Obligation to create an evacuation securing plan for facilities used by people requiring special care

Due to the enforcement of the "Law for Partial Revision of the Flood Prevention Law, etc." It was revised, and owners or administrators of facilities for people requiring special care located in flood-prone areas are obliged to create evacuation plans and conduct evacuation drills.
In response to this, Inagi City stipulates the creation of an evacuation plan and the implementation of evacuation drills in the regional disaster prevention plan.
In addition, due to the partial revision of the "Flood Prevention Law" and the "Landslide Prevention Law" on May 10, 2021, it became mandatory to report when evacuation drills were conducted based on the prepared evacuation plan.
What is an evacuation plan?
Evacuation securing plan is a plan that establishes the necessary items to ensure smooth and prompt evacuation of users in the event of flooding or landslides.
In order to ensure that the evacuation plan is viable, it is important for facility managers to take the initiative in creating it.
By conducting evacuation drills based on the created evacuation plan, the feasibility will be further enhanced.
Target facility
The following facilities for people requiring special care located in Tama River flooding risk areas and sediment disaster (special) warning areas are eligible.
- Social welfare facilities (nursing homes, disability support facilities, child welfare facilities, etc.)
- School (kindergarten, elementary/junior high school, high school, etc.)
- Medical facilities (hospitals, clinics, etc.)

Note 1: When setting up a self-defense flood defense organization, please also submit Form 6 and Attachments, Attachments 1 and 2 together.
Note 2 Form 7 or later does not need to be submitted. Please manage appropriately at each facility.
Note 3: If there are any changes in the content from Form 1 to Form 5 after submission, please submit the complete set of submissions again.

Submit your evacuation plan together with the evacuation plan checklist to the Disaster Prevention Division, Section 2.

Submission of training results report
Based on the evacuation securing plan, please conduct evacuation drills at least once a year.
After the training, please submit the evacuation training results report to the Disaster Prevention Division. (Approximately within 30 days)
