Child allowance (national system)

Notice regarding child allowance (Updated April 22, 2024)

If you exceed the income limit for child allowance or special benefit and have not received the allowance, you will need to reapply.
The review will be based on income earned during 2023, from the payment in June 2024 (see Tables 2 and 3 below).
Those who are not currently receiving allowances because their income exceeds the upper limit, but whose income falls within the upper limit, can receive child allowances and special benefits by submitting a certification claim form again.
If you are recertified, the payments from June to September will be transferred to your designated account in October.
See below for how to calculate the upper income limit.

How to reapply

Application period: May 1st to May 31st, 2024 Application method: By mail (if you wish to apply in person, please contact us by phone)
Required documents: 1 to 3 below

  1. Child Allowance/Special Benefit Certification Application Form (Please print and fill out)
  2. Documents showing the account number (regular savings account) of the financial institution in the name of the applicant for child allowance (guardian) (bankbook or card)
  3. A copy of the health insurance card of the applicant for child allowance (guardian)

Note: Only for those raising children under the age of three who are enrolled in a scheme other than the National Pension System Note: A child under the age of three refers to a child who has reached the age of three and is up until March 31st for the first time (up until the end of the fiscal year in which they turn three).

Payment target

Guardians living in Inagi City who are raising children who have not completed junior high school (until the first March 31 after reaching the age of 15)

Note : Of the child's parents, etc., the person who mainly supports the livelihood (the one with the highest income) is the recipient (guardian).
Note : If the guardian lives outside of Inagi City, please apply to the municipality where the guardian resides.
Note : If you are a civil servant, please apply at your place of employment. However, even if you are a civil servant, if you cannot receive child allowance from your workplace, please apply to the Child Support Division.

Note: Regarding how to count the first and second children, the target is children who are up to the first March 31 after reaching the age of 18 (equivalent to high school students).

income limit

There is an upper income limit for special child allowance payments.
Those who earn more than the upper limit of the child allowance will not be eligible for the special child allowance payment. Please refer to the income limit table for detailed amounts.
If you exceed the upper income limit, you will be notified after August 2024 .
If the income of the previous year is equal to or exceeds the income restriction limit (A in Table 2), a special benefit of 5,000 yen per child per month is paid. However, if the income of the previous year is equal to or exceeds the upper income limit for the special benefit (B in Table 2), the special child allowance benefit is not paid .

Note: Child allowance eligibility is renewed every June. If your income exceeds the upper limit in FY2023 and falls within the income limit in FY2024, you can apply to be eligible for the allowance from June 2024 (October payment).
Note: If you are ineligible for child allowance etc. due to exceeding the upper income limit, but have changed your income through an amended return etc. so that it is within the upper income limit, you must submit a new certification claim form for child allowance etc. as soon as possible after filing . If you are unable to submit a certification claim form immediately after filing, you must submit a new certification claim form for child allowance etc. within 15 days counting from the day after you received your municipal tax assessment notice. If you submit a certification claim form by the above deadline, child allowance etc. can be paid retroactively up to June of the same year. In other cases, you will be eligible for payment from the month following the submission of the certification claim form for child allowance etc.

Remark 1: The number of people is the number of dependents under the tax law.
Remark 2: The amounts in this table are compared with your income ("amount after deducting employment income" on the withholding slip, "total income amount (1)" on the notice of special collection of city and metropolitan tax, city and metropolitan residents Please refer to the "total gross income" on the tax payment notice and the "total income amount" on the final tax return) minus the above deductions.
If you have employment income or income related to public pensions, use the amount after deducting 100,000 yen from the total amount.

payment method

As a general rule, three times a year, in June, October, and mid-February, the allowance for each four months until the previous month will be transferred to a financial institution account in the name of the recipient.

Payment start

As a general rule, allowances will be paid from the month following the month in which the application was submitted.
However, in the case of a birth or moving-in application, if the application is made within 15 days from the day after the birth date or moving-in date, the allowance will be paid for the month following the month in which the birth date or moving-in date belongs.

  1. Bring it to the child care support section on the 2nd floor of the city hall.
  2. Bring it to the Hirao/Wakabadai Branch Office (However, we cannot provide detailed information about the system, so please check with the Child Care Support Section Allowance Subsidy Section for details of the required documents and the system.)

Procedures by mail

Applications for child allowance and medical expense subsidy systems for infants, children attending compulsory education, high school students, etc. can also be submitted by mail.

Documents required for application (Documents 3 to 5 can be submitted at a later date)

Note : If you are a member of the National Health Insurance Association other than "National Civil Engineering and Construction" and are also enrolled in the Employees' Pension, you will need a pension enrollment certificate .

Precautions when applying

If you fall under any of the following, please be careful when applying. Please contact the Child Care Support Division.

If the child lives abroad

I cannot receive benefits. However, in the case of study abroad, you may be able to receive the allowance under certain conditions.

If the child is in an institution or is being raised by foster parents

The recipient will be the person who established the facility. Parents of children cannot receive benefits.
Please note that if you leave the facility, you will need to apply for it from your parents.

In the case of separation prior to divorce

If the parents live at different addresses due to separation prior to divorce, etc., as a general rule, the guardian who lives with the child will be the applicant.
(In the case of a single assignment, etc., the applicant will be the main livelihood person who is still living separately.)

When a guardian of a minor is raising a child

If the child has a minor guardian, the minor guardian can be the recipient of the allowance.

When both parents are abroad and the child is in Japan

If the requirements are met, the person (grandparents, etc.) designated by the parents can be a recipient of the allowance as a designated parent.

If there are any changes after application, please submit the following

The number of eligible children has increased (childbirth, etc.)

Please submit an amount revision request form .
The amount will be increased from the next month after submission.

Moved in Inagi City

Moved out of Inagi City

Please submit a notification of extinguishment of reasons for receiving benefits .
In addition, we will request authorization newly in municipalities of transference.

Only the main livelihood will move overseas due to a job assignment without family

Please submit a notification of extinguishment of the reason for receiving the child allowance that you are receiving as your main livelihood.
At the same time, please make a new certification request in the name of your spouse.

became a civil servant

Civil servants receive a child allowance from their place of employment.
If the recipient becomes a public employee, please submit a notification of extinguishment of the reason for receiving the allowance .
You will also have to apply for a new certification at your place of employment.

The account has changed (financial institutions have merged, etc.)

Please submit a transfer account change form .
For the new account, please specify a savings account in the recipient's name.
When you submit the notification, please bring something that shows your new account number (passbook, etc.).

changed name

Please submit a change of address/name notification .
If the transfer account name is to be changed, please also submit a transfer account change notification .

decided to live separately from the children

You will need to submit. Please contact the Child Care Support Division.

no longer raising children

If the recipient no longer takes care of the child due to divorce, etc., please submit a notification of termination of the reason for receiving the allowance .

The main livelihood has returned from overseas where he was working away from home

Please submit a notification of extinguishment of the reason for receiving the child allowance received by your spouse.
At the same time, make a new certification request under the name of the main householder.
