Requirement to create evacuation plans for facilities used by people requiring special care

Due to the enforcement of the "Act for Partial Amendment of the Flood Control Act, etc.", the "Flood Control Act" and the "Landslide Prevention Act" were enacted on June 19, 2017 in order to strengthen the evacuation system of facilities used by people requiring special care. As a result of the revision, owners or managers of facilities used by persons requiring special consideration located in areas where flooding is expected are now obligated to create an evacuation plan and conduct evacuation drills.
In response to this, Inagi City has stipulated in its regional disaster prevention plan the creation of an evacuation plan and the implementation of evacuation drills.
Additionally, due to the partial amendments to the ``Flood Control Act'' and the ``Landslide Prevention Act'' on May 10, 2021, it has become mandatory to report when evacuation drills are conducted based on the prepared evacuation plan.
What is an evacuation plan?
An evacuation plan is a plan that sets out the necessary items to ensure smooth and rapid evacuation of users in the event of a risk of flooding or landslides.
In order to ensure that the evacuation plan is practical, it is important that facility managers and others take the initiative in creating it.
Conducting evacuation drills based on the created evacuation plan will improve its effectiveness.
Target facilities
The following facilities for people with special needs located in areas expected to be inundated by flooding along the Tama River or in landslide (special) alert areas are eligible.
- Social welfare facilities (nursing homes, disability support facilities, child welfare facilities, etc.)
- School (kindergarten, elementary/junior high school, high school, etc.)
- Medical facilities (hospitals, clinics, etc.)

Note 1: When installing a self-defense flood defense organization, please also submit Form 6 and Attached Tables 1 and 2.
Note 2 Forms 7 and later do not need to be submitted. Please manage it appropriately at each facility.
Note 3: If there are any changes to Form 1 to Form 5 after submission, please submit the complete set of documents again.

Submission of training implementation results report
Please conduct evacuation drills at least once a year based on your evacuation plan.
After conducting the drill, please submit the evacuation drill implementation result report to the Disaster Prevention Division. (approximately within 30 days)
