Overview

Under the Long-Term Care Insurance system, when using Long-Term Care Insurance services, in addition to the service costs based on the burden ratio, users are also responsible for food expenses and housing costs (stay costs). However, when using Long-Term Care Insurance services operated by Business Operators that have applied for the implementation of reduction projects, partial subsidies are provided.

Content of Reduction

We will reduce the burden of 10% for users of nursing care services, as well as 25% for food expenses, housing costs (stay costs), and accommodation fees (50% for recipients of Senior Welfare Pension).

Note: This is limited to services provided by Business Operators who have applied to implement the reduction project. Please contact the Business Operators you wish to use to inquire whether they have applied to implement the reduction project.

Eligibility Requirements

Those who meet all of the following requirements are eligible.

  1. All members of the household are exempt from resident tax.
  2. The total annual income of all household members must be below the standard income amount.
    Note: The standard income amount is set at 1.5 million yen for a single-person household, and increases by 500,000 yen for each additional household member.
  3. As of the application date, the total amount of savings and deposits for all household members must be below the standard savings amount.
    Note: The standard savings amount (including securities and bonds) is set at 3.5 million yen for a single-person household, and increases by 1 million yen for each additional household member.
  4. There are no assets that can be utilized other than those for daily life.
  5. Not being supported by relatives or others who have the ability to provide support.
  6. As of the application date, there are no arrears in Long-Term Care Insurance premiums.
  7. Regarding the food expenses, housing costs (stay expenses), and accommodation fees for facility residents, specific resident care (preventive) service fees are being provided.

Application Method

Please fill out the required information on the documents below, attach the necessary documents, and submit them to the Long-Term Care Insurance Section of the Senior Welfare Division.

  1. Application Form for Confirmation of User Burden Reduction for Individuals Facing Financial Difficulties under Long-Term Care Insurance (Form No. 3)
  2. Income and Deposit Declaration Form (Form No. 4)
  3. Declaration of Assets and Dependents (Form No. 5)
  4. Consent Form (Form No. 6)
  5. Other necessary attachments
    1. Copy of the bankbook cover and transaction details page (page showing one year of transactions from the previous year)
      • Note: Please attach copies of the bankbook for the applicant and all household members.
      • Note: Please make a copy after recording in your passbook for balance confirmation.
      • Note: Please print the screen that shows your balance and transaction history for your internet banking.
      • Note: If cash is stored at home, it will also be counted as savings.
    2. Copy of documents necessary to confirm last year's income
      Note: Please attach copies of documents for all household members of the applicant who have income.
      【Examples of documents required to confirm income】
      • Pension recipients: A copy of the pension notification sent by the Japan Pension Service
      • For those with salary income: Copy of the withholding tax statement

Regarding Changes to Address and Other Information

If there has been a change in your address or name after receiving the certificate of confirmation, you must submit a notification of changes to the details listed on the user burden reduction certificate.
