For those who are going to set up a factory, or for those who already have a factory but are changing the method of operation or machinery, it is necessary to apply for factory approval (modification) based on the Tokyo Metropolitan Ordinance on Environmental Health and Safety (hereinafter referred to as the "Environmental Protection Ordinance").
In addition, when setting up a factory, please confirm in advance whether it complies with other laws and regulations, such as the restrictions on types of businesses and work area size by zoning as stipulated in the Building Standards Act.

Documents Required for the Application Form

  1. "Factory Installation (Change) Approval Application Form" Form No. 7, Forms 1 and 2
  2. Form No. 7 Appendix 1, 1, 2, 3
  3. Forms No. 7 Appendix 2 to 7 (Created according to the type of facility and method of work)
  4. Appendix List
  5. Guide Map (Map of the Area Within 100 Meters)
  6. Site and Building Layout Plan (Neighborhood Relationship Diagram)
  7. Floor Plan (Facility Layout)
  8. Elevation drawings (North, East, South, West)
  9. Work Process
  10. Structural diagram of installed machinery (catalogs, etc.)
  11. Lease Agreement (for business premises only)

In addition, depending on the type of factory, there are required attachments.

How to Create an Application Form

  • When creating, please write with a ballpoint pen or fountain pen if you are writing by hand.
  • Please prepare two copies of the Application Form, one original and one copy. You may use a duplicate paper for the copy. The copy will be returned to you along with the factory approval certificate.
  • Please refer to the example for instructions on filling out and creating the Application Form.

Note: Regarding various notification documents, due to the abolition of seals, please correct any errors in the content by using double lines or similar methods.

Fee

  1. In the case of factory installation
    • For workplaces with a total floor area of 500 square meters or less: 8,700 yen per case
    • For workplaces with a total floor area exceeding 500 square meters and not exceeding 1000 square meters: 14,200 yen per case
    • For a total floor area of the workplace exceeding 1,000 square meters: 20,200 yen per case
  2. In case of factory change, 7,600 yen per case

When you come to the city hall for a license application

Please contact the city representative in advance, and have the factory representative or person in charge come to the city office.
Note: A copy of the Application Form will be returned later. After the review is completed, the applicant will be asked to come to the city office again for the return.
