Notification of Specific Construction Work
Among the construction work being carried out, work that generates significant noise and vibration is designated as specific construction work under the Noise Control Act and the Vibration Control Act, and the contractor is required to submit a notification of implementation at least 7 days prior to the commencement of the work.
Regarding the Implementation of Specific Construction Work
When conducting specific construction work, construction contractors and project owners should ensure that they implement notifications, comply with regulatory standards, and take sufficient care to prevent noise, vibration, dust, and other issues arising from construction work from affecting human health or the living environment.
Additionally, please inform nearby residents about the nature and schedule of the work, and respond sincerely in the event of complaints.
Types of Specific Construction Work
Specific Construction Work under the Noise Regulation Act
- Pile Driver (excluding the use of a pile driver for boring.), Pile Extractor or Pile Driving and Extracting Machine (excluding the use of a press-in type pile driving and extracting machine.) for work (excluding work that uses a pile driver in conjunction with an earth auger.)
- Work using a syringe
- Rock Drilling Machine work (for work where the work location continuously moves, it is limited to work where the maximum distance between the two points related to the work on a given day does not exceed 50 meters.)
- Air Compressor (limited to those using a prime mover other than an electric motor, with a rated output of 15 kilowatts or more.) Work using this equipment (excluding work using it as power for rock drilling machines.)
- Concrete Plant (limited to those with a mixing capacity of 0.45 cubic meters or more.) or Asphalt Plant (limited to those with a mixing weight of 200 kilograms or more.) work conducted with these facilities (excluding work conducted with a concrete plant for the purpose of producing mortar.)
- Backhoe (work using equipment with a rated output of 80 kilowatts or more, excluding those designated by the Minister of the Environment as not generating noise exceeding a certain limit.)
- Tractor Shovel (work using those with a rated output of the engine of 70 kilowatts or more, excluding those designated by the Minister of the Environment as not generating noise exceeding a certain limit.)
- Bulldozer (work using a bulldozer is limited to those with a rated output of 40 kilowatts or more, excluding those designated by the Minister of the Environment as not generating noise exceeding a certain level.)
Specific Construction Work under the Vibration Regulation Act
- Pile Driver (excluding pile drivers of the impact and hydraulic types), Pile Extractor (excluding hydraulic pile extractors), or Pile Driving and Extracting Machine (excluding hydraulic pile driving and extracting machines) work
- Steel ball work to destroy buildings and other structures
- Pavement Breaker work (limited to work where the maximum distance between two points related to the work on a given day does not exceed 50 meters, in the case of work where the work site moves continuously.)
- Breaker (excluding portable types) work (limited to work where the maximum distance between two points related to the work on a given day does not exceed 50 meters for work that continuously moves between locations.)

Note: There is no legal requirement regarding item 5, but we appreciate your cooperation.
Regarding various notification documents, please make corrections with a double line or similar if there are any errors in the content due to the abolition of the seal requirement.
Notes on Submission and Return of Notification Forms
- Please contact the city representative in advance and have the person in charge of the construction come to the office.
- Copies of the notification will generally be returned at a later date. If it is difficult for you to come to the office for the return, it will be sent by mail, so if you wish to have it mailed back, please attach a self-addressed envelope with the necessary postage when you submit the notification.
How to Create a Notification Form
- When creating, please write with a ballpoint pen or fountain pen if you are writing by hand.
- Please prepare two copies of the notification form, one original and one copy. You may use a duplicate paper for the copy. The copy will be handed over after confirming the contents.
- Please refer to the examples for instructions on filling out and creating the notification form.
- If you are submitting a notification for noise and vibration at the same time, you can omit the attached documents for vibration (2 and 3).
