When it is difficult to pay insurance premiums

When it is difficult to pay the national pension insurance premium due to economic circumstances, etc., there is a system that exempts or defers the payment of the insurance premium.

Statutory exemptions

If you are receiving livelihood assistance under the Public Assistance Act, or if you are receiving a disability pension (grade 1 or 2), you can exempt the full amount of insurance premiums retroactively to the date you received it by submitting a notification.

Application exemption

When it is difficult to pay insurance premiums due to a decrease in income or unemployment, all or part of the premiums can be exempted by applying and receiving approval. An application is required every year, and the approval period is from July to June of the following year.
Note: If a full exemption is approved and you wish to continue to receive a full exemption from the following fiscal year onwards, you can omit the submission of the application form from the following fiscal year onwards. However, this does not apply when you apply for a special case due to unemployment.
Approval for partial exemption will be invalidated and non-payment will occur if partial payment is not made.
As a special exception, a special measure will be applied to the person who retired from the company, assuming that there was no income.
A copy of the employment insurance insured person's separation notice or a copy of the notification of eligibility to receive employment insurance benefits is required to receive the exception.

Full exemption

Income Criteria
(Number of dependents + 1) x 350,000 yen + 320,000 yen Monthly insurance premium: 0 yen

three-fourths exemption

Income Criteria
1.68 million yen + (number of dependents, etc. x 380,000 yen) + (number of specific dependents x 630,000 yen) + social insurance premium deductions, etc. Monthly premium 12,740 yen

Note: The monthly insurance premium is the amount that must be paid for the exemption period starting from July 2020.
Note: Specified dependent relatives are dependent relatives who are 16 years old or older but under 23 years old.
Note: For spouses and elderly dependent relatives (70 years of age or older) eligible for the elderly deduction, the amount will be multiplied by the number of dependent relatives, etc. x 480,000 yen.
Note: The estimated income for payment deferral is the same as for full exemption, and the student payment special exception is the same as for half-exemption.
Note: If you are a victim of an earthquake, storm or flood, etc., you may be eligible regardless of your income, so please consult us.

Special payment system for students

For students, if your income is below a certain amount (if you have dependents, the amount will be added according to the number of dependents), the premiums will be paid from April to March of the following year if your application is approved. will be deferred until

Note: Applications are required annually. Please bring your student ID card.
If your application is approved and you plan to stay in school for the next academic year and beyond, the Japan Pension Service will send you an "Application for Special Payment of National Pension Premiums for Students" (postcard) in late March. If you continue to apply for the special payment system for students, you can omit the procedures at the city hall by filling in the necessary items on the sent application form and returning it to the Japan Pension Service.

Payment postponement system

Under the age of 50 (under 30 as of June 2016), excluding students, and if the income of the individual and spouse is below the full exemption criteria, premium payment will be deferred regardless of the income of the householder. There is a system that
