If the place of application is in Tokyo, the tax stop procedure is not required (only in Tokyo, information on changes in registered content will be sent to Inagi City).
In addition, even if you request a related organization close to the Transportation Branch Office or the Light Motor Vehicle Inspection Organization where you have changed the registered information to act on your behalf, you do not need to complete the tax stop procedure.
