater Pumping Facility Installation/Change Notification Form (Form No. 36) in accordance with the procedures for installing pumping facilities.
  • Abolition of pumping facilities: Well abolition report
  • Change of name, etc. of well owner: Name change report

Groundwater pumping amount report

Pumping facility installers should keep track of the amount of groundwater pumped in the previous year, etc., and submit a report once a year.

Target facilities

Note for all pumping facilities: For pumping facilities installed after July 2016 that are used only for domestic purposes in single-family homes, only pumping facilities with a pump output of over 300 watts are eligible.
