Temporary vehicle operation permit (provisional number plate) system
This is a system that allows vehicles with expired vehicle inspections to be temporarily permitted to be driven on public roads for purposes stipulated in the Road Transport Vehicle Act, such as when they are sent to a regional transport bureau or inspection and registration office for inspection.
Due to the purpose of this system, which is an exception to the Motor Vehicle Inspection and Registration System, permission is usually limited to one per vehicle. Subsequent applications for the same vehicle will not be approved in principle.
Purpose of operation covered by this system

Note: If sending an item for sale, a "second-hand goods dealer license" and "operation plan (including information on the destination)" are required.
Note: In the case of transportation for filming, permission is only given if the vehicle is to be filmed on a public road. A "Road Use Permit" is required.
Operation route
Permission can be granted if the shortest route is between the departure point, transit point, and destination, and Inagi City is included in the route.
What you need when applying
1. Application form for temporary vehicle operation permit
2. Documents that can identify your vehicle (copies are acceptable)
(Examples) Vehicle inspection certificate, limited vehicle inspection certificate, registration cancellation certificate, vehicle inspection certificate return certificate, customs clearance certificate, completion inspection certificate, etc.
3. Original copy of automobile liability insurance (mutual aid) certificate (compulsory automobile liability insurance) (copies not accepted)
(Note) Only valid during the operation period
4. Identification document (driver's license, etc.)
5. Fee: 750 yen (per transaction)

Note: Depending on the content of your application, we may ask you about the purpose of your operation, the route you are taking, and the schedule of your operation. In addition, we may require you to submit additional documents to prove your operation route.

Date you can apply
On the day of operation
However, if the operation date is a closed day, the vehicle can be rented out on the previous business day.
Note: Temporary license plates must be applied for on the day of operation after planning the operation in advance.
Period of operation
This is the minimum number of days (1 to 5 days) required to achieve the operation objectives.
In principle, the operation period for registration, inspection, sealing, re-issuance, disposal, etc. is one day .
Note: Due to the nature of the system, it is not possible to lend items for a long period of time.
Note: As a result of the review, the operation period may be changed from the time of application.

Notes
About operation
- While driving your vehicle, please display your permit in an easily visible location, such as on the dashboard.
- License plates and permits may only be used for authorized vehicles, purposes, routes, and operating periods.
- The license plate must be securely attached to the front or rear of the licensed vehicle in an easily visible position using bolts or wires so that it does not fall off.
- Please carry your automobile liability insurance (mutual aid) certificate (compulsory automobile liability insurance).
- Please be careful not to lose or have your permit and number plate stolen. If you lose them, please contact the local police and report it to them.
About penalties
- If you violate the "Operation" precautions, return documents, or return deadlines, you will be subject to imprisonment of up to six months or a fine of up to 300,000 yen in accordance with Article 108, Paragraph 1 of the Road Transport Vehicle Act.
- If false information is provided regarding the purpose, route, or operation objectives when submitting an application, the offender may be subject to imprisonment of up to one year or a fine of up to 500,000 yen under Article 107, Paragraph 1 of the same Act.
