Mandatory creation of evacuation plans for facilities used by individuals requiring special consideration
Due to the enforcement of the "Act to Partially Amend the Flood Control Act, etc.", in order to strengthen the evacuation system for facilities used by vulnerable individuals, the "Flood Control Act" and the "Disaster Prevention Act" were amended on June 19, 2017. Owners or managers of facilities used by vulnerable individuals located in flood-prone areas are now required to create evacuation assurance plans and conduct evacuation drills.
In response to this, Inagi City has established the creation of evacuation assurance plans and the implementation of evacuation drills in its regional disaster prevention plan.
In addition, due to the partial amendments to the "Flood Control Act" and the "Soil Disaster Prevention Act" on May 10, 2021, it has become mandatory to report on evacuation drills conducted based on the evacuation assurance plans created.
Evacuation Assurance Plan
The evacuation assurance plan is a plan that establishes the necessary items to ensure the smooth and prompt evacuation of users in the event of potential water disasters or landslides.
To ensure that the evacuation plan is practical, it is important for facility managers and others to take the initiative in creating it.
By conducting evacuation drills based on the created evacuation plan, its practicality will be further enhanced.
Applicable Facilities
The following facilities for individuals requiring special consideration are located in the Tamagawa River flood inundation area and the sediment disaster (special) warning area.
- Social Welfare Facilities (Nursing Homes, Disability Welfare Facilities, Child Welfare Facilities, etc.)
- Schools (Kindergarten, Elementary and Junior High Schools, High Schools, etc.)
- Medical Facilities (Hospitals, Clinics, etc.)

Guidelines and Forms for Creating Evacuation Assurance Plans
Owners or managers of the relevant facilities are requested to create an evacuation assurance plan by referring to the guidelines and templates below.

- Note 1: When establishing a self-defense water control organization, please submit Form 6 along with the attached documents, Appendix 1, and Appendix 2.
- Note 2: Submission of Form 7 and beyond is not required. Please manage appropriately at each facility.
- Note 3: If there are any changes to the content from Form 1 to Form 5 after submission, please resubmit the entire set of documents.
Submitted Documents
Please submit two copies of the evacuation assurance plan along with the evacuation assurance plan checklist to the Disaster Prevention Division.

Submission of Training Implementation Results Report
Based on the evacuation assurance plan, please conduct evacuation drills at least once a year.
After the drill, please submit the evacuation drill results report to the Disaster Prevention Division. (Generally within 30 days)
