Background of Formulation

In our country, we entered an era of population decline in 2008, facing challenges such as maintaining local communities and overcoming population decrease. In response to this, the government decided on September 12, 2014, to adopt the "City, People, and Work Creation Act" as a guideline for the national and local governments to tackle the issue of population decline with all their efforts.

In Inagi City, starting with the "Long-Term Comprehensive Plan of Inagi City" in 1975, we have developed four successive long-term comprehensive plans and have been working on various measures. As a result, even as the entire country faces a declining population, our population continues to show an increasing trend, which is expected to continue for the next decade. However, from a long-term perspective, it is also true that we will eventually face a population decline. Additionally, there is no magic solution to the population issue, and considering that it takes time for various measures to show results, it is important to take action at this stage when we are not yet facing population decline.

In response to the current situation as described above, Inagi City has established the "Inagi City Town, People, and Work Creation Comprehensive Strategy Formulation Committee" to overcome the long-term challenges of population decline and regional economic contraction. After soliciting public comments from citizens, the "Inagi City Town, People, and Work Creation Comprehensive Strategy" (hereinafter referred to as the "Comprehensive Strategy") has been formulated.

Regarding the Revision of the Comprehensive Strategy (March 2018)

As this is the mid-year of the comprehensive strategy, we conducted the Inagi City Town, People, and Business Revitalization Comprehensive Strategy Verification Committee to evaluate and verify the progress of the comprehensive strategy based on the key performance indicators (KPI) established in the comprehensive strategy for the fiscal year 2017, with the aim of enhancing future measures.

At that time, we added three new projects to steadily advance the realization of the four basic goals set forth in the comprehensive strategy, promoting the revitalization of the town, the creation of people, and the creation of jobs, making it sustainable.

Extension of the Comprehensive Strategy (March 2020)

The current comprehensive strategy is a five-year plan from fiscal year 2015 to fiscal year 2019. Regarding the next comprehensive strategy, it will be formulated in alignment with the (tentative name) Fifth Long-Term Comprehensive Plan of Inagi City, and the formulation period will also be set to fiscal year 2021, in accordance with the formulation of the (tentative name) Fifth Long-Term Comprehensive Plan of Inagi City.

For the fiscal year 2020, in order to avoid a gap until the formulation of the next comprehensive strategy, we will extend the current comprehensive strategy for one year and continue to manage progress based on key performance indicators (KPIs) and other metrics.

Formulation of the 2nd Phase Inagi City Town, People, and Work Creation Comprehensive Strategy

At the national level, regional revitalization is a long-term policy aimed at sharing a sense of crisis for the next generation and the generation after that, curbing population decline, and restoring vitality to each region. Therefore, we will continue the awareness and initiatives of regional revitalization that took root in the first phase beyond the fiscal year 2020, and to ensure a solid step towards the next phase, we will maintain the current framework of implementing the "Comprehensive Strategy" under the "Long-term Vision" that sets forth the basic goals and measures for the next five years. We will formulate the second phase "Comprehensive Strategy" and work towards further enhancement and strengthening of regional revitalization.
Regional revitalization is important for each region to take initiatives voluntarily and proactively, utilizing the strengths and attractions of the region with enthusiasm and motivation. Therefore, considering the national second phase "Comprehensive Strategy for Towns, People, and Jobs Creation," we have formulated the second phase Inagi City Comprehensive Strategy for Towns, People, and Jobs Creation, which will start in fiscal year 2021 as the first year, to work simultaneously and integrally on the creation of towns, people, and jobs in this city, continuing from the first phase.
