Procedures for Issuance of Special Permanent Resident Certificate

Procedures for special permanent resident certificate issuance are accepted at the Citizens Section on the 1st floor of City Hall.

Regarding a deemed special permanent resident certificate (former alien registration certificate)

The alien registration certificate you have as of July 9, 2012 will be considered a "special permanent resident certificate" for the time being even after the new system comes into effect, and you can continue to use it. You will need to change your certificate to a special permanent resident certificate by the deadline.

change due date

Those under 16 years old on July 9, 2012 16th birthday Those over 16 years old on July 9, 2012 ・The 7th birthday after receiving registration etc. is July 2015 When it arrives by the 8th (including when it has already arrived on the enforcement date)
July 8, 2015 ・When the 7th birthday after receiving registration, etc. comes after July 9, 2015 7th birthday after receiving registration, etc.

Application for Renewal of Validity Period of Special Permanent Resident Certificate

Update time

From two months before the expiration date of the validity period stated on the special permanent resident certificate to the expiration date of the validity period.
However, if the expiration date of the validity period is set to be the 16th birthday, from 6 months before the birthday to the expiration date of the validity period.

Those under the age of 16 Relatives who are 16 years old or older living together (father or mother, or relatives living together)

Application for reissuance due to loss, etc.

If you lose your special permanent resident certificate (including a deemed special permanent resident certificate) due to loss, theft, destruction, or other reasons, please apply for reissuance within 14 days from the day you learned the fact.

Official documents issued by the chief of a police station or fire station, such as a lost property report, a theft report, or a disaster report

Application for reissuance due to defacement, etc.

If the special permanent resident certificate (including the deemed special permanent resident certificate) is significantly damaged or defaced, you can apply for reissuance.

Application for reissuance due to exchange request

You can apply for reissuance even if you wish to exchange your special permanent resident certificate, except in the case of damage. A handling fee of 1,600 yen will be charged, so please bring a revenue stamp (purchased at a post office, etc.) when issuing the certificate.

Change of information other than change of address

If there is any change in "Name", "Date of Birth", "Gender", or "Nationality/Region", please apply to change the information on the Special Permanent Resident Certificate at the Citizens Section on the 1st floor of City Hall within 14 days. please.
At a later date, the Minister of Justice will issue a new special permanent resident certificate with the changed items displayed via the city, and the special permanent resident certificate you currently have will be sent to the Ministry of Justice via the city.
