Proper management of chemical substances

There are a wide variety of chemical substances on the earth, and there are over 100,000 commercialized chemical substances. While it is possible to live a convenient life, it may affect people's health.
Among chemical substances, substances that are clearly known to have harmful effects are regulated by laws and ordinances.

Appropriate chemical management system based on environmental ordinances to ensure the health and safety of Tokyo residents

In accordance with Article 108, Paragraph 2 of the "Environmental Ordinance for Ensuring the Health and Safety of Tokyo Citizens", businesses that handle chemical substances are required to comply once a year if they use 100 kg or more of properly controlled chemical substances (target 59 substances) per year. Notification to the city is compulsory, and it is stipulated to strive for proper use of chemical substances.

What is Properly Controlled Chemical Substances?

Chemical substances that require proper management are called "appropriately controlled chemical substances" and are defined in Article 51 of the Ordinance Regulations.

Report on usage of properly controlled chemical substances (Ordinance, Article 110)

Based on the provisions of Article 110, Paragraph 1 of the ordinance, each business site that handles properly controlled chemical substances must comply with the appropriate controlled chemical substances for each fiscal year and the previous fiscal year (from April 1 to March 31 of the following year). We grasp about consumption of substance and will report to the mayor about consumption of one of appropriate management chemical substances more than 100 kilograms.

PRTR system

Chemical substances are also regulated by the Japanese government's Law Concerning Grasping Emissions of Specific Chemical Substances into the Environment and Promoting Improvements in Their Management.

The PRTR system is a system in which the amount of chemical substances released into the environment and the amount of waste that is transferred outside the business site are ascertained, aggregated, and published based on reports from business sites and national estimates.
