Notice for those who own specific small motorized bicycles (electric kickboards)

As of July 1, 2023, due to the revision of the Road Traffic Act, the traffic rules for specific small motorized bicycles (such as electric kickboards) will be changed. Consequently, it has become possible to issue signs (license plates) that fit within the width of the vehicle.
Owners of vehicles that meet all certain requirements will be liable to pay the light vehicle tax (type-based) regardless of whether they operate on public roads. Those who own applicable vehicles should apply to the city to receive the sign (license plate).
Furthermore, for those who already own vehicles that meet the requirements and have registered the previous signs, it is also possible to exchange for the new signs.
Note: Changing the sign may require procedures for changing the automobile liability insurance. Please check with your insurance company or similar entities.

Requirements for Specific Small Motorized Bicycles (Electric Kickboards)

If you own a specific small motorized bicycle (electric kickboard) that meets all of the following requirements, please proceed with the application for the issuance of a sign (license plate).

  • Maximum speed of 20 km/h or less
  • Rated output of 0.6kW or less
  • Vehicle length is 1.9m or less
  • Vehicle width is 0.6m or less

Safety standards that must be met to operate a specific small motorized bicycle (electric kickboard) on public roads

When operating a specific small motorized bicycle (electric kickboard) on public roads, you must meet the following safety standards to be allowed to ride on public roads.

  1. Is the headlight on?
  2. Is the safety of the battery ensured?
  3. Is there a braking device?
  4. Are the tail lights and brake lights on?
  5. Is the siren on?
  6. Is there a rear reflector?
  7. Is the maximum speed indicator light on?
  8. Is there a turn signal?
  9. Is driving safety ensured?
  10. Is there a speed limiter?

About the Start Date of Issuance and the Declaration Procedure

The necessary documents for those who are newly applying for the issuance of a sign (license plate) are as follows.

  • Sales Certificate
  • Light Vehicle Tax (Type Division) Declaration (Report) Form and Sign Issuance Application Form
  • Identity verification documents (driver's license, Health Insurance Card, My Number Card, etc.)
  • Documents that confirm the requirements for a specific small motorized bicycle (such as brochures at the time of purchase)
  • Power of Attorney (When the owner and the declarant are different)
