Application Procedures for Public Property Permissions

When occupying public property such as waterways and roads not subject to the Road Act, or when constructing, renovating, or demolishing structures, or adjusting water flow (e.g., building a bridge over a waterway), please submit the relevant Application Forms to the city.
Additionally, please check the instructions for filling out the Application Forms.

Points to Note When Creating an Application Form

  • When applying for permission for the occupation of public property related to the connection to water pipes and sewer pipes, it is necessary to have the confirmation seal of the facility manager at the connection destination on the application form in advance.
  • If you are applying for permission to occupy public property related to both water supply and sewerage pipes, separate applications are required, so please create separate Application Forms..
  • If you are eligible for a reduction in usage fees, please attach the Application Form for Reduction of Usage Fees.

When the installation or construction of the occupied property is completed

Change Procedure

  • When changing the approved items, please submit the "Application Form for Changes to Public Property Occupation Permission, etc.".
  • When updating the permitted period, please submit the "Public Property Occupation Permission Period Renewal Application Form."

Succession of Status

Those who have succeeded the position of the person who received permission for occupancy, etc., due to inheritance or merger must submit a "Position Succession Notification" to the city within 30 days from the date of succession.

Approval of Transfer, Loan, and Collateral of Rights

Those who have received permission for occupancy, in principle, cannot transfer, sublease, or use as collateral the rights based on the occupancy permission to a third party. However, if you wish to transfer the rights based on the permission through real estate sales, please submit the "Application Form for Approval of Rights Transfer" to the city.
