Implementation of condominium management plan certification system

What is the Condominium Management Plan Certification System?

Inagi City has formulated the Inagi City Condominium Management Appropriation Promotion Plan, and has implemented a condominium management plan certification system from April 2020 that allows condominium management plans to be certified by the city if they meet certain standards. To do.

Benefits of getting certified

There are many benefits to having your condo management plan approved, including:

  • Interest rate reductions for the Japan Housing Finance Agency's "Flat 35" and "Condominium Common Area Renovation Loans" will be applied.
  • If you purchase the Housing Finance Agency's ``Mansion Home Ru Bonds,'' an interest rate will be added.
  • This will increase the awareness of unit owners regarding management, allowing them to maintain and improve management standards.
  • It is evaluated in the market as a properly managed condominium.

In addition, if certain conditions are met, such as increasing the amount of the repair reserve fund and implementing construction to extend the lifespan of the condominium management plan, in order to meet the certification standards, property tax reduction measures (condominium manager It is subject to the longevity promotion tax system.

Certification target/applicant

The certification applies to condominiums within Inagi City.
The applicant will also be the manager of a condominium management association.
Note: An application must be approved by a general meeting of the management association.

Certification Criteria

The criteria for certification of a management plan are as follows:

1 Management association management (1) A manager, etc. must be designated.
(2) An auditor has been appointed.
(3) Meetings are held at least once a year.
2 Management Terms (1) Management regulations have been created.
(2) In order to properly manage the condominium, the management regulations stipulate access to exclusive areas in emergencies such as disasters or when necessary for management purposes, and the management of historical information on repairs, etc.
(3) In order to facilitate the acquisition of information regarding the management status of condominiums, the management agreement stipulates the delivery of written information (or provision by electromagnetic means) regarding the management association's finances and management.
3 Management association accounting (1) Management expenses, repair reserves, etc. must be clearly separated and accounted for.
(2) There is no appropriation from the repair reserve fund account to other accounts.
(3) As of the end of the immediately preceding business year, the amount of unpaid repair reserves for three months or more is within 10% of the total.
4 Creation and review of long-term repair plans, etc. (1) The long-term repair plan must be prepared in accordance with the "Long-Term Repair Plan Standard Form," and the content of the long-term repair plan and the amount of repair reserves calculated based on it must be resolved at a meeting.
(2) A long-term repair plan has been created or reviewed within the past seven years.
(3) In order to ensure the effectiveness of long-term repair plans, the planning period must be 30 years or more and must include at least two major repair works within the remaining period.
(4) The long-term repair plan does not include the collection of future temporary repair reserves.
(5) The average amount of repair reserves calculated from the total amount of repair reserves over the entire planning period of the long-term repair plan is not extremely low.
(6) The long-term repair plan has no remaining borrowings in the final year of the planning period of the long-term repair plan.
5. Other (1) In addition to contacting unit owners of condominiums during normal times, the management association maintains a list of members and a list of residents in order to respond quickly in emergencies such as disasters. Check the contents at least once.
(2) It must be appropriate in light of the prefecture's appropriate condominium management guidelines.

Certification/renewal application fee

The following fees will be charged when applying for certification or renewal of a condominium management plan.

Note: If there are multiple long-term repair plans, the additional fee amount will be added to the basic fee for each long-term repair plan after the second one.

1 Apply for advance confirmation to the condominium management center

Before applying for certification to the city, you must use the "Management Plan Certification Procedure Support Service (Pre-Confirmation)" offered by the Public Interest Incorporated Foundation Condominium Management Center and receive a "Pre-Confirmation Compliance Certificate" certifying that a condominium manager has confirmed in advance whether the management plan meets the certification standards.

Note: There are four patterns for the condominium manager's prior confirmation: (1) to (4) in the diagram above.
Note: In either case, a pre-confirmation examination fee and a usage fee for the "Management Plan Certification Procedure Support System" will be charged.
Note: If you apply for the "Condominium Management Appropriate Evaluation System" in conjunction with management plan certification (pattern (2)), a separate registration fee and evaluation/application fee will be charged.

2 Issuance of prior confirmation conformity certificate

The Condominium Management Center will issue a "Prior Confirmation Conformity Certificate" to condominium managers who comply with the certification standards of the management plan. We will use the management plan certification procedure support system (an electronic system on the Internet).

3 Apply for certification to the city

Please use the management plan certification procedure support system (electronic system on the Internet) to apply for certification of your management plan to the city.

4. Payment of certification application fee

The city will confirm your application and send you a payment notice, so please pay the certification application fee.
 

5 Issuance of notice

Once the city has confirmed that the application fee has been paid, it will review the application and, if it finds that the application meets the criteria, will issue and mail a certification notice.

6 Announcement

On the Condominium Management Center Public Interest Incorporated Foundation's "Management Plan Certified Condominium Viewing Site," information will be published as condominiums that have certified management plans.
Please note that you can choose not to publish your information when applying.

Certification validity period

The validity period of certification is 5 years from the date of certification.
If you do not apply for certification renewal by the expiration date, your certification will expire.
The renewal application process is the same as the initial certification application.

Changes to a certified management plan

Change Approval Application

After the management plan has been certified, if you wish to change the content related to the management plan certification standards, you will need to apply for change certification, except for minor changes.

How to apply for change certification

The management plan certification procedure support service (pre-confirmation) is not available for change certification applications.
Please submit both the original and copy of the change approval application form along with any supporting documents directly to the city.
