About grant of license plate of specific small motorized bicycle

Notice to Owners of Specified Small Motor Bicycles (Electric Kickboards)

Due to the revision of the Road Traffic Act from July 1, 2023, the traffic rules for specific small motorized bicycles (electric kickboards, etc.) will be changed. Along with this, it has become possible to issue a sign (license plate) that fits within the width of the vehicle body.
Owners of vehicles that meet all certain requirements are taxpayers of light vehicle tax (classification) regardless of whether they are driven on public roads or not. If you own an applicable vehicle, please apply to the city and receive a license plate.
In addition, if you already own a vehicle that meets the requirements and have a conventional sign registered, you can exchange it for a new sign.
Note: Replacement of the sign may require procedures for changing the automobile liability insurance. Please check with your insurance company.

Requirements for specific small motorized bicycles (electric kickboards)

If you own a specific small motorized bicycle (electric kickboard) that meets all of the following requirements, please follow the procedures for issuing a license plate.

  • Maximum speed is 20km/h or less
  • Rated output is 0.6kW or less
  • The length of the car body is 1.9m or less
  • The width of the car body is 0.6m or less

Safety standards that must be met to run on public roads with a specified small motorized bicycle (electric kickboard)

When riding a specified small motorized bicycle (electric scooter) on public roads, it must meet the following safety standards.
 
(1) Are the headlights on? (2) Are the batteries safe? (3) Are the brakes on? (4) Are the taillights and brake lights on? (5) Are the horns on? (6) ) Does it have a rear reflector? (7) Does it have a maximum speed indicator light? (8) Does it have direction indicators? (9) Does it ensure driving safety? (10) Does it have a speed limiter?

Regarding the start date of issuance and procedures for declaration

The documents required for those applying for a new sign (license plate) are as follows.
 

  • Sales certificate
  • Light vehicle tax (classification percent) report (report) and sign issuance application form
  • Identity verification documents (driver's license, insurance card, My Number card, etc.)
  • Documents that can be used to confirm that it meets the requirements for a specified small motorized bicycle (such as a pamphlet at the time of purchase)
  • Power of attorney (if the owner and applicant are different)
