18th | Requests regarding support for children and adults with medical conditions and severe physical and mental disabilities |
We would like to have a medical care child coordinator stationed in the Disability Welfare Division and to establish a council. | Regarding medical care child coordinators, due to staff transfers there is currently no position in the Disability Welfare Division; however, we are making efforts to recommend training to companies, including those within the city, and to assign coordinators. Regarding the establishment of the Medical Care Children's Council, we will conduct research from various angles, including the form of discussion forum, selection of members, and trends in other cities. |

I would like the scope of subsidies for disposable diapers, a daily living item, to be expanded. | There are currently no plans to expand the scope of subsidies for disposable diapers as a daily living item, but we will continue to study the situation in other cities. |

I would like the welfare booklet to include information about the useful life of assistive devices and daily living equipment. | Regarding the useful life of assistive devices and daily living equipment, the expiration of their useful life is not a uniform, mechanical criterion for determining whether or not to re-issue them, but is determined based on individual circumstances such as the state of damage, necessity, etc. Therefore, this is not stated in disability welfare handbooks, etc., and we advise you to consult us first.
Certify your in-home respite business. | The introduction of home respite care services for children (adults) with severe physical and mental disabilities who require medical care will be judged comprehensively based on needs, balance with other systems, priority, etc.
I would like to see more group homes built. | Regarding group homes, we will actively provide information to operators about the establishment of homes that are needed depending on the target users, in order to attract them. In addition, with regard to training, etc., necessary training is being carried out in Tokyo and other areas, and we will provide information to group homes, such as guidance on training sessions. |
||||
Please establish an emergency temporary shelter for children and adults with severe physical and mental disabilities in the city. | We are aware of the need for emergency temporary shelters for children and adults with severe physical and mental disabilities, and are currently considering it. At present, there are no facilities that can accept them, but we will continue to consider it.
I would like it to be possible to increase the number of days for which commuting benefits are provided to all eligible individuals. | The number of days for which attendance is provided is not set so that employees can attend on all days the facility is open; except in emergency situations or when it is necessary for special reasons, the number of days for which payment is provided is determined based on the standard number of days set by the government. Regarding opening on Saturdays and Sundays, we expect that people who need to use the facility on Saturdays and Sundays will use it within the number of days for which the facility is provided. |
||||
I have inquired about the Disability Welfare Section's service at the counter in the past and was told that it was not possible at the time, but if it were possible for them to do the job, I would have liked them to contact the person in question, so I hope that they will improve in the future. | Regarding the systems and other matters related to our services, we will respond to each inquiry with the latest information. In addition, if there are any changes to the system, we will inform you via our website, etc., but if you have any questions about using the service, please contact the Planning and Consultation Office or the Disability Welfare Division. |

18th | About making medical expenses for children completely free | I want medical care for children to be completely free. | The medical expense subsidy system for children was established by the Tokyo Metropolitan Government, which has set a certain income limit and the self-payment amount at the time of medical examination. In order to subsidize medical expenses beyond the amount set by the Tokyo Metropolitan Government, the city will have to cover the entire cost. Ideally, the Tokyo Metropolitan Government should revise the system so that all children living in Tokyo can receive medical services equally. However, in our city, many citizens raising children wish to have the income limit removed from the medical expense subsidy system, and we are in a situation where we cannot wait for the Tokyo Metropolitan Government to revise the system. Therefore, the city has decided to cover the financial resources and provide medical expense subsidies for all children aged 0 to 18 from April 2024. Regarding the out-of-pocket expenses when visiting a hospital, there is no out-of-pocket expense when you are hospitalized, but when you go to the hospital, you are asked to pay a maximum of 200 yen per visit. This has been established from the perspective of ensuring an appropriate medical system without placing a burden on medical institutions through excessive visits to the hospital. |

1 | 15th day | Request for restoration of stone pavement sidewalks | The sidewalk used to be paved with stone, but it has now been changed to asphalt, which is something I'm used to as part of the charm of Koyodai, so I feel a little sad and would like it to be restored. | The sidewalks in the Koyodai area were developed mainly with paving blocks and tiles by the Housing and Urban Development Corporation (now the Urban Renaissance Agency). However, in recent years, from the perspective of barrier-free access, elderly people and people using strollers have requested improvements be made as they are causing problems for them to pass through. Taking this into consideration, the city has considered appropriate maintenance from a comprehensive perspective, including durability and cost-effectiveness, with pedestrian safety as the top priority, and has decided to restore the sidewalks with asphalt pavement. |

2 | The 22nd | About road repair | The asphalt on the roads around my house has deteriorated and cracked, so I would like it to be repaired or replaced. Also, the white lines on the sidewalks have disappeared, so I would like them fixed. | The city is carrying out planned repairs to roads throughout the city, prioritizing work based on patrols by city staff and information from local residents. We are also checking the current state of the road you inquired about, and will continue to consider repairs to the road while taking into account the deterioration of the pavement. Until improvements are made, we will continue to carry out daily inspections and make partial repairs as necessary. |

3 | The 23rd | Regarding the improvement work in front of Inagi Station | I would like to know the purpose of the improvement work in front of Inagi Station. | The improvement work for the plaza in front of the south exit of Inagi Station is being carried out with the aim of improving safety and convenience for station users and local residents by increasing the number of bus and taxi boarding and waiting areas and allowing safe passage in order to accommodate an increase in the number of route bus services, taking into consideration the urban infrastructure development of the Minamiyama Eastern Land Readjustment Project and the surrounding urban development situation, such as the "TOKYO GIANTS TOWN" initiative. | Civil Engineering Division, Road and Waterway Construction Section |
4 | The 23rd | Smoking areas | I would like a smoking area to be created in front of Inagi Station. | The city enacted the "Inagi City Ordinance on Restrictions on Smoking on the Streets, etc." on April 1, 2018, which restricts smoking while walking throughout the city and smoking on the street when there are people around in order to prevent passive smoking and littering of cigarette butts. In particular, roads and parks within a 300m radius of six stations in the city where many people gather have been designated as no-smoking zones on the street, etc. Within prohibited areas, we have determined that it would be difficult to set up smoking areas due to concerns about preventing passive smoking, etc. |

1 | 1 day | Regarding the rationalization of usage fees for Ai Plaza | The fees are high and there is not much difference between within the city and outside the city, so the pricing system is not easy for residents to use. I would like the fees to be more affordable for residents and for outside the city to be doubled. | For the city's public facilities, we require users to pay usage fees based on the city's calculation standards to ensure sustainable operation and appropriate user charges. Regarding the facility usage fee for Inagi City i Plaza Hall, we have conducted a survey of several nearby halls to ensure occupancy rates and set fees that will allow for reasonable use.For rooms other than the hall, the usage fee for people from outside the city is doubled. Regarding the suggestions we received this time, "The fees should be set more easily for citizens" and "The out-of-city fee should be set at about twice the current amount," we will take these opinions from citizens into consideration when reviewing the fees. In addition, there is also the Inagi City Central Community Hall, which can accommodate the same number of people as the Inagi City i Plaza Hall. The usage fee is free for registered community center organizations, but non-registered organizations can also use it for a fee, so please feel free to use it if it suits your needs. |

2 | 1 day | Regarding the slow response to library requests | A book I requested in December was still "waiting to be secured" in late January, and when I inquired about it, it was arranged the next day. If there is a backlog in the paperwork, I hope they will improve it. | Regarding your inquiry, we would like to first explain the basic process for providing a book to a user when a book is requested that is not in stock at Inagi City Library. After receiving a request from the user, 1-(1). We will check whether the book is available at the metropolitan library or a library in a neighboring city, and if it is available for loan, we will proceed with the loan procedure. The book will arrive at the city office in about two to three weeks after the request is received, and we will then contact the user and loan it to them. 1-(2). If the book is not available at the metropolitan library or a library in a neighboring city, or if it takes a considerable amount of time to lend it out even if it is available, the library will consider purchasing it based on the city's selection criteria. If the purchase is decided, the library will check the stock with the affiliated distribution company and place an order. If the stock is confirmed, the book will be delivered to the library from the distribution center on a specified day of the week. (It will take about 2 to 4 weeks after the request is received.) 2. After the items arrive, the library will attach IC tags and barcodes, apply protective film, etc., and register them in the library system. After that, the items will be delivered to the requested library, and the user will be contacted and loaned out. Regarding requests for books not held in the city library, please follow the steps above from 1-(1) to (2) to 2. However, if you request a loan from a neighboring city, it may take a long time depending on the lending situation at the requesting city, and if you request to purchase from the city, it may take a long time depending on the inventory situation of the distribution company. |

3 | 1 day | Tax liability | The slush funds of members of parliament are becoming a problem, and it is wrong for ordinary citizens to pay taxes under these circumstances, so please stop sending out property tax and automobile tax payment slips. | Fixed asset tax is a municipal tax levied on fixed asset owners in accordance with Article 343 of the Local Tax Law (Law No. 226 of 1950; hereafter referred to as the "Law"). In levying the tax, municipalities are required to issue tax notices and tax statements to taxpayers in accordance with Articles 13 and 364 of the Law. If you own fixed assets located in Inagi City as of January 1, 2024, you will be taxed in Inagi City for fixed assets tax for fiscal year 2024. In accordance with the provisions of Articles 13 and 364 of the Act, owners will be sent a tax notice and tax statement on May 1, 2024. For inquiries regarding automobile taxes, please contact the Tokyo Metropolitan Automobile Tax Call Center (TEL: 03-3525-4066) or the Tokyo Tama Automobile Tax Office (TEL: 042-522-8271). |

4 | Four days | iClub's Wednesday Gymnastics Club, admission restrictions | It seems that the rules have changed since March, so that you cannot participate in the gymnastics club class that starts at 3:30pm unless you are in the gym by 3:20pm.If this is legitimate, please put it in writing and publish it on your website. | Regarding this incident, we have checked with the staff in charge of managing the gymnasium and the i-Club staff who run the classes, and we are pleased to inform you that it is not the case that you cannot participate if you do not enter the gymnasium at 3:20pm, but rather that the following events have occurred. There is a 10-minute interval between sessions at the Gymnasium, during which time users can enter and exit the facility, while the staff in charge of managing the gymnasium prepare and clean up the equipment to be used in the previous and following sessions. However, on this occasion, children entering and exiting the facility approached the staff who were preparing and cleaning up the equipment, creating a dangerous situation. Therefore, in order to ensure safety, after discussing with the gymnasium and iClub, it was decided that entry and exit would not be permitted during the 10-minute interval between 3:30 and 3:40 p.m. Furthermore, it has been confirmed that even if you are late for the start of the class, you will be able to enter and participate in the class from 3:40 p.m. Looking ahead, we will continue to work with the Gymnasium and i Club to find the best possible method that takes into consideration both convenience and safety. |

5 | The 23rd | Change of management organization for sports facilities | The manager of the sports facility was changed due to the city's convenience, but this has a great impact on users, such as not being able to use it in early April and the hassle of refund procedures when it rains in March. I would like them to think more about the users. | Regarding the designated manager of the sports facilities in the city park, a new designated manager has been appointed as the manager from April 1, 2024. We sincerely apologize for any inconvenience or trouble caused. As we had reservations for tournaments up until March 31, 2024, we have decided to close the facility temporarily for five days from April 1 to 5, as we need to carry out large-scale installation and removal of fixtures and equipment and prepare the reception desk after the previous designated manager leaves the facility after closing. This period is necessary for the new designated manager to continue providing stable public services, so we ask for your understanding. |
