Child rearing allowance (national system)

Those who are in a single-parent household due to divorce (explanatory note 1), and are raising children (explanatory note 2) until the end of the fiscal year when they reach the age of 18. However, children in child welfare facilities are excluded.
There are other payment requirements. Please contact us to see if you meet the payment requirements.

Note 1: For example, the following households

  • Divorced father or mother
  • father or mother died
  • missing father or mother
  • Father or mother has run away from home for more than a year
  • Father or mother has received a DV protection order from the court
  • Father or mother has been detained by law for more than one year
  • Raising children born out of wedlock
  • Raising children who are not supported by their parents
  • Father or mother has more than a certain level of severe disability

Note 2: Children under the age of 20 with a certain level of disability are eligible.

Allowance monthly amount

First child: 10,740 yen to 45,500 yen (full payment = 45,500 yen, partial payment = 10,740 yen to 45,490 yen)
Second child: 5,380 yen to 10,750 yen (full payment = 10,750 yen, partial payment = 5,380 yen to 10,740 yen)
3rd child and onwards: 3,230 to 6,450 yen (full payment = 6,450 yen, partial payment = 3,230 to 6,440 yen)

The amount of payment will be calculated according to the income of the applicant.

In addition, if the applicant's income exceeds the limit for partial payment, or if the income of the person who has obligation to support (from the applicant's point of view, is a direct blood relative, brother or sister, and lives with the applicant) If the limit is exceeded, all payments will be suspended (0 yen per month) regardless of the number of children.

Payment amount when receiving public pension, etc.

[If the claimant is receiving disability basic pension, etc.]

  1. The amount of tax-exempt public pension benefits (explanatory note: 2) is included in the "income" of the child rearing allowance recipient who is receiving disability basic pension (explanatory note: 1) to calculate the amount of allowance.
  2. If the amount of Child Rearing Allowance calculated in 1 exceeds the additional portion of the disability pension for the child, the difference will be paid.

Notes: 1 Disability Basic Pension under the National Pension Law, Disability Compensation Pension under the Workers' Accident Compensation Insurance Law, etc.
Notes: 2 Disability pension, survivor's pension, worker's accident pension, survivor's compensation, etc.

[If the claimant and the child are receiving pensions other than the above]
If the monthly amount of public pension, etc. received is less than the amount of Child Rearing Allowance, an allowance for the difference will be paid.

payment method

As a general rule, six times a year (January, March, May, July, September, mid-November), the allowance for the two months up to the previous month will be transferred to a designated financial institution account. In addition, it will be subject to payment from the next month of the application date.

Application method

Please bring the following documents to the Childcare Support Division, Allowance Subsidy Section on the second floor of City Hall to apply.
1. Family register
2. Document showing the applicant's account number at a financial institution (bankbook, card, etc.)
3. Confirmation of My Number Note: You will need to write your My Number on the application form when applying.

Renewal procedure

In August of each year, you will be required to submit a current status report as part of the annual renewal procedure.
As you send guidance documents from child care support section in the end of July, please bring necessary document, and please come to the agency.
If you do not submit a current situation report, you will not be able to receive the allowance after November (for January).

  • when you change your address
  • When you get married (including a de facto marriage) Note: Including living with a single person
  • When you receive a public pension, or when the right to receive benefits arises
  • When the main livelihood has changed
  • When the number of family members living together changes
  • When a child enters a child welfare facility, etc.
  • when a child gets married
  • When there are other circumstances that do not correspond to the payment requirements or the allowance cannot be received.
